5. MUSEUM – Delegation Order (James Davis)
Request for Order Delegating Authority to James M. Davis to obtain an OLCC license for the purpose of selling bottles of local wines in the coastal gift shop.

6. COMMISSIONERS – Modification of Loan Agreement (Chris Boice)
Modification of Loan Agreement between Douglas County and Lower Umpqua Hospital.

7. COMMISSIONERS – Appointment to Law Library Advisory Committee (Commissioner Freeman)
An open position has become available through the recent resignation of Walter Fonseca. A motion has been made by the Law Library Advisory Committee to recommend to the BOC the Appointment of Stephen Zier to fill out the remaining term. Term Expires: 12/31/2020.

8. COMMISSIONERS – Grant Agreement (Commissioner Boice)
Grant Agreement between Douglas County and Back Nine Development, LLC to provide funding assistance for the construction of a sewer system for the Roseburg Urban Sanitary Authority. County shall contribute up to $925,000 to the project from the Industrial Development Fund.

9. JUVENILE – Intergovernmental Agreement (Aric Fromdahl)
Intergovernmental Agreement No. 11070 between Douglas County and Oregon Department of Education, Youth Development Division. This is a grant award that supports funding for Intensive Home-Based Individual and Family Therapy services provided by Options Counseling of Oregon. Effective dates: July 1, 2017 to June 30, 2019. Grant award in the amount of $109,610.

10. MUSEUM – Contract Extension (Karen Bratton)
First Extension of Contract No. 28945 between Douglas County and Medford Alarm & Signal Company d/b/a S.O.S. Alarm Company. S.O.S. Alarm provides security system, monitoring, maintenance and all equipment. This is a month to month agreement. Cost: $71.00 per month.

11. PLANNING DEPARTMENT/PUBLIC HEARING – Ord. 2017-08-01, update County Code Sec. 8.10, the Ambulance Service Ordinance (ASO) (first reading) (Keith Cubic)
Annual update of the Ambulance Service Ordinance (ASO). Updates to the ordinance are recommended by the Emergency Medical Services Committee (EMSC). Updates include cross references, removes obsolete language, improves the ASA solicitation process and extends franchise renewal opportunities.

12. PLANNING DEPARTMENT/PUBLIC HEARING – Adoption of the Douglas County 2016 Multi-Jurisdictional Natural Hazard Mitigation Plan (Keith Cubic)
Update to the 2009 version of the County’s Natural Hazard Mitigation Plan into a 2016 Multi-Jurisdictional Plan which includes the 12 incorporated cities within Douglas County.

13. PUBLIC WORKS Natural Resources – Contract Modification (Tom Manton)
Modification to Engineering Services Assignment #13 under Contract No. 28130, between Douglas County and C.F. Malm Engineers LLC for vibration testing at Galesville Dam. The estimated cost of the services covered is modified from $7,680 to $8,727.66.

14. PUBLIC WORKS Transportation – Transportation Services Contract (Tom Manton)
Contract between Douglas County and City of Sutherlin to provide Douglas Rides Central Call Center services for all of the Douglas Rides service areas. State Special Transportation funds in the amount of $18,301.00 and Federal Grant 5310 funds in the amount of $159,899.00 are provided for this purpose. Contract effective July 1, 2017 to June 30, 2019.

15. PUBLIC WORKS Transportation – Transportation Services Contract (Tom Manton)
Contract between Douglas County and the non-profit organization Sunrise Enterprises to provide Douglas Rides Transportation services within their assigned service area. State Special Transportation funds in the amount of $2,772.00 and Federal Grant 5310 funds in the amount of $24,222.00 are provided for this purpose. Contract effective July 1, 2017 to June 30, 2019.

16. PUBLIC WORKS Transportation – Transportation Services Contract (Tom Manton)
Contract between Douglas County and City of Winston to provide Douglas Rides Transportation services within their assigned service area. State Special Transportation funds in the amount of $2,054.00 and Federal Grant 5310 funds in the amount of $17,946.00 are provided for this purpose. Contract effective July 1, 2017 to June 30, 2019.

17. PUBLIC WORKS Transportation – Transportation Services Contract (Tom Manton)
Contract between Douglas County and the non-profit organization Mercy Hospital dba Mercy Express to provide Douglas Rides Transportation services within their assigned service area. State Special Transportation funds in the amount of $9,757.00 and Federal Grant 5310 funds in the amount of $85,243.00 are provided for this purpose. Contract effective July 1, 2017 to June 30, 2019.

18. PUBLIC WORKS Transportation – Transportation Services Contract (Tom Manton)
Contract between Douglas County and City of Reedsport to provide Douglas Rides Transportation services within their assigned service area. State Special Transportation funds in the amount of $4,108.00 and Federal Grant 5310 funds in the amount of $35,892.00 are provided for this purpose. Contract effective July 1, 2017 to June 30, 2019.

19. PUBLIC WORKS Transportation – Transportation Services Contract (Tom Manton)
Contract between Douglas County and City of Sutherlin to provide Douglas Rides Transportation services within their assigned service area. State Special Transportation funds in the amount of $14,024.00 and Federal Grant 5310 funds in the amount of $35,162.00 are provided for this purpose. Contract effective July 1, 2017 to June 30, 2019.

20. PUBLIC WORKS Transportation – Transportation Services Contract (Tom Manton)
Contract between Douglas County and Sunrise Enterprises to provide transportation services for their clients that have a disability. State Special Transportation Formula funds in the amount of $10,000.00 are provided for this purpose. Contract effective July 1, 2017 to June 30, 2019.

21. SENIOR SERVICES – Amendment to Intergovernmental Grant Agreement (Jeanne Wright)
Amendment #1 to Intergovernmental Agreement between Douglas County and Oregon Department of Human Services. This is State Funding for Evidence Based Mental Health Services to Older Adults. Extends term to September 30, 2017 and increases funding to a maximum reimbursable amount of $99,895.00.

22. SOLID WASTE – Public Hearing – Second Reading of Flow Control Ordinance (Tom Manton)
Second Reading of Ordinance No. 2017-07-01 implementing flow control of all solid waste collected by collection service franchisees in Douglas County. This Ordinance requires solid waste collection service franchisees to dispose of all franchised solid waste only at disposal sites and transfer stations that are approved by Douglas County. First Reading was held on August 2, 2017. Effective Date of the Ordinance is November 16, 2017.

23. SOLID WASTE – Contract (Tom Manton)
Contract No. 30601 between Douglas County and SCS Engineers to provide Environmental Consulting Services for the Roseburg and Reedsport Landfills. Contract Dates: August 17, 2017 to December 31, 2018.

24. SOLID WASTE – Contract (Tom Manton)
Contract between Douglas County and Vista GeoEnvironmental Services to provide Engineering Services for the Roseburg and Reedsport Landfills. Contract Term: August 17, 2017 to December 31, 2018.

25. TAX – Order Designating Newspaper (Jessica Hansen)
Order in the matter of designating the News-Review for publication of the 2017 Douglas County Tax Foreclosure list per ORS 312.040(1)(a).

26. TAX – Memorandum of Understanding (Jessica Hansen)
Memorandum of Understanding (MOU) between Oregon Affordable Housing Assistance Corporation (OAHAC) and Douglas County. Hardest Hit Fund (HHF) Program allows Douglas County to participate in program for eligible homeowners and apply program funds to delinquent taxes, interest and late fees and penalties.

29. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held August 23, 2017 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR. The meeting is available via Video Conferencing to Reedsport citizens at the Reedsport Annex, 680 Fir Street, Reedsport, OR.

 

Douglas County may audio/video record the proceedings of this meeting for future broadcast or other purposes. A copy of any audio/video recording is available upon written request made to the Information Technology department. Cost is $5 per cd/dvd copy plus $2 shipping costs.
