PLEDGE OF ALLEGIANCE

MINUTES - Approval of the Minutes of August 12, 2015.

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. PUBLIC HEARING – PLANNING DEPARTMENT (Keith Cubic)
Hearing for Re-Annexation of property and “Order Incorporating Territory” to the Camas Valley Rural Fire District. Chief Petitioner: Prickett & Brennan.

2. BUILDING FACILITIES DEPARTMENT – Contract Extension and Modification (Kevin Potter)
First Extension of Contract #29232 with Jim Allen Drywall & Construction, LLC. This increases the cap on the contract to $30,000.00 and extends the completion date to July 31, 2015 for the Creekside Shelter Project.

3. FLEET DEPARTMENT – Request to Authorize Purchase (Robb Paul)
Request for Board authorization for the purchase of two (2) new one ton 15-passenger vans. No bids were received from the solicitation request Bid No. 074; therefore the Oregon Cooperative Procurement Program will be used. Total cost: $54,801.12.

4. JUVENILE DEPARTMENT – Amendment to Intergovernmental Agreement (Aric Fromdahl)
First Amendment to Intergovernmental Agreement #146069 between the State of Oregon, Department of Human Services (DHS) and Douglas County for placement of youth in the Creekside Shelter Care Facility. This IGA guarantees DHS 16 beds per day and has the potential to generate $850,187.00 in revenue in FY2015-16.

5. JUVENILE DEPARTMENT – Intergovernmental Agreement (Aric Fromdahl)
Intergovernmental Agreement #13201 between State of Oregon by and through its Oregon Youth Authority (OYA) to provide funding to Douglas County for Juvenile Crime Prevention Basic Services and Diversion Services. Total funding allocated to Douglas County: $442,438.00. Term Dates: July 1, 2015 – June 30, 2017.

6. PUBLIC WORKS DEPARTMENT – Purchase Agreement and Order accepting Warranty Deed (Robb Paul)
Purchase Agreement and Order accepting warranty deed and temporary construction easement from Joy Zeller-Johnson Trust for the widening and realignment of Lookingglass Road No. 47. Purchase price: $3,660.00.

7. SHERIFF’S DEPARTMENT – Contract Modification (John Hanlin)
Second Modification of Contract #26565 with Saving Grace, Inc. to increase the cap $400.00 due to boarding invoices received in FY15. Cap increased from $150,660.00 to $151,060.00.

8. SHERIFF’S DEPARTMENT – Order (John Hanlin)
On September 17, 2014, Douglas County awarded contract to Telmate to provide jail inmate telephone and video visitation systems, but have been unable to finalize a contract that meets the requirements of RFP #059. Douglas County requests to rescind the Order Awarding Contract in RFP #059 and authorize issuance of a new Request for Proposal.

9. TAX DEPARTMENT – Order (Jessica Pence)
Order in the matter of designating the News-Review for publication of the 2015 Douglas County Tax Foreclosure list.

10. MISCELLANEOUS – Industrial Development Board Appointment (Chris Boice)
One vacancy exists due to the resignation of Perry Murray. The vacancy was advertised in local media and one application was received. This vacancy has a term expiration of January 31, 2018. Committee recommends the Appointment.

13. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held August 26, 2015 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
