MINUTES of the Board meeting held on August 12, 2009

1. SPECIAL PRESENTATION – Southern Oregon Wine Institute by Blaine Nisson

2. BID OPENING #974 for Procurement of (1) Four Wheel Drive Backhoe (Fleet Services)

3. ASSESSOR – Tax Refunds
Order refunding taxes to Willard Davis in the amount of $832.72.

4. CLERK – Contract with Ryder Election Services
Contract with Ryder Election Services for printing of ballots. Costs have been included in the 2009-10 budget. Current contract expires September 1, 2009.

5. COMMUNICATIONS – Sub-sublease for Communications Site at Signal Tree
Sub-sublease for OWIN (Oregon Wireless Interoperability Network) on Douglas County Communications radio site at Signal Tree. The County will receive $16,800 annually. Rate may be increased 3% each year.

6. FLEET SERVICES – Bid Award #973
Award of #973 for seven (7) new full-size four door, rear wheel drive police sedans to Power Ford Lincoln Mercury in the amount of $157,122.00. Five bids were sent out and only one bid was received. The bid was opened at the August 12, 2009 meeting.

7. HEALTH AND SOCIAL SERVICES – Mental Health Services Contract
Clinic Provider Agreement with DCIPA, LLC for Services provided under Medicaid. Fee for service revenue.

8. LAND - Road Use Permit
Road Use Permit with Lone Rock Logging Company for the nonexclusive right to enter on a County road system in the Yoncalla area for the purpose of transporting forest products. Permit expires December 31, 2009.

9. LAND – Timber Sale Contract
Timber Sale Contract with Roseburg Resources Co. for 4,940 board feet of timber located on County property northwest of Oakland. Purchase price of $803.67 has been paid in full.

10. PARKS AND FACILITIES – Agreement with Avista Corporation dba Avista Utilities
Energy Efficiency Agreement with Avista Corporation dba Avista Utilities which will provide up to $10,000 or 50% of the costs to replace the inefficient jail water heaters with a new condensing boiler. The balance of the project will either be funded by a State Energy Program Grant or through funds budgeted and approved by the Douglas County Budget Committee.

11. PLANNING – Order Accepting Irrevocable Offer to Sell Property (property owners: Leonard and Barbara Tatom) with Waiver of Objection to Assessment.
In conjunction with Land Partition (P/D File Number 09-042), Leonard and Barbara Tatom entering into an irrevocable Offer to Sell together with a Waiver of Objection to Assessment to facilitate the improvement of Hill Street (County Road No. 258B). This action implements the Comprehensive Plan and Land Use and Development Ordinance and has an essential nexus to the request and impact to the additional developable parcel

12. PUBLIC WORKS – Agreement with the U.S. Department of the Interior
Joint Funding Agreement with the U.S. Department of the Interior, U.S. Geological Survey in the amount of $136,660.00 for water resources investigations.

13. PUBLIC WORKS – Engineering Services Assignment
Engineering services assignment with CF Malm in the amount of $43,350.00 for repair of valves at Galesville Dam.

14. PUBLIC WORKS – Modification of Intergovernmental Agreement
Modification of Intergovernmental Agreement with the City of Winston for Intersection Realignment of Winston Section Road.

15. PUBLIC WORKS – Preliminary Order Approving Vacation of Property
Preliminary Order approving Vacation of Property without Hearing for a portion of Carol Court.

16. SHERIFF – USDA Wildlife Services Contract
Cooperative Service Agreement between USDA and Douglas County setting out responsibilities of USDA and County in working together to manage conflicts caused by predatory and nuisance species in Douglas County. One year contract with USDA to provide three full time Wildlife Specialists to respond to damage situations within Douglas County involving predatory animals that threaten human health and safety, livestock, and other property. Cost is $147,150.00.

17. MISCELLANOUS – Certification for UCAN
Certification of local approval for nonprofit organizations. Homeless Prevention and Rapid Re-Housing.

18. MISCELLANEOUS – Amendment to Engineering Agreement
Amendment to agreement with West Yost & Associates for engineering services related to the Winchester Bay Sanitary District upgrade project. The modifications are necessary to comply with grant requirements. The amendments do not result in any cost to the County.

19. MISCELLANEOUS – Contract with Surfrider Foundation
Contract for the Winchester Bay Coastal User Survey. Amount is $12,000.

20. MISCELLEANEOUS – Historic Resources Review Committee
Deliberation and appointment of two members to the HRRC. Vacancies were advertised and four applications were received.




The next regularly scheduled Board meeting will be held September 2, 2009 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
