PLEDGE OF ALLEGIANCE

MINUTES of the Board meeting held on August 26, 2009

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. PROCLAMATION – Declaring the 40th Anniversary of the United Community Action Network.

2. PROCLAMATION – Declaring September 2009 as United Way Month.

3. HEARING – for Annexation of Property and “Order Incorporating Territory” to the Douglas County Fire District No. 2. Chief Petitioner: Lieberman
The “Notice of a Public Hearing” and “Order Setting a Hearing Date” was signed on August 12, 2009 for the petition of annexation by Chief Petitioner: Lieberman, to have property annexed into the Douglas County Fire District No. 2. The petition has qualified under ORS 198.855(3), annexation petition is signed by all of the owners of all land in the territory proposed to be annexed. The signatures of the property owners of the proposed annexation have been verified. There are no known objectors at this time.

The signatures of the property owners of the proposed annexation have been verified. There are no known objectors at this time.

6. ASSESSOR – Tax Refunds
Orders refunding taxes to: A&M Transport Inc. ($2,619.81); AT&T Capital Services ($11,999.36); Swanson Group Inc. ($142,326.18); General Electric Capital Corp ($22,588.93); Superior Lumber Co. ($45,176.46); Alcan Cable ($339.09).

7. COMMUNICATIONS – Sub-sublease for Communications Site at Signal Tree
Sub-sublease for OWIN (Oregon Wireless Interoperability Network) on Douglas County Communications radio site at Signal Tree. The County will receive $16,800 annually. Rate may be increased 3% each year.

8. COMMISSION ON CHILDREN AND FAMILIES – Medicaid Intergovernmental Agreement
The 2009-11 Medicaid Intergovernmental Agreement between the Oregon Commission on Children and Families and Douglas County allows for the reimbursement of allowable Medicaid administrative up to $85,500. Douglas County must pay administrative fees and match 50% of the reimbursement it receives.

9. HEALTH AND SOCIAL SERVICES – Contract Amendment
First amendment to contract with United Community Action Network for operation of Public and Paratransit Transportation System Utrans. Douglas County contribution is $59,432.00.

10. LAND - Timber Sale Contract
Timber Sale Contract with BS Cutters, Inc. for Douglas County’s 2009 Salvage Sale #282. This sale includes ±7,500 board feet of timber located on County property in the Camas Valley area. Purchase price of $225.00 has been paid in full.

11. MANAGEMENT & FINANCE – Order Designating Newspaper
Order of designation of The News Review for the publication of the 2009 Douglas County tax foreclosure list.

12. MISCELLANEOUS – Discussion Regarding Negotiations with Ameresco
Discussion and decision about continuing negotiation with Ameresco for landfill gas power generation facility.

13. MISCELLANEOUS – Order Appointing a Reedsport District Justice of the Peace Pro Tempore
Order appointing Russell Trump, Candace Hissong, Jad Lemhouse, Cindy Cable and/or John D. Cable as the Reedsport District Justice of the Peace Pro Tempore for the time period of September 22, 2009 through September 21, 2010.

14. MISCELLANEOUS – Discussion/Deliberation regarding reappointment to the Douglas County Traffic Safety Commission.
Two vacancies exist on the Douglas County Traffic Commission due to the expiring terms of Gerald Portnell and Frank Jacinto. The vacancy was advertised with Douglas County media and Mr. Portnell and Mr. Jacinto were the only two applicants and both would like to be reappointed.

17. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held September 9, 2009 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
