PLEDGE OF ALLEGIANCE

MINUTES of the Board meeting held on July 17, 2013

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. BID OPENING – FLEET SERVICES (Mike Blanck)
Bid opening #040 for three (3) new mid-size, four door, four wheel drive, or all wheel drive sport utility vehicles. Two (2) vehicles for Assessor and one (1) for Planning.

2. PUBLIC HEARING – ANNEXATION OF PROPERTY (Keith Cubic)
Annexation of Property and “Order Incorporating Territory” to the Glide Rural Fire District. Chief Petitioner: OAR.

3. PUBLIC HEARING – ANNEXATION OF PROPERTY (Keith Cubic)
Annexation of Property and “Order Incorporating Territory” to the Glide Rural Fire District. Chief Petitioner: NORTH.

4. INFORMATION TECHNOLOGY – PERMIT OF ENTRY (Kevin Potter)
Permit of Entry for Turnure Telecom to enter the Drain wireless communications site in order to make Verizon equipment changes. There is no cost to the County.

5. JUVENILE – INTERGOVERNMENTAL AGREEMENT AMENDMENT (Aric Fromdahl)
Intergovernmental Agreement between the State of Oregon, Department of Human Services and Douglas County for placement of youth in the Douglas County Shelter Care Facility. Amendment changes the daily rate for reimbursement for DHS referrals from $129.94 to $134.67 per youth per day. Revenue increase of $7,295.65.

6. LAND – AERIAL SPRAYING CONTRACT (Gary Groth) POSTPONED
Aerial spraying contract with Applebee Aviation for summer site preparation and spring release treatments on 175 acres of County forestland. Term is July 1, 2013 through April 15, 2014. Cost: $38.75 per acre.

7. PLANNING – 2013 LAND USE LEGISLATION (Keith Cubic)
Report to inform the Board of specific changes made to land use laws during the 2013 legislative session and to respond to these changes. The legislation will require amendments to our code to reflect the new law.

8. PUBLIC WORKS – INTERGOVERNMENTAL AGREEMENT (Robb Paul)
Intergovernmental Agreement with the City of Roseburg for as-needed general governmental services such as surveying, design, construction observation or traffic counting work.

9. SHERIFF – CONTRACT EXTENSION (John Hanlin)
Third Contract Extension with Saving Grace, Inc. Contract is extended to June 30, 2014. Total payments not to exceed $150,660.00 for the year.

10. MISCELLANEOUS -- REAPPOINTMENT TO THE FARM TAX REVIEW BOARD (Susan Acree)
A vacancy exists on the Farm Tax Review Board due to the expired term of Paul Santos. Mr. Santos would like to be reappointed to a new term that ends June 30, 2015.

ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held July 31, 2013 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
