MINUTES of the Board meeting held on July 9, 2014.

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. PUBLIC HEARING – Annexation of Property (Keith Cubic)
Public Hearing for Annexation of Property and “Order Incorporating Territory” to the Roberts Creek Water District. Chief Petitioner: Shaffer.

2. BUILDING FACILITIES – Contract Extension (Kevin Potter)
Third Contract Extension with Otis Elevator Company to provide elevator maintenance services. Contract extends to August 31, 2014. Base cost: $35,201.88 per year.

3. COUNTY COUNSEL – Gardiner Sanitary District (Paul Meyer)
Grant checklist for Douglas County Gardiner Wastewater Collection Design and Construction for installation of replacement of force-main sewer lines and remodel of pump stations for Gardiner Sanitary District in Gardiner, Oregon. Estimated cost: $2,000,000.

4. JUVENILE – Amendment to Intergovernmental Agreement (Aric Fromdahl)
Amendment to IGA with the State of Oregon, Department of Education. Amendment changes “Effective Date and Duration” and the “Award” amounts for three revenue funding sources as follows: Youth Investment, JCP Prevention, and Community Schools.

5. PARKS – Lease Renewal (Gary Groth)
Lease renewal with the Winchester Bay Rural Fire Protection District. This agreement is to provide fire protection services in Winchester Bay. The current agreement expired June 30, 2014. This extension will be in effect until June 30, 2019. The annual fees are approximately $2,676 per year split between Parks Department and The Museum Lighthouse.

6. PUBLIC WORKS – Real Estate Option and Order Accepting Warranty Deed (Robb Paul)
Real Estate Option and Order Accepting Warranty Deed from Donald E. Meshew for Acquisition of Real Property for the widening and realignment of Neal Lane, County Road No. 124. Consideration is $3,300.00 plus escrow fees.

7. PUBLIC WORKS – Signing of Contracts (Robb Paul)
Signing of Contracts with Wildish Construction Company in the amount of $152,320.06 for paving of Umpqua College Road, County Road #284, Douglas County, Oregon.

8. SHERIFF – Contract Extension (Brian Sanders)
Tenth Contract Extension with the City of Winston for housing inmates. Cost: $79.50 per prisoner per day.

9. SHERIFF – Contract Extension (Brian Sanders)
Eighth Contract Extension with the City of Glendale for Patrol Services. Revenue: $47,865.17.

10. SHERIFF – Douglas Timber Operators Contracts (John Hanlin)

11. MISCELLANEOUS – Deliberation/Appointments (Commissioner Morgan)
Five vacancies exist on the Gardiner Sanitary District. By State Statute the Board of Commissioners are required to appoint enough members (3) to bring the Board to a quorum. The vacancies were advertised with Douglas County media and five applications were received.

12. MISCELLANOUS – Reappointment (Commissioner Laurance)
A vacancy exists on the Farm Tax Review Board due to the expired term of Tom Michaels. The position was advertised with Douglas County media and one application was received. Mr. Michaels would like to be reappointed to a new term that would end June 30, 2016.

13. MISCELLANEOUS – Reappointments (Commissioner Laurance)
Two vacancies exist on the Traffic Safety Commission due to the expired terms of Jim Churchill and Roger Drescher. The positions were advertised with Douglas County Media and three applications were received. The Committee would like to reappoint Mr. Churchill and Mr. Drescher to a new term that would end June 30, 2017.

14. MISCELLANEOUS – Reappointment (Commissioner Laurance)
Two vacancies exist on the Dog Control Board due to expired terms. The positions were advertised with Douglas County Media and one application was received. Samantha Lea would like to be reappointed to a new term that would end June 30, 2018.

15. MISCELLANEOUS – Appointment/Reappointments (Commissioner Laurance)
Three vacancies exist on the Museum Advisory Committee due to two resignations and one expired term. The positions were advertised with Douglas County Media and five applications were received. The Advisory Committee recommends the reappointment of Charles Young and the appointment of Analicia Nicholson and Jason Aase to terms that would end June 30, 2017.

18. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held July 23, 2014 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
