1. PLEDGE OF ALLEGIANCE

2. APPROVAL OF THE MINUTES OF August 16, 2017

4. BID OPENING– Fleet (Scott Adams)
Bid Opening of Bid #122 for Five (5) new full size, ¾ ton, four wheel drive crew cab pickups with short wide boxes for the Sheriff’s department. 2-Marine, BLM, DTO and Emergency Service Divisions.

5. BID OPENING– Public Works (Scott Adams)
Bid Opening for Project # 10997, Paving of Eagle Valley Rd. – Fourth Street to Lower Crest Rd. Project is also identified in the Douglas County Public Words Department’s 2016-2021 Transportation Improvement Plan and also inclues a 2 inch depth cold plane pavement removal with 2 inch thick paving of travel lanes.

6. CLERK – Contract Renewal (Patricia Hitt)
Contract renewal with Helion for recording software support. Funds for the contract renewal are included in in approved FY 17/18 Budget. All document recordings, marriage licenses, digital image handling, cash receipts, and filings for the Commissioners Journal, BOPTA and invoices in the Clerk’s office are handled by Helion software. Contract amount: $20,095.

7. CLERK – Contract Extension (Patricia Hitt)
Sixth Extension of Contract No. 27227 with Simplifile LC for E-recording services. There is no cost to the County.

8. COMMISSIONERS – Title III Application/Presentations (Commissioner Freeman)
Five applications have been submitted for the “Secure Rural Schools and Community Self-Determination Act, PL 114-10, Title III, Sec. 302 Funds. They are as follows: DFPA - $750,000; D. C. Planning – $459,500; D. C. Public Works - $500,000; D. C. Radio Communications - $276,000; and Sheriff’s Dept. - $832,000. The total amount is $2,817,500.00. Two legal notices were published in the News-Review and a 45 day comment period has been observed.

9. COMMISSIONERS – Resolution in the matter of Newton Creek Properties, LLC request for tax exemption (Commissioner Freeman)
Pursuant to ORS 307.804 and 307.806, Newton Creek Properties, LLC is requesting tax exemption for its new 24,759 sq. ft. medical office building to be occupied by Umpqua Health Newton Creek, LLC at 3031 NE Stephens St., Roseburg, Oregon.

10. FLEET – Order Authorizing Purchase (Scott Adams)
Order Authorizing Purchase of one new mid-sized extended cab, 4 wheel drive pick-up to replace 2000 S-10 pick-up with 248,000 miles. Total cost $25,966.89.

11. JUVENILE – Amendment to Intergovernmental Agreement (Aric Fromdahl)
Amendment number 6 to Agreement Number 146069 between the State of Oregon and Douglas County, Juvenile Detention and Shelter Facility. Increases Contract amount by $248,514.84 to support services for 32 Department of Human Services (DHS) clients accepted into BRS Basic Residential Beds located in youth care facilities.

12. MISCELLANEOUS – Intergovernmental Agreement (Sean Fallon)
Intergovernmental Agreement Number RS1618-E between Douglas County and the State of Oregon acting through its Oregon Business Development Department (OBDD) for County assistance in improving the Douglas Forest Protective Association (DFPA) Headquarters. Project funded by OBDD grant funds not to exceed $225,145.00.

13. MISCELLANEOUS – Delegation of Authority (Sean Fallon)
Delegation of Authority under grant project RS1618-E for pass-thru funds to Douglas Forest Protective Association (DFPA). Signature Card required to draw funds for cited project.

14. PARKS – Delegation of Authority (Rocky Houston)
Delegation Order allowing Parks Director to sign documents related to Grant Applications for the Parks Department.

15. PLANNING – Public Hearing (Keith Cubic)
Public Hearing for Annexation of property and “Order Incorporating Territory” to the Fair Oaks Rural Fire District. Chief Petitioner: Juler.

16. PLANNING – Public Hearing (Keith Cubic)
Public Hearing for Annexation of property and “Order Incorporating Territory” to the Douglas County Fire District 2. Chief Petitioner: Holland.

17. PLANNING – Public Hearing (Keith Cubic)
Public Hearing for Annexation of property and “Order Incorporating Territory” to the Glide Rural Fire District. Chief Petitioner: Groth.

18. PLANNING – Public Hearing (Keith Cubic)
Public Hearing for Annexation of property and “Order Incorporating Territory” to the North Douglas County Fire and EMS. Chief Petitioner: Henderson.

19. PLANNING – Public Hearing (Keith Cubic)
Public Hearing for Annexation of property and “Order Incorporating Territory” to the Myrtle Creek Rural Fire District. Chief Petitioner: Macalvey.

20. PLANNING – Timber Sale Contract (Keith Cubic)
Timber Sale Contract known as the Lookingglass Transfer Sites Salvage #307 with Scott Timber Company. Four bids were received. Sale contains approximately 28 acres, 300,000 +/- BF with an estimated value of $140,655.00. Timber Sale has a completion date by October 15, 2017.

21. PLANNING – Timber Sale Contract (Keith Cubic)
Timber Sale Contract known as the Milltown-Mast Lease Salvage #306 with Scott Timber Company. Two bids were received. Sale contains approximately 10 acres, 210,000 +/- BF with an estimated value of $77,216.00. Timber Sale has a completion date by October 15, 2017.

22. PUBLIC WORKS Transportation – Transportation Services Contract (Scott Adams)
Contract between Douglas County and United Community Action Network (UCAN) to provide Transportation services through the Senior Companion program for their clients with disabilities or are older adults. State Special Transportation Funds in the amount of $20,000.00 are provided for this purpose. Contract effective July 1, 2017 to June 30, 2019.

23. PUBLIC WORKS Transportation – Transportation Services Contract (Scott Adams)
Contract between Douglas County and Umpqua Homes for the Handicapped to provide Douglas Rides Transportation services for clients with disabilities, Veterans or older adults. State Special Transportation Funds in the amount of $10,330.00 along with Federal 5310 Grant dollars in the amount of $90,255.00 are provided for this purpose. Contract effective July 1, 2017 to June 30, 2019.

24. PUBLIC WORKS Transportation – Transportation Services Contract (Scott Adams)
Contract between Douglas County and Umpqua Homes for the Handicapped to provide transportation services for their clients a disability within their designated service area. State Special Transportation Funds in the amount of $10,000.00 are provided for this purpose. Contract effective July 1, 2017 to June 30, 2019.

25. PUBLIC WORKS Transportation – Transportation Services Contract (Scott Adams)
Contract between Douglas County and Umpqua Valley Disability Network to provide Douglas Rides Transportation services for clients with disabilities, Veterans or older adults. State special transportation funds in the amount of $10,829.00 along with Federal 5310 Grant dollars in the amount of $94,618.00 are provided for this purpose. Contract effective July 1, 2017 to June 30, 2019.

26. SENIOR SERVICES – Meal Service Contract (Jeanne Wright)
Contract between Douglas County and Compass Group USA by and through its Bateman Community Living Division to provide meals for seven senior dining sites. An expense of $419,572.00 at $5.647 per meal. Contract effective July 1, 2017 to June 30, 2018.

27. SHERIFF– Service Agreement (Sheriff Hanlin)
Services Agreement between Douglas County and the Sutherlin Volunteer Fire District for Fire Dispatch Services. Two year contract effective July 1, 2017 to June 30, 2019. Income for FY 17/18 is $1010.97 with a 5% increase to $1061.51 for FY 18/19.

30. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held August 30, 2017 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR. The meeting is available via Video Conferencing to Reedsport citizens at the Reedsport Annex, 680 Fir Street, Reedsport, OR.

 

Douglas County may audio/video record the proceedings of this meeting for future broadcast or other purposes. A copy of any audio/video recording is available upon written request made to the Information Technology department. Cost is $5 per cd/dvd copy plus $2 shipping costs.
