PROCLAMATION – 19th Annual Relay For Life

MINUTES of the Board meeting held on July 13, 2011

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. HEARING – For Annexation of Property
Public Hearing for Annexation of property and Order Incorporating Territory to the Douglas County Fire District No. 2. Chief Petitioner: WESS.

2. CLERK – Order
The Clerk has been required by law since 2009 to collect a fee on certain instruments recorded in the deed, mortgage, and lien records on behalf of the Oregon Housing and Community Services Department for housing-related programs administered under ORS Chapter 458. The County incurs expenses for the collection of this fee. This request is to compensate the County for the cost incurred. Fee will be $2.00.

3. COMMISSION ON CHILDREN & FAMILIES – Contract
Contract between Douglas County and Options Counseling of Oregon, Inc. for Intensive In-Home Family Therapy program. The contract has a maximum amount payable of $76,980.00. The contract term ends June 30, 2012. Funds for the contract are state and federal funds administered by the Oregon Commission on Children and Families.

4. COMMISSION ON CHILDREN & FAMILIES – Contract
Contract between Douglas County and Family Development Center to continue operation of the Relief Nursery. The contract has a maximum amount payable of $255,760.00. The contract term ends June 30, 2012. Funds for the contract are state and federal funds administered by the Oregon Commission on Children and Families.

5. COMMISSION ON CHILDREN & FAMILIES – Contract
Contract between Douglas County and Family Development Center to continue operation of the Healthy Start Intensive Services. The contract has a maximum amount payable of $166,826.00. The contract term ends June 30, 2012. Funds for the contract are state and federal funds administered by the Oregon Commission on Children and Families.

6. COMMISSION ON CHILDREN & FAMILIES – Contract
Contract between Douglas County and CASA of Douglas County to continue operation of the CASA program. The contract has a maximum amount payable of $32,151.00. The contract term ends June 30, 2012. Funds for the contract are state and federal funds administered by the Oregon Commission on Children and Families.

7. COMMISSION ON CHILDREN & FAMILIES – 2011-13 Medicaid Intergovernmental Agreement (IGA)
The 2011-13 Medicaid IGA between the Oregon Commission on Children and Families and Douglas County allows for the reimbursement of allowable Medicaid administrative expenses up to $50,000.00. Douglas County must pay administrative fees and match 50% of the reimbursement it receives.

8. COMMISSION ON CHILDREN & FAMILIES – Oregon Commission on Children & Families Intergovernmental Agreement (IGA)
The 2011-13 Intergovernmental Agreement between the Oregon Commission on Children and Families and Douglas County includes two year allocations for all funding streams except for Healthy Start. The Healthy Start allotment of funding is for fiscal year 2011-12. Total revenues: $1,333,378.00.

9. DISTRICT ATTORNEY – Intergovernmental Agreement
This is a renewal agreement between the District Attorney’s Office, the Department of Justice, and the Department of Human Services. The amount of the grant is $57,934.00. The grant period is from July 1, 2011 to June 30, 2013 and fully funds a .6 FTE Legal Assistant.

10. JUSTICE COURTS – Public Defender Contract
Contract for Public Defender Services for Justice Courts with Nicholas Quinn. Cost is $200.00/case as needed. Contract period is from July 1, 2011 to June 30, 2015.

11. LAND – Permit
Permit granting the University of Washington permission to construct and maintain a seismograph station on County forest land near Reedsport. This station will be part of a regional seismograph network established to provide accurate information about earthquakes in the Pacific Northwest. There is no cost to the County.

12. LIBRARY – Contract Extension
The County Library System requests approval of a First Extension to the Ingram price agreement with Ingram Library Services, Inc. The prices quoted for materials are based on previous annual Library expenditures. The majority of library materials are purchased through the agreement with Ingram Library Services, Inc. Terms of the contract are July 1, 2011 through June 30, 2013.

13. PARKS & BUILDING FACILITIES – Contract with Umpqua Sheet Metal
Bid #005 was opened on June 28, 2011 and awarded on July 6, 2011 by Board of Commissioners. This is the signed Contract with Umpqua Sheet Metal for Justice Center HVAC Upgrades for 33 VAV devices. Cost is $103,800.00.

14. PLANNING – Agreement
As part of the acknowledgment of our Coastal Resources Plan, the County is receiving Implementation Grant funds to partially reimburse Coastal related planning activities. By this agreement, Douglas County accepts the terms of the grant for the period for July 1, 2011 to June 30, 2012. The grant amount for this period is $10,000.00 with full matching required.

15. SHERIFF – Douglas Timber Operators Contracts
Contracts with local Timber Companies for patrol of their lands, which includes: Seneca Jones for $15,482.00, Oregon Department of Forestry for $4,236.00, Confederate Tribe of Siletz Indians for $787.00, Giustina Land and Timber Co. for $697.00, Giustina Resources for $649.00, Lone Rock Timber for $7,361.00, Menasha Log Co. LLC for $1,582.00, Plum Creek Timberlands for $5,973.00, Silver Butte Timber Co. for $2,634.00, Nickel Mountain, LLC for $153.00, Swanson Group, Inc. for $181.00, Roseburg Resources for $38,977.00, Moore Mill Company for $749.00, and Rosboro LLC for $538.00.

18. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held July 27, 2011 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
