MINUTES of the Board meeting held on July 15, 2009

PROCLAMATION – Relay for Life of Douglas County Weekend

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. HEARING on ORDINANCE No. 2009-07-01
An ordinance adopting, on remand, an amendment to the Douglas County Comprehensive Plan Map and Zoning Map based upon a Non-Resource determination for Goals 3 and 4, and on information that demonstrates consistency with the County’s Rural Residential 5 – acre density for Garden Valley Estates, LLC. Property is located on Garden Valley Road at its intersection with Del Rio Road, northwest of Roseburg. Planning Department File No. 07-230A.

2. EMERGENCY COMMUNICATIONS 911 – Intergovernmental Agreement
Intergovernmental Mutual Assistance Agreement between Douglas County, Roseburg Fire Department and Douglas County Fire District #2. In the event DCEC 911 is unable to monitor a tactical frequency, Douglas County Fire District #2 or the Roseburg Fire Department will respond to the Communication Center to monitor and work the “tac” channel. There is no financial consideration, and no term ending date.

3. HEALTH AND SOCIAL SERVICES – Agreement with ESD
Agreement with Douglas Education Service District to provide mental health treatment for students in schools. The cost is $289/day, with a limit of $204,447.00. The agreement expires June 30, 2010.

4. PLANNING – Agreement with Oregon Department of Land Conservation and Development
As part of the acknowledgement of our Coastal Resources Plan, the county is receiving a Technical Assistance Grant to help update the Winchester Bay Urban Unincorporated Community Buildable Lands Inventory and General Plan. By this agreement, the county accepts the terms of the grant for the period July 1, 2009 to June 30, 2010. Grant amount is $4,839 with a full match required.

5. PUBLIC WORKS – Resolution
Resolution in the matter of acquisition of real property for the construction of the Weaver Road Extension, County Road No. 41-B.

6. PUBLIC WORKS – Intergovernmental Agreement with the State of Oregon
Intergovernmental agreement with the State of Oregon, in the amount of $75,000, for services of the Community Work Crew. The agreement expires September 30, 2010.

7. TAX – Intergovernmental Agreement with the State of Oregon
Intergovernmental agreement with the State of Oregon for mail/printing services for property tax statements. The state combines services for multiple public agencies which results in reduced document publishing and mailing expenses. The cost is estimated to be $34,000 - $38,000. The agreement expires June 30, 2010.

The next regularly scheduled Board meeting will be held July 29, 2009 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
