MINUTES of the Board meeting held on July 8, 2009

PROCLAMATION – American Legion Baseball Day

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. COMMISSION ON CHILDREN AND FAMILIES – Intergovernmental Agreement
Intergovernmental Agreement between the Oregon Commission on Children and Families and Douglas County. Allocations in the IGA are based on a 90 day continuing resolution for the 2009 -2011 budget has been signed by the Governor. Then, the Oregon Commission on Children and Families will approve the allocation plan and amend the agreement to include the full 2009-11 allocations. Revenues will be $195,573.00

2. COMMISSION ON CHILDREN AND FAMILIES – Contract Renewal
Contract amendment renews County Contract No. 25112 between Douglas County and Family Development Center for Healthy Start services. It renews the contract to cover the period of July 1, 2009 to September 30, 2009. The maximum amount payable for the renewal period is $42,367.00

3. COMMISSION ON CHILDREN AND FAMILIES – Contract Renewal
Contract amendment renews County Contract No. 23976 between Douglas County and Family Development Center for Relief Nursery services. It renews the contract to cover the period of July 1, 2009 to September 30, 2009. The maximum amount payable for the renewal period is $44,069.00

4. COMMISSION ON CHILDREN AND FAMILIES – Contract Renewal
Contract amendment renews County Contract No. 24419 between Douglas County and Options Counseling. It renews the contract to cover the period of July 1, 2009 to June 30, 2010. The maximum amount payable for the renewal period is $84,818.00.

5. COMMISSION ON CHILDREN AND FAMILIES – Contract Renewal
Contract amendment renews County Contract No. 22418 between Douglas County and Douglas County CASA. It renews the contract to cover the period of July 1, 2009 to September 30, 2009. The maximum amount payable for the renewal period is $8,978.00.

6. COMMISSION ON CHILDREN AND FAMILIES – Contract Renewal
Contract amendment renews County Contract No. 23976 between Douglas County and Mercy Medical Center for services that include the Welcome Baby component of Healthy Start. It renews the contract to cover the period of July 1, 2009 to September 30, 2009. The maximum amount payable for the renewal period is $5,000.

7. HUMAN RESOURCES – One Year Teamster Contract Extension
The Memorandum of Agreement represents a proposal from the Teamsters union for a one year extension to the current collective bargaining agreement which expired June 30, 2009. The proposal represents no general wage (Cost of Living) increases or changes (increases) to health and welfare for Teamster represented employees.

8. PLANNING – Order to Decline Review in the Matter of an Appeal
Order to decline review in the matter of the appeal of the Planning Commission’s Decision affirming the Planning Director’s approval of the ODOT request for a Conditional Use Permit to allow the realignment of a section of Old Highway 99 North through Resource-zoned land, to accommodate ODOT’s Del Rio Road Bridge Replacement Project. The Resource properties are located on the east side of Old Highway 99 North, north of its intersection with Umpqua College Road, north of Roseburg.

9. SHERIFF – Contract with Camas Valley School District
Sixth contract extension between Camas Valley School District and Douglas County to provide patrol services. Annual cost is $11,982.92.

10. SHERIFF – Amendment to Agreement with Oregon Department of Corrections
Amendment to existing Agreement between Department of Corrections for housing of state prisoners in the Douglas County Corrections Facility. This amendment extends the current contract to June 30, 2011. It also amends the maximum consideration to $5,938,350.00.

11. TREASURER – Investment Policy
Annual review of Douglas County Investment Policy. The only change is under the Performance Evaluation which changed from a 24 month moving average to an 18 month moving average due to the fact we have not been able to extend our maturities out as long as was done previously.

12. *HEALTH & SOCIAL SERVICES (Off Agenda) - Agreement with ODOT
Agreement No. 26060 with ODOT, Public Transit Division for implementation of the Special Transportation Discretionary Grant for funding Special Transportation Fund providers. Grant amount of $257,723, was approved by the board at the February 18, 2009 meeting. Agreement termination date is June 30, 2011.

The next regularly scheduled Board meeting will be held July 22, 2009 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
