MINUTES of the Board meeting held on August 1, 2012

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY


1. BID OPENING – Public Works (Robb Paul)
Bid opening for the overlay of Garden Valley Road, County Road No. 6, mile post 7.40 to mile post 8.56, Douglas County, Oregon.

2. FLEET SERVICES – Intergovernmental Agreement Extension (Mike Blanck)
Intergovernmental Agreement Extension with the North Douglas County Fire & EMS which allows them to obtain fuel from Douglas County fuel facilities.

3. FLEET SERVICES – Intergovernmental Agreement Extension (Mike Blanck)
Intergovernmental Agreement Extension with the City of Drain which allows them to obtain fuel from Douglas County fuel facilities.

4. FLEET SERVICES – Intergovernmental Agreement Extension (Mike Blanck)
Intergovernmental Agreement Extension with the Douglas ESD which allows them to obtain fuel from Douglas County fuel facilities.

5. INFORMATION & TECHNOLOGY – Order Authorizing Purchase (Kevin Potter)
Order authorizing the purchase of (7) Toughbook Laptops from Datec Incorporated as lowest responsive bid. Cost: $37,089.57

6. LAND – Contract (Gary Groth)
Contract with Western Helicopter Services, Inc. for aerial spraying. Contract is for fall site preparation and spring release treatments on 101 acres of Douglas County forest land. The term of the Contract is August 30, 2012 through March 31, 2013. Cost: $38.90 per acre.

7. PLANNING – Grant Agreement (Keith Cubic)
As part of the acknowledgement of our Coastal Resources Plan, Douglas County is receiving Implementation Grant funds to partially reimburse Coastal related planning activities. By this agreement, Douglas County accepts the terms of the grant for the period for July 1, 2012 to June 30, 2013. The grant amount is $9,000.00 with full matching required.

8. MISCELLANEOUS – Reappointments to the Woodland Advisory Committee (Gary Groth)
Three vacancies exist on the Woodlands Advisory Board due to expired terms. The vacancies were advertised with Douglas County media and three applications were received. Rick Barnes would like to be reappointed to a new term that would end July 1, 2014 and Nancy Benzel and Bill Arsenault wish to be reappointed to new terms that would end July 1, 2016.

The next regularly scheduled Board meeting will be held August 15, 2012 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.

A copy of any audio/video recording is available upon written request made to the Information Technology department. Cost is $5 per cd/dvd copy plus $2 shipping costs.
