3. BID OPENING – Fleet Services (Robb Paul)
Bid Opening for (1) one new, 1 ton 15 passenger van. The vehicle will be for the Juvenile Department.

4. BID OPENING – Public Works Engineering (Robb Paul)
Bid Opening for the paving of Del Rio Road – Akin Lane to Garden Valley Road project. Project includes grinding and paving the travel lanes for 3.2 miles of Del Rio Road from immediately west of Akin Lane to Garden Valley Road.

6. BUILDING FACILITIES – Contract Award (Kevin Potter)
Contract signing for bid 093 for Parole and Probation ceiling replacement.

7. BUILDING FACILITIES – Contract Award (Kevin Potter)
Contract signing for bid 094 for Parole and Probation ceiling HVAC replacement.

8. BUILDING FACILITIES – Contract Award (Kevin Potter)
Contract signing for bid 095 Parole and Probation ceiling light replacement.

9. CLERK – Contract Amendment (Patricia Hitt)
Contract with Ryder Election Services. This company prints ballots on specialty paper for use in our tabulation machines and various other election materials as needed.

10. CLERK – Contract Extension (Patricia Hitt)
Second Contract Extension with Indecomm Global Services. Company provides e-recording services for our recording department.

11. CLERK – Contract Extension (Patricia Hitt)
Contract Extension with Helion Client Software support for the Clerk’s recording software program.

12. DINT – Contract Amendment (Commissioner Freeman)
Contract with ApexHeli Oregon Inc. (Florence, Oregon) for aviation support of any illegal Marijuana eradication services encountered in the second half of 2016, which is typically the Marijuana growing season. There is a nominal increase for this year’s Contract.

13. HUMAN RESOURCES – Contract Modification (Michael Kurtz)
Contract Modification with Centennial Medical Group East, LLC for medical services to potential and current employees. The Contract term was July 1, 2015 to June 30, 2016.The total Contract cost was not to exceed $25,000. Current outstanding invoices from contractor exceed the $25,000 cost cap by approximately $3,400. The modification will increase the contract cap to accommodate the excess cost.

14. HUMAN RESOURCES – Contract (Michael Kurtz)
Contract with Centennial Medical Group East, LLC for medical services to potential and current county employees. Services to be provided by Centennial Medical Group East include employment-related physicals and drug and alcohol screening.

15. HUMAN RESOURCES – One Year Extension of Bargaining Agreement (Michael Kurtz)
The Human Resources Department recommends agreeing to the Teamsters Local Union 223’s proposal of a one-year extension of their previous Collective Bargaining Agreement which expired on June 30, 2016. If approved, this would keep all terms and conditions of their previous Collective Bargaining Agreement in effect through a new expiration date of June 30, 2017. This agreement would include a 2% Cost of Living Allowance increase retroactively effective to July 3, 2016.

16. LAND DEPARTMENT – Lease Modification (Kevin Potter)
Lease Modification between Douglas County, Lessor and Family Relief Nursery of North Douglas County, Lessee. Lessor and Lessee entered into a Lease on or about January 14, 2015. The original lease is being amended to clarify responsibilities for janitorial services and waste disposal services to the premises as well as changing the Administrator of the lease to the Land Department.

17. LAND DEPARTMENT – Lease Extension (Kevin Potter)
Eleventh Extension of Lease with ADAPT for office space located at 1215 SE Court Street, Roseburg, OR. This extension changes the original lease to a month-to-month tenancy effective August 1, 2016.

18. PUBLIC WORKS – Preliminary Order Approving Vacation of Property Without a Hearing (Robb Paul)
Vacation of a portion of Jonni Lane a dedicated road in Terri Lee Heights. Petitioners: William G. and Sharon K. Bart, Weyland C. and Patricia C. Phillips.

19. SENIOR SERVICES – Amendment to Intergovernmental Agreement (Jeannie Wright)
Second amendment to IGA with Department of Human Services increasing funding by $152,592.00 for the 2013-2015 Biennium. Maximum reimbursement: $2,621,904.00.

20. TAX – Order (Jessica Hansen)
Order in the matter of designating the News-Review for publication of the 2016 Douglas County Tax Foreclosure list.

Order for the matter of cancellation of uncollectible property taxes

24. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held August 17, 2016 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR. The meeting is available via Video Conferencing to Reedsport citizens at the Reedsport Annex, 680 Fir Street, Reedsport, OR.

 

Douglas County may audio/video record the proceedings of this meeting for future broadcast or other purposes. A copy of any audio/video recording is available upon written request made to the Information Technology department. Cost is $5 per cd/dvd copy plus $2 shipping costs.
