CITIZEN COMMENTS ON AGENDA ITEMS ONLY


1. ASSESSOR – Tax Refunds
Order refunding taxes to: Dusty & Sara Rice ($1,263.07); Richard Banducci ($1,002.45); Rita Weeldreyer ($1,315.97).

2. INFORMATION TECHNOLOGY – Intergovernmental Agreement Between Douglas County and the Department of Corrections
The supervision of Adult Parole and Probation was returned from the County to the Department of Corrections. Information Technology has continued to provide data and telephone support services. The Intergovernmental Agreement provides for these services from July 1, 2010 to June 30, 2011. Total revenue to the County is $8,676.

3. INFORMATION TECHNOLOGY – Order Authorizing Purchase of a Software System
Order for the purchase of a new County-wide computer-based internet firewall system in the amount of $34,442 including a three year warranty. The County’s current internet firewall system is over 10 years old, and costs the County over $13,500 per year in support and warranty costs. The proposed system includes substantial new features and includes three years of support and warranty within the purchase price. Ongoing costs after the 3rd year will be $8,173 per year, compared to the current costs of $13,500 per year.

4. LAND – Bargain and Sale Deed
Bargain and Sale Deed to Phoenix School of Roseburg for ± 4.5 acres of vacant land located between the school and Douglas Avenue.

5. LAND – Quitclaim Deed
Quitclaim Deed from Cadles of Grassy Meadows II, LLC, relative to a small parcel located on Brewer Lane in Winchester that was acquired by the County through property tax foreclosure in 2008. This deed is being processed in an effort to clear the title to the property so it can be offered at auction.

6. PARKS AND FACILITIES – Contract Extension with Umpqua Sheet Metal, Inc.
Contract Extension with Umpqua Sheet Metal Inc. to provide HVAC repair and sheet metal services as needed. Extends the contract to August 31, 2011 and is the second and final extension. Cost to not exceed $50,000.

7. PLANNING – Hearing for Annexation of Property and “Order Incorporating Territory” to the Douglas County Fire District No. 2
The “Notice of a Public Hearing” and “Order Setting a Hearing Date” was signed on July 21, 2010, for the petition of annexation by Chief Petitioner: HELBOCK to have property annexed into the Douglas County Fire District No. 2. There are no known objectors at this time.

8. PLANNING – Hearing for Annexation of Property and “Order Incorporating Territory” to the Douglas County Fire District No. 2
The “Notice of a Public Hearing” and “Order Setting a Hearing Date” was signed on August 4, 2010, for the petition of annexation by Chief Petitioner: RAU to have property annexed into the Douglas County Fire District No. 2. There are no known objectors at this time.

9. PLANNING – Hearing for Annexation of Property and “Order Incorporating Territory” to the Douglas County Fire District No. 2
The “Notice of a Public Hearing” and “Order Setting a Hearing Date” was signed on July 28, 2010, for the petition of annexation by Chief Petitioner: RIEKE to have property annexed into the Douglas County Fire District No. 2. There are no known objectors at this time.

10. PUBLIC WORKS – Order Accepting Completion of Contract
Overlay of Wilbur Road, County Road #31, mile post 0.00 to mile post 2.17. The contract has been completed and all requirements have been met by LTM, Inc. Cost: $478,798.03.

11. PUBLIC WORKS – Order Accepting Completion of Contract
Umpqua Community Health Center Parking Lot. The contract has been completed and all requirements have been met by Beckley Excavation & Utility Inc. Cost: $168,116.00.

12. PUBLIC WORKS – Order Awarding Bid #991 (1) New or Refurbished Knuckleboom Packer Unit
Bid #991 was opened at a regularly scheduled Board of Commissioners meeting on June 23, 2010. After review of all bids received, the bid is awarded to Advanced Truck Body & Equipment Co. in the amount of $116,450. The unit is new and not refurbished.

13. SHERIFF – Contract with USDA Wildlife Services
Cooperative Service Agreement between USDA and Douglas County setting out responsibilities of USDA and County in working together to manage conflicts caused by predatory and nuisance species in Douglas County. One year contract with USDA to provide three part-time (.75 FTE) Wildlife Specialists to respond to damage situations within Douglas County involving predatory animals that threaten human health and safety, livestock, and other property. Cost is $130,815.

16. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board of Commissioners meeting will be held September 1, 2010 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
