MINUTES of the Board meeting held on August 15, 2012

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. PUBLIC HEARING – Order Approving Modification of Rates (Robb Paul)
Order approving the modification of rates for solid waste collection services provided by Roseburg Disposal Company.

2. COUNTY CLERK – Software Contract (Patricia Hitt)
Contract with Helion Software, Inc. to provide recording and BOPTA management and record keeping. Term of contract is October 1, 2012 to September 30, 2013 in the amount of $17,345.00.

3. COUNTY CLERK – Contract Extension (Patricia Hitt)
Third Contract extension with Ryder Election Services for printing of election materials including ballots, measure flyers, and the voters’ pamphlet. Extends contract to September 1, 2013. Cost depends on printing needs during elections.

4. FAIRGROUNDS – Order of Delegation (Harold Phillips)
Order delegating Harold Phillips to sign Change Orders for the restroom project at the Fairgrounds.

5. LAND – Satisfaction of Mortgage (Gary Groth)
Satisfaction of Mortgage relative to Woodlands Assistance Program loan to Edward and Cherie Long. The loan, plus interest, has been paid in full and the County’s lien is being removed from the property.

6. PUBLIC WORKS – Contract Award (Robb Paul)
Contract with LTM, Inc. dba Knife River Materials in the amount of $199,880.80 for the overlay of Garden Valley Road, County Road #6, mile post 7.40 to mile post 8.56.

7. SHERIFF – Contract Modification (John Hanlin)
Contract Modification with the Forest Service for area patrols of the North Umpqua Hydroelectric Project. Revenue increases to $10,235.00 for the fiscal year 2012-2013.

8. MISCELLANEOUS – Reappointment to Museum Advisory Committee (Gardner Chappell)
Two vacancies exist on the Museum Advisory Committee due to expired terms. The positions were advertised with local media and five applications were received. The Committee recommends the reappointment of John Robertson and Ron Sturtz to new terms that would end June 30, 2015.

The next regularly scheduled Board meeting will be held August 29, 2012 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
