MINUTES of the Board meeting held on July 22, 2009


1. BID OPENING – Fleet Services
Opening of bid #973 for (7) new, full size, 4 door, rear wheel drive police sedans.

2. ASSESSOR– Tax Refunds
Order refunding taxes to Darren and Jamie Hoschouer in the amount of $971.61.

3. DINT – Delegation of Authority
Order delegating authority to Lt. Curt Strickland to electronically accept Edward Byrne Memorial Grants and other grants funded by the American Recovery Act. The Board previously granted authority to submit numerous applications electronically, and this Order will allow Lt. Strickland to accept them as they are awarded.

4. HEALTH AND SOCIAL SERVICES – Contract with Umpqua Community Health Center
Funding for School Based Health Center at Roseburg High School. Funding is received by Douglas County from Oregon Department of Human Services LPHA IGA #128009, Program Element #44.

5. HEALTH AND SOCIAL SERVICES – Contract with Umpqua Community Health Center
Funding for School Based Health Center for Winston Dillard School District. Funding received by County from Oregon Department of Human Services LPHA IGA #128009, Program Element #44.

6. HEALTH AND SOCIAL SERVICES – Intergovernmental Agreement
Intergovernmental Agreement #128769 with Oregon Department of Human Services for Tort Liability coverage as a provider for Psychiatric Security Review Board.

7. MANAGEMENT & FINANCE – Contractor Partial Payment Estimates on Winchester Bay Sanitary Project
Contractor Partial Payment Estimates #11, #12, #13 and #14 to Oregon Economic & Community Development for reimbursement of expenditures on the Winchester Baby Sanitary Project – managed by Sandra Jackson

8. MANAGEMENT & FINANCE – Certification of Wages and Fringe Benefits
Certification required in connection with audit of Community Development Block Grant for Winchester Bay Sanitary District improvement project.

9. MANAGEMENT & FINANCE – Engineer’s Certificate of Substantial Completion
Engineer’s Certificate of Substantial Completion for Winchester Bay Sanitary District Wastewater Treatment System Improvements. This is a requirement of the Community Development Block Grant that Douglas County is passing through to Winchester Bay Sanitary District.

10. PLANNING – Order Accepting Internal Lot Line Vacation (Property Owner: Perry-Johnson Development, LLC) as provided in ORS 368.351
Petitioner requests vacation of the internal lot lines to facilitate future development in order to provide for improved lot design. The property is currently vacant and development may occur upon completion of this lot line vacation. Petitioner requests the Board of Commissioners to vacate the existing interior lot line without a hearing pursuant to ORS 368.351

11. SHERIFF – Saving Grace 2009-2010 Contract
Saving Grace contract for August 1, 2009 – June 30, 2010. The total amount of the contract is $153,450.00; this is a 10% decrease from last year.

12. MISCELLANEOUS – Administrative and Technical Services
Contract for basic services to be provided to the Douglas County Industrial Development Board pursuant to service contract with CCD.




The next regularly scheduled Board meeting will be held August 5, 2009 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
