PROCLAMATION – United Way Month 2011

MINUTES of the Board meeting held on August 10, 2011

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. BID OPENING – Fleet Services (Mike Blanck)
Bid #008 for nine (9) new mid-size, four door sedans.

2. COMMISSION ON CHILDREN AND FAMILIES – Budget Distribution (Gillian Wesenberg)
Each biennium, a budget distribution document is required by the Oregon Commission on Children and Families to release funds to Douglas County pursuant to ORS 417.775(5),(7),(14) and OAR 423-010-0027. The 2011-13 budget was approved by the Douglas County Commission on Children and Families Executive Committee on July 26, 2011.

3. INFORMATION TECHNOLOGY – Right of Entry (Kevin Potter)
County and PacifiCorp are currently in the process of revising their communication site leases for the sites the parties lease from each other. In the interim, a Right of Entry granted by the County to PacifiCorp would enable PacifiCorp the right to enter Canyonville and Glendale Park and install such equipment that will be covered under the leases.

4. JUVENILE – Order (Christina McMahan)
On August 3, 2011, the Board of Commissioners appointed Aric Fromhahl as interim Juvenile Department Director, effective August 19, 2011. Aric Fromdahl will need authority to execute contracts and other miscellaneous operational documents in the performance of his duties as interim Juvenile Department Director.

5. PARKS AND BUILDING FACILITIES – Grant Agreement (Jim Dowd)
Energy efficiency grant agreement for two (2) condensing boilers for the jail water heat. The Avista grant in the amount of $14,847.00 is provided as an energy efficiency incentive.

6. PARKS AND BUILDING FACILITIES – Grant Agreement (Jim Dowd)
Energy efficiency grant agreement for the condensing boilers for the Douglas County Courthouse. The Avista grant in the amount of $26,862.00 is provided as an energy efficiency incentive.

7. PUBLIC WORKS – Contract Extension (Robb Paul)
Second Extension of Contract No. 25423 with I.E. Engineering, Inc. for miscellaneous engineering services.

8. SHERIFF – Contract Amendment (John Hanlin)
Contracted amended contract for housing of State Inmates. Extends current contract, increases number of beds available, and increases the contract cap. Cost is $73.20 per bed per day – no increase from prior year.

9. SHERIFF – Contract Amendment (John Hanlin)
Contract amendment with Consolidated Food Management to extend term to June 20, 2013. The amendment also provides for a new double stack convection oven for the Corrections facility.

10. TAX – Order (Jessica Pence)
Order designating newspaper for the publication of the 2011 Douglas County Tax Foreclosure List.

11. MISCELLANEOUS – Consideration/Deliberation for Appointments to the Special Transportation Advisory Committee (Peggy Madison)
Four vacancies for the Special Transportation Advisory Committee exist due to expired terms and resignations. The positions were advertised with Douglas County media and five applications were received. The acting members of the committee reviewed the applications and recommended: Reappointment of Polly Stirling (Position #3 representing seniors); reappointment of Jim Little (Position #5 representing providers/veterans); reappointment of Roy Spurgeon (Position #6 representing providers); and the appointment of Becky Coffman (Position #9 representing disabled). All terms will serve July 1, 2011 through June 30, 2013.

12. MISCELLANEOUS – Consideration/Deliberation for Appointments to the Senior Services Advisory Council (Peggy Madison)
A vacancy exists on the Senior Services Advisory Council. The position was advertised with Douglas County media and three applications were received. Two applicants withdrew. The acting members of the Council reviewed the applications and recommend the appointment of Ketty Sorensen (Position #2 representing North Central County). Term to expire June 30, 2012.

The next regularly scheduled Board meeting will be held August 24, 2011 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
