MINUTES of the Board meeting held on August 24, 2011
CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY
1. CLERK – Contract Extension (Barbara Nielsen)
This is a second extension for the contract with Ryder Election Services for ballot printing. Contract term will be from September 1, 2011 to August 31, 2012.
2. DISTRICT ATTORNEY – Grant Amendment (Rick Wesenberg)
Amendment to the “Edward Byrne Memorial Justice Assistance Measure 57 Intensive Drug Court Grant – Award Agreement #4285” extends the grant through September 30, 2012 and approves $57,910 in the 2011-2012 fiscal year as reimbursement for a portion of the salary and equipment of the Deputy District Attorney assigned to Drug Court.
3. LAND – Permit of Entry (Gary Groth)
Permit of Entry with Duane Smith, dba as D B Smith Construction for access to a County owned property located on Mulholland Drive in Roseburg. D B Smith Construction will be employed by Bill and Sharon Gow to dismantle the warehouse building located at the former Sunrise Enterprises site.
4. LAND – Contract (Gary Groth)
Contract for Purchase and Removal of Building with Bill Gow and Sharon Gow, for the purchase of a County owned warehouse building located at the former Sunrise Enterprises site on Mulholland Drive in Roseburg. Purchase price of $2,077 has been paid in full.
5. PUBLIC WORKS – Delegation of Authority (Robb Paul)
Order delegating authority to Robb Paul, Public Works Director to execute permits of entry for subcontractors performing work on the landfill gas electricity generation project.
6. MISCELLANEOUS – Reappointment to the Elkton Estates Phase II Special Road District
A vacancy exists on the Elkton Estates Phase II Special Road District due to the expiring term of Rod Ledbetter. Rod would like to be reappointed to a new term ending December 31, 2013.

The next regularly scheduled Board meeting will be held September 7, 2011 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
