4. COMMISSIONERS – Extension of Intergovernmental Agreement (Commissioner Freeman)
Extension of Intergovernmental Agreement between Douglas County and Douglas County Fire District #2 for fire suppression services at the Douglas County Landfill. Extends IGA to June 30, 2018.

5. COMMISSIONERS– Intergovernmental Agreement (Commissioner Leif)
Intergovernmental Agreement between Douglas County and the Friends of the Glendale Library to adopt the “Reading Room with check-out” library model.

6. COMMISSIONERS– Contract (Commissioner Boice)
Initiation of Contract #30550 between Douglas County, acting by and through the Douglas County Industrial Development Board (DCIDB) and CCD Business Development Corp. to provide staffing services to the DCIDB. Term dates: July 1, 2017 to June 30, 2018.

7. COMMISSIONERS – Public Hearing and Order for Annexation (Chris Boice)
Order setting a Hearing date of July 12, 2017 approved at May 31, 2017 Board of Commissioners meeting. Petition to annex property into the existing Douglas County Livestock District filed pursuant to Ordinance 86-6-3; County Clerk published notice complying with Subsection 4(2) of Ordinance 86-6-3. Petitioner: Cow Creek Band of Umpqua Tribe of Indians.

8. COMMISSIONERS – Delegation Order (Chris Boice)
Delegation of Authority to the Public Works Director to act on certain matters necessary for efficient management and operation of the Public Works Department.

9. COUNTY CLERK– Board Order (Patricia Hitt)
Board Order to update description of the Glendale Justice of the Peace boundary to reflect the current voting precinct numbering. The boundary of the Justice District does not change.

10. COUNTY CLERK– Board Order (Patricia Hitt)
Board Order to update description of the Canyonville Justice of the Peace boundary to reflect the current voting precinct numbering. The boundary of the Justice District does not change.

11. HUMAN RESOURCES– Contract (Paul van Dyk)
Initiation of Contract between Douglas County and Centennial Medical Group East, LLC (CMGE) for medical services to potential and current county employees. Services to be provided by CMGE include employment related physicals and drug and alcohol screening. Term dates of July 1, 2017 to June 30, 2018.

12. INFORMATION TECHNOLOGY – Multi-State Member Agreement (Sean Fallon)
Agreement between Douglas County and the Multi-State Information Sharing and Analysis Center of the United States (MS-ISAC), a division of the Center for Internet Security, to enable information sharing and analysis about security threats, vulnerabilities, incidents and solutions which have been submitted securely by MS-ISAC Members. No Membership cost to the County.

13. JUVENILE – Contract Extension (Aric Fromdahl)
First Extension and modification of assignee of Contract #28988 between Douglas County, Community Health Alliance (assignee) and ADAPT (assignor) to provide short-term stabilization, crisis intervention and respite care with a reimbursement rate of $113.00 per youth per bed day. Term extended to June 30, 2018.

14. JUVENILE – Intergovernmental Agreement (Aric Fromdahl)
Intergovernmental Agreement between Douglas County and the State of Oregon by and through its Oregon Youth Authority (OYA) which provides reimbursement to Douglas County in an amount not to exceed $430,918 ($420,918/bed rental and $10,000 medical and dental costs), for placement of youth committed to OYA into the Douglas County Juvenile Detention Center’s 30-90 day Youth Care Center (YCC) program at a rate of $96.10 per youth per day. Term dates: July 1, 2017 to June 30, 2019.

15. JUVENILE – Intergovernmental Agreement Amendment (Aric Fromdahl)
Third Amendment to Intergovernmental Agreement between Douglas County and Josephine County to place youth in Douglas County Juvenile Detention Facility through June 30, 2018. Agreement guarantees three beds for their use and a minimum payment for 1,095 beds or $114,345 in revenue for Fiscal Year 2018. If bed days are exceeded, Josephine County will pay Douglas County $115.00 per youth, per day.

16. PLANNING – Intergovernmental Agreement for Environmental Health Services (Keith Cubic)
Intergovernmental Agreement #154708-0 between Oregon Health Authority (OHA) for Environmental Health Services for inspection and licensing of tourist and restaurant facilities. Effective Date: July 1, 2017 to June 30, 2023.

17. PUBLIC WORKS – Order Authorizing Purchase (Tim Rummel)
Order authorizing the purchase of traffic striping paint by permissive co-op procurement. Authorizes the purchase from Sherwin-Williams for traffic striping paint via Deschutes County Contract. Purchase amount: $248,710.

18. SENIOR SERVICES – Lease Agreement (Jeanne Wright)
Lease agreement #30551 between Douglas County and the City of Winston for the use of the Winston Community Center for the Older Adult Nutrition Program. Expenditure of $521.00 per month for term dates of July 1, 2017 to June 30, 2018.

19. SENIOR SERVICES – Lease Agreement (Jeanne Wright)
Lease agreement #30552 between Douglas County and Sutherlin Senior, Inc. for the use of the Sutherlin Senior Center for the Older Adult Nutrition Program. Expenditure of $664.00 per month for term dates of July 1, 2017 to June 30, 2018.

20. SENIOR SERVICES – Intergovernmental Grant Agreement (Jeanne Wright)
Biennial Older Americans Act (OAA) Intergovernmental Grant Agreement #154438 between Douglas County and the Oregon Department of Human Services, State Unit on Aging. Grant not to exceed $2,472,094.00. Term dates of July 1, 2017 to June 30, 2019.

21. SENIOR SERVICES – Intergovernmental Grant Agreement (Jeanne Wright)
Biennial Grant Agreement #154755 between Douglas County and the Oregon Aging and People with Disabilities, State Unit on Aging. State funding for Aging and Disabilities Resource Connection (ADRC), No Wrong Door programs. Grant not to exceed $129,803.00. Term dates of July 1, 2017 to June 30, 2019.

22. SHERIFF – Contract Extension (John Hanlin)
First Extension and Modification of Contract #29064 between Douglas County and Stanley Convergent Security Solutions, Inc. to provide security services for the Douglas County Medical Examiner’s Office. Term extended to June 30, 2020.

23. SHERIFF – Intergovernmental Agreement Extension (John Hanlin)
Thirteenth Extension to Intergovernmental Agreement between Douglas County and the City of Myrtle Creek for inmate housing. Daily rate of $89.64 per prisoner. Term extended to June 30, 2018.

24. SHERIFF – Intergovernmental Agreement (John Hanlin)
Intergovernmental Agreement between Douglas County and the State Marine Board to provide $229,304.24 in funding for code enforcement related to recreational boating. Term dates of July 1, 2017 to June 30, 2018. Decrease in funding of approximately $23,000 from FY 16/17.

25. SHERIFF – Contract Extension (John Hanlin)
First Extension of Contract #28903 between Douglas County and Stanley Convergent Security Solutions, Inc. to provide the security system at Building 39 located on Rifle Range Road. Term extended to June 30, 2020.

26. SOLID WASTE – Contract Extension (Tom Manton)
Second Extension of Contract #29330 between Roseburg Refrigeration Mechanical Contractors and Douglas County for the removal of chlorofluorocarbons from refrigerated units at the Roseburg and Reedsport transfer sites in the amount of $46.95 per man hour. Term extended to June 17, 2018.

29. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held July 19, 2017 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR. The meeting is available via Video Conferencing to Reedsport citizens at the Reedsport Annex, 680 Fir Street, Reedsport, OR.

 

Douglas County may audio/video record the proceedings of this meeting for future broadcast or other purposes. A copy of any audio/video recording is available upon written request made to the Information Technology department. Cost is $5 per cd/dvd copy plus $2 shipping costs.
