PLEDGE OF ALLEGIANCE

MINUTES - Approval of the Minutes of August 26, 2015.

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. PUBLIC HEARING – PLANNING DEPARTMENT (Keith Cubic)
Hearing for Annexation of property and “Order Incorporating Territory” to the Lookingglass Rural Fire District. Chief Petitioner: Stevens.

2. BUILDING FACILITIES – Contract Modification (Kevin Potter)
First Modification of Contract #29205 with Floors By Design for the Creekside Shelter Project. Increases total payments to Contractor from $25,000.00 to $30,000.00 for additional work exceeding the original $25,000.00 cap.

3. BUILDING FACILITIES – Contract Amendment (Kevin Potter)
Third Amendment of Contract #150538 with Oregon Judicial Department, Courthouse Improvement Intergovernmental Agreement. Increases the amount of funds OJD will contribute to the cost of the project to accommodate additional upgrades to Courtroom 401 from $241,083.00 to $341,083.00. This project is fully funded by the State and no County dollars will be used.

4. LAND DEPARTMENT – Lease Amendment (Gary Groth)
Amendment to correct the notice address for Lessee which was incorrect in the original lease dated August 14, 2014, between Douglas County and Oregon State University and its DC OSU Extension Service. All terms and conditions of the Lease, except as hereby amended, remain in full force and effect.

5. LAND DEPARTMENT – Agreement (Gary Groth)
Agreement by Douglas County allowing Lower Umpqua Hospital District (LUHD) nonexclusive use of the office space in the Douglas County Courthouse Annex in Reedsport, Oregon, as outlined in the Agreement and attached Exhibit A. Term of the Agreement commences September 2, 2015 and continues until termination as provided by the Agreement.

6. PARKS DEPARTMENT – Contract Modification (Gary Groth)
First Modification of Contract #29381 between Douglas County and F.J.M. Enterprises for the installation of parking fee pay boxes. Modifies the original $25,000.00 contract not to exceed $50,000.00.

7. PLANNING DEPARTMENT – Legislative Update (Keith Cubic)
The 2015 Legislature has adjourned and approximately 34 land use related bills were adopted, six appear to require local amendments. Legislative summary report is for informational purposes.

8. PLANNING DEPARTMENT – Southern Oregon Regional Pilot Program Update (Keith Cubic)
This is the 17th update on the SORPP. Information covers activity from June, 2015 to August, 2015.

9. PUBLIC WORKS DEPARTMENT – Jurisdictional Transfer Agreement (Robb Paul)
Agreement with Oregon Department of Transportation for jurisdictional exchange and maintenance of portions of OR 99, Umpqua College Road, and Del Rio road and surplus property located at 161 Pruner Road.

10. SHERIFF’S DEPARTMENT – Contract (John Hanlin)
Contract with Oregon State Marine Board to provide two (2) full-time Marine Deputies to patrol the waterways of Douglas County. Contract also provides funds for supplies or purchases of boats/equipment. Amount not to exceed $206,350.00.

11. TAX – Intergovernmental Agreement (Jessica Pence)
Intergovernmental Agreement with State of Oregon Publishing and Distribution for mail/printing services for property tax statements. The State of Oregon combines services with multiple public agencies which results in reduced printing and mailing costs. Expenditure: Approx. $40,000.00.

12. TAX – Order (Jessica Pence)
Order for the matter of cancellation of uncollectible property taxes.

16. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held September 9, 2015 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
