1. PLEDGE OF ALLEGIANCE

2. APPROVAL OF THE MINUTES OF July 26, 2017

4. CLERK– Contract Extension (Patricia Hitt)
Third extension of Contract #28901 between Douglas County and Indecomm Holding, Inc. dba Indecomm Global Services to provide e-recording services. Term extended to August 27, 2018.

5. COMMISSIONERS – Agreement / Allocation of Funds (Chris Boice)
Agreement for the Allocation of Funds to the South Douglas Enterprise Zone Sponsors distributed funds per ORS 317.131. The South Douglas Enterprise Zone Sponsors are Douglas County, City of Riddle, and City of Myrtle Creek.

6. COMMISSIONERS – Grant Agreement (Chris Boice)
Grant Agreement between Douglas County and Umpqua Economic Partnership, Inc, in the amount of $50,000.00 in match funds for the Allied Health College – Med Ed Communication Campaign.

7. LAND DEPARTMENT – Aerial Spray Contract – First Extension (Keith Cubic)
Aerial Spray Contract with Western Helicopter Services, Inc. for spray on approximately 242+/- acres of County forest land. Extends the contract to October 31, 2017.

8. MUSEUM – Delegation Order (James Davis)
Order Delegating James M. Davis the authority to obtain an OLCC license for the purpose of selling bottles of local wines in the coastal gift shop.

9. PARKS – Contract Award (Rocky Houston)
Contract to secure vault toilet and septic pumping services. Current contract with A-1 has expired. Competitive quotes were sought and Best Septic, Inc. was the lowest bidder.

10. PLANNING – Appointment (Keith Cubic)
Recommendation to appoint Bryan Trenkle to the Emergency Medical Services Committee, Member at Large position. The open recruitment did not result in adequate candidates and therefore, a targeted candidate search was completed by the EMSC. Term appointment would be for three years.

11. SENIOR SERVICES – Intergovernmental Grant Agreement (Jeanne Wright)
Biennial Older Americans Act (OAA) Intergovernmental Grant Agreement with Oregon Department of Human Services, State Unit on Aging. Revises language in the Agreement. Original document signed on 7/12/17.

12. SENIOR SERVICES – Appointment (Jeanne Wright)
Recommendation to appoint Linda Belding-Sheridan to the Senior Services Advisory Council, Position 1, Central County. A county-wide recruitment was done in April 2017 and one application was received. At the June 14,2 017 SSAC meeting, the Council made a recommendation to request Commissioner approval for the Appointment. Term dates: 07/01/2017 – 06/30/2020.

13. SHERIFF – Extension of Intergovernmental Agreement (Sheriff Hanlin)
Eleventh extension of the Intergovernmental Agreement made between the City of Canyonville and Douglas County for law enforcement services for FY17/18 in the amount of $179,863.00, an increase of $4,044.00 from FY16/17.

14. SHERIFF – Contract Modification (Sheriff Hanlin)
Contract Modification to increase the contract not to exceed amount from $25,000.00 to $49,163.99 which will pay for reverse 911 services through December 31, 2017.

15. SHERIFF – Agreement (Sheriff Hanlin)
Agreement between Douglas County and American Leadership Forum (ALF) of Oregon to allow Douglas County mountain rescue volunteers to provide outdoor leadership and climbing activities to ALF.

16. SOLID WASTE – Public Hearing (Tom Manton)
Public Hearing for the First Reading of Ordinance Implementing Solid Waste Flow Control. Ordinance implementing flow control of all solid waste collected by collection service franchisees in Douglas County. This ordinance requires solid waste collection service franchisees to dispose of all franchised solid waste only at disposal sites and transfer stations that are approved by Douglas County.

19. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held August 9, 2017 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR. The meeting is available via Video Conferencing to Reedsport citizens at the Reedsport Annex, 680 Fir Street, Reedsport, OR.

 

Douglas County may audio/video record the proceedings of this meeting for future broadcast or other purposes. A copy of any audio/video recording is available upon written request made to the Information Technology department. Cost is $5 per cd/dvd copy plus $2 shipping costs.
