PLEDGE OF ALLEGIANCE

MINUTES of the Board meeting held on August 20, 2014.

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY


1. CLERKS – Indecomm Global Services Contract (Patty Hitt)
Indecomm Global Services provides E-recording services for the recording department. Cost: No Charge.

2. COMMUNICATIONS 911 – Agreement (John Hanlin)
Five year Agreement with the City of Myrtle Creek for police and fire dispatching services. Revenue: $83,574.62 annually ($20,893.65 quarterly) to the County for the 1st year, with a 2-5% annual increase.

3. HEALTH AND SOCIAL SERVICES -- Amendment to Intergovernmental Agreement (Dawnelle Marshall)
Seventh amendment to Intergovernmental Agreement #142009 with Oregon Health Authority. Adds funding for July 1, 2014 through September 30, 2014.

4. HEALTH AND SOCIAL SERVICES -- Amendment to Intergovernmental Agreement (Jeanne Wright)
Third amendment to Intergovernmental Agreement #143103 with Oregon DHS. Increases State Sequestration mitigation funds $77,222.00.

5. HEALTH AND SOCIAL SERVICES – Carryover Funds Report (Jeremiah Elliott)
Planning and Reporting the Utilization of Developmental Disabilities Carryover Funds from 2011-2013. Report to be submitted to Oregon DHS Aging and People with Disabilities.

6. INFORMATION TECHOLOGY – Contract Modification (Kevin Potter)
Contract modification with Intergraph, Inc., for a Geographic Information System (GIS) software package used by the Assessor, Survey and Engineering departments to maintain all of the County’s maps in electronic format. Modification is to replace Exhibit A attached to the third extension entered into on May 28, 2014. Cost: No additional cost to the County for this modification.

7. INFORMATION TECHOLOGY – Lease Modification (Kevin Potter)
First Modification of Lease Agreement for the “Hedden Ridge” wireless communications site between Douglas County and Rome Creek Timber LLC. Modification amends the lease to permit Douglas County to sublet ground space on the leased premises with Rome Creek Timber LLC to AT&T for the installation, maintenance and use for wireless communications operations by AT&T, of one (1) equipment shelter and one (1) electrical power generator. Cost: Douglas County will pay Rome Creek Timber LLC 75% of the rent and other payments made by AT&T to Douglas County.

8. PLANNING – Southern Oregon Regional Pilot Program (SORPP) Update (Keith Cubic)

9. MISCELLANEOUS – Revised Resolution Regarding Public Health Programs (Commissioner Morgan)
Resolution regarding local public health services and County’s function as the local public health authority. This revised resolution retracts the June 11, 2014 resolution regarding public health.

The next regularly scheduled Board meeting will be held September 3, 2014 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
