MINUTES of the Board meeting held on August 5, 2009


1. SPECIAL PRESENTATION – Douglas County Comments to National Marine Fisheries Service on Oregon Coast Coho Salmon Status Review.

2. BID OPENING #973 for Procurement of (7) New, Full Size, 4 Door, Rear Wheel Drive Police Sedans (Fleet Services)

3. HEARING – for Annexation of Property and “Order Incorporating Territory” to the North Douglas County Fire and EMS. Chief Petitioner: Means.
The “Notice of a Public Hearing” and “Order Setting a Hearing Date” was signed on July 8, 2009, for the petition of annexation by Chief Petitioner: MEANS, to have property annexed into the North Douglas County Fire and EMS. The petition has qualified under ORS 198.855(3), annexation petition is signed by all of the owners of all land in the territory proposed to be annexed. The signatures of the property owners of the proposed annexation have been verified. There are no known objectors at this time.

4. HEARING – Order Setting Special Waste Disposal Rates

5. HEALTH AND SOCIAL SERVICES – Contract Extension with Umpqua Counseling
Extension to Personal Services Contract with Umpqua Counseling, PC for Provider Panel Mental Health Services. Contract maximum $28,000.00

6. HEALTH AND SOCIAL SERVICES – Lease for Office Space in Drain
Health and Social Services lease for office space in Drain facility to physical therapist Patty Feola. Cost is $309.00 per month.

7. LAND – Easement
Easement being granted to Douglas Electric Cooperative for a 10 foot wide x 200 foot long easement over a County owned parcel near the former Lookingglass Transfer Site. Douglas Electric will be burying a power line in the easement area.

8. LAND – Bargain and Sale Deed -- Little River Road
Bargain Sale Deed to Johnie Ashworth and Abbie Newell for a 6.30 acre parcel located on Little River Road south of Glide. This parcel was acquired through property tax foreclosure in 2007 and was offered at an oral auction held in May 2009. There were no bidders at the auction and the parcel was then offered through a sealed bid sale, with a minimum bid of $29,000.00. Three bids were received and the property is being sold to the higher bidder for $39,500.00.

9. PLANNING – Order Accepting Irrevocable Offer to Sell Property
In conjunction with Land Partition (P/D File Number 09-M035), Jennifer and Jared Standish entering into an Irrevocable Offer to Sell together with a Waiver of Objection to Assessment to facilitate the improvement of Pleasant Avenue (County Road No. 242). This action implements the Comprehensive Plan and Land Use and Development Ordinance and has an essential nexus to the request and impact to the additional developable parcel.

10. SHERIFF – Bill of Sale with Oregon Communications Group
Bill of Sale for surplus radio equipment. The equipment will be used to enhance amateur radio communications in Southwest Oregon. The equipment is no longer being used by Douglas County.

11. SPECIAL SERVICES – Extension/Modification of Contract with Day Wireless Systems
Extension of contract #24062 with Day Wireless Systems to June 30, 2010 and modifies insurance provisions. Day Wireless Systems provide microwave radio repairs on an as needed basis. Contract is capped at $75,000.00.

12. MISCELLANEOUS – Contract with Surfrider Foundation
Contract for the Winchester Bay Coastal User Survey. Amount is $12,000.




THE REGULAR BOARD MEETING OF AUGUST 19TH has been CANCELLED. The next regularly scheduled Board meeting will be held August 26, 2009 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.

Note: Department Head Work sessions are not recorded A copy of any audio/video recording is available upon written request made to the Information Technology department.
