PLEDGE OF ALLEGIANCE

MINUTES of the Board meeting held on July 16, 2014.

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. PUBLIC HEARING – Amended Annexation of Property (Keith Cubic)
Public Hearing for an amended Annexation of Property and “Order Incorporating Territory” to the Myrtle Creek Rural Fire District. Chief Petitioner: CASTRO.

2. COMMUNICATIONS – Communications Services Agreement (John Hanlin)
Five year Agreement with the City of Winston for Police dispatching services. Revenue: $57,125.47 annually for the 1st year, with a 2-5% annual increase.

3. HEALTH & SOCIAL SERVICES – Lease (Jeanne Wright)
Lease with Yoncalla Parks & Recreation District for Senior Dining Space for a new term July 1, 2014 to June 30, 2015.

4. HEALTH & SOCIAL SERVICES – Contract (Jeanne Wright)
Contract with The Friendly Kitchen, Inc. for supplemental funding for their Senior Meals Program. New term July 1, 2014 to June 30, 2015. Maximum reimbursement: $15,449.00

5. HEALTH & SOCIAL SERVICES – Order (Jeremiah Elliott)
Order Terminating Director Designees. The County is terminating the Director Designee Orders for the Community Mental Health Program because the county is no longer the provider of mental health services.

6. HEALTH & SOCIAL SERVICES – Amendment to Agreement (Jeremiah Elliott)
Amendment to service agreement with Claredi Classic Agreement. Shortens the term to end December 8, 2014.

7. HUMAN RESOURCES – Amendment of County Personnel Rules (Michael Kurtz)
Amendments to Personnel Rules. Eliminate Personnel Rule 13, addition of language to Personnel Rule 5 to comply with exempt classification requirements under the Fair Labor and Standards Act and State Statute and provides guidance to departments on how to process merit increases when moving from the 20-step wage scale to a 10-step wage scale.

8. JUVENILE – Intergovernmental Agreement (Aric Fromdahl)
IGA with the State of Oregon, Office of Child Welfare for the purpose of giving our department access to OR-Kids to enter information about Title IV-E Youth in the care/custody of the Juvenile Department to document Title IV-E eligibility determination documentation and support the pass through funding reimbursement. Revenue: $65,000.00 in fiscal year 2014-15.

9. PARKS – Order Authorizing Purchase (Gary Groth)
Order authorizing purchase from Romtec, Inc. for a pre-engineered restroom building for Whistler’s Bend Park. Cost: $55,157.02.

10. PLANNING – Agreement Accepting Grant (Keith Cubic)
As part of the acknowledgement of our Coastal Resources Plan, the County is receiving implementation Grant funds to partially reimburse Coastal related planning activities. By this agreement, Douglas County accepts the terms of the grant for the period for July 1, 2014 to June 30, 2015. Grant Amount: $9,000.00 with full matching required.

11. PUBLIC WORKS – Real Estate Option and Order Accepting Warranty Deed (Robb Paul)
Real Estate Option and Order Accepting Warranty Deed from Ireland Land, LLC for the Acquisition of Real Property for the widening and realignment of Neal Lane, County Road No. 124.

12. PUBLIC WORKS – Contract Modification (Robb Paul)
Contract Modification with City of Reedsport. Revises Exhibit 2 to add ODOT State STO funding to assist in operations of the Douglas Rides Program. Increases ODOT State STO funds by $6,738.00 for a total of $42,944.00.

13. SHERIFF -- Forest Service Contract (John Hanlin)
Contract with the Forest Service for Hydroeletric Project Area Patrols. Revenue: $10,398.00.

14. MISCELLANEOUS – Appointment of a Committee to Make Recommendation to Fill the Interim Commissioner Position (Commissioner Morgan)

The next regularly scheduled Board meeting will be held July 30, 2014 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
