MINUTES of the Board meeting held on August 7, 2013

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. BID OPENING – SIX NEW VEHICLES (Mike Blanck)
Bid opening for (6) new, full size, 4 door, rear wheel drive, police interceptor sedans.

2. PUBLIC HEARING – INCREASED FEE FOR MATRESS DISPOSAL (Robb Paul)
Final Public Hearing for Order approving solid waste fee increase for mattress disposal to $10.00.

3. COUNTY CLERK – RYDER ELECTION SERVICES (Patti Hitt)
Contract with Ryder Election Services for the printing of election materials including ballots.

4. HEALTH AND SOCIAL SERVICES – CARRYOVER FUNDS REPORT (Peggy Madison)
Planning and reporting the utilization of Developmental Disabilities Carryover Funds from 2009-2011. The report will be submitted to Department of Human Services Aging and People with Disabilities.

5. HEALTH AND SOCIAL SERVICES – CONTRACT (Peggy Madison)
New contract with Southern Oregon Regional Brokerage (SORB) to perform Fiscal Intermediary Services to Developmentally Disabled Clients. Contract maximum: $221,800.00.

6. MANAGEMENT & FINANCE – CANCELLATION OF UNCOLLECTIBLE PROPERTY TAXES (Jessica Pence)
Order for the matter of cancellation of uncollectible property taxes.

7. MANAGEMENT & FINANCE – ORDER DESIGNATING NEWSPAPER (Jessica Pence)
Order in the matter of designating The News Review for the publication of the 2013 Douglas County Tax Foreclosure List.

8. PLANNING – AGREEMENT ACCEPTING COASTAL GRANT (Keith Cubic)
As part of the acknowledgement of our Coastal Resources Plan, the County is receiving implementation grant funds to partially reimburse coastal related planning activities. By this agreement, Douglas County accepts the terms of the grant for the period for July 1, 2013 to June 30, 2014. The grant amount for this period is $9,000.00 with full matching required.

9. PLANNING – PAC APPOINTMENT (Keith Cubic)
A vacancy exists on the Callahan PAC. John R. Parker. Jr. has applied for membership. The committee for Citizen Involvement recommends the appointment of Mr. Parker. There is also a vacancy on the North Umpqua PAC. The Citizen Involvement Committee recommends the appointment of Edith Muller-Saxton to be appointed.

10. PUBLIC WORKS – ORDER ACCEPTING COMPLETION OF CONTRACT (Robb Paul)
Order Accepting Completion of Contract for the paving of Glendale Valley Road, Azalea-Glen Road and Reuben Road, Douglas County, Oregon. The Contract has been completed and all requirements have been met. LTM, Inc. dba Knife River Materials -- $467,930.50.

11. PUBLIC WORKS – ORDER ACCEPTING COMPLETION OF CONTRACT (Robb Paul)
Order Accepting Completion of Contract for hauling and stockpiling chip seal aggregate, Douglas County, Oregon. The contract has been completed and all requirements have been met. LTM Inc., dba Knife River Materials -- $66,408.90

12. PUBLIC WORKS – PARTICIPATING AGREEMENT (Robb Paul)
Participating Agreement between Douglas County, Oregon and the USDA Forest Service Siuslaw National Forest for Douglas County 49 road culvert replacement.

13. MISCELLANEOUS – ORDER AWARDING CONTRACT (Jim Dowd)
On August 7, 2013 bids were opened for the construction of the new Oregon State Police Office. The lowest responsible bid was received from R.E. Noah and Company. Bid Amount: $972,660.00 total ($966,849.00 base bid plus alternate #2 $5,811.00).

14. MISCELLANEOUS – APPOINTMENT TO THE HISTORIC RESOURCE REVIEW COMMITTEE (Keith Cubic)
A vacancy exists on the Historic Resource Review Committee due to the expiration of the term for an “At-Large” position, previously filled by Ann Fillmore. As the open recruitment did not lead to any applications for consideration, the Planning Department identified Aileen Palmer as a qualified candidate to fill the vacancy with a term ending December 23, 2016.

15. MISCELLANEOUS – APPOINTMENT TO THE HOUSING AUTHORITY OF DOUGLAS COUNTY BOARD (Susan Morgan)
A vacancy exists on the Housing Authority of Douglas County Board due to the resignation of Stuart Liebowitz. The position was advertised with Douglas County media and ten applications were received. The person appointed to this position will fulfill a term that ends April 14, 2016.

ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held August 21, 2013 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
