MINUTES of the Board meeting held on June 27, 2012

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. COUNTY COUNSEL – Order (Paul Meyer)
Order setting new hours for the Douglas County Law Library.

2. HEALTH AND SOCIAL SERVICES – Software License Agreement (Peggy Madison)
Health Department Software License and Services Agreement with RouteMatch Software for dispatch for Special Transportation Program. Cost: $27,073.00

3. HEALTH AND SOCIAL SERVICES – Memorandum of Understanding (Peggy Madison)
Memorandum of Understanding with Umpqua Health Alliance for coordinated mental health care.

4. LAND – Bargain & Sale Deed (Gary Groth)
Bargain and Sale Deed to James B. Black and Melinda Black for property located on South Avenue, east of Sutherlin. This property was acquired through property tax foreclosure in 2012. It was offered at an oral auction on May 22, 2012 with a minimum bid of $29,000 and there were no bidders. The property is being sold for $29,000.00 and payment has been made in full.

5. LAND – Waterline Easement Amendment (Gary Groth)
Amendment to a Waterline Easement between Douglas County and James P. Gell and Susan Buell. Amendment grants a temporary construction easement to allow for reconstruction of the waterline.

6. LAND – Intergovernmental Office Space Lease (Gary Groth)
Intergovernmental Office Space Lease Amendment with the State of Oregon, Oregon Youth Authority for office space located in the County Courthouse. This amendment extends the term through June 30, 2015. The base rent is $2,115.96 per month in fiscal year 2012-2013 and will increase approximately 2.5% per year thereafter.

7. LAND – Memorandum of Understanding Renewal (Gary Groth)
Renewal of a 2011 Memorandum of Understanding between Douglas County and the Oregon Department of Forestry concerning the County’s Woodland Assistance Program. The renewal expires June 30, 2013.

8. LAND – Reciprocal Easement Agreement (Gary Groth)
Reciprocal Easement Agreement between Douglas County and Lone Rock Timberland. Agreement allows parties to construct and maintain roads and tailhold on the other’s land for forest management purposes. Affected forest land parcels are identified in the Agreement.

9. PLANNING – Delegation of Authority Report (Keith Cubic)
Delegation of Authority Report on actions taken in Planning administration on behalf of the Board of Commissioners during the Second Quarter of 2012.

10. PLANNING – Informational Report on Farm and Forest Pilot Project (Keith Cubic)
Update on the Governor’s Executive Order for Southern Oregon to consider regional variations for what is planned and zoned farm and forest land and the petition process to request an amendment to the Statewide Planning Goals & Rules to implement a change.

11. PLANNING – Consideration of an Order to Decline Review in the Matter of an Appeal of the Planning Commission Decision Approving a Temporary Use Permit for an Outdoor Event (Keith Cubic)
Following a public hearing on May 17, 2012 and deliberation on June 21, 2012, the Planning Commission approved a Temporary Use Permit for an Outdoor Event to allow a music festival to be held July 20, 2012 on property located on North Bank Road, northwest of Glide for William and Debra Friebel and William Hemphill. This Order is for consideration to decline review of an appeal of the Planning Commission decision to the Board of Commissioners.

12. PUBLIC WORKS – Agreement (Robb Paul)
Agreement for removal of waste tires from the Roseburg Landfill with Tire Disposal & Recycling, Inc. Cost: $875.00 per trailer load.

13. PUBLIC WORKS – Lease Extension (Robb Paul)
Eighth Extension of Lease for office space at 433 Rifle Range Road with Oregon Department of Transportation. Revenue to Douglas County: $1,550.00 per month.

14. PUBLIC WORKS – Contract Change Order No. 3 (Robb Paul)
Contract Change Order No. 3 with Deschutes Construction Corporation in the amount of $64,300.00 for Joe Hall Creek Bridge replacement.

15. PUBLIC WORKS – Contract (Robb Paul)
Contract with Weekly Brothers, Inc. in the amount of $270,070.00 for slide repair of Rock Creek Road, County Road #78, at mile post 0.30.

16. PUBLIC WORK – Contract (Robb Paul)
Contract with LTM, Inc., in the amount of $798,872.00 for overlay of Riddle By-Pass Road, Douglas County, Oregon.

17. SHERIFF – Contract Extension (John Hanlin)
Second Contract extension with Saving Grace, Inc. for the care of impounded animals. The rate remains the same as previous year at $12,555.00 per month or an annual amount of $150,660.00.

18. SHERIFF – Douglas Timber Operator’s Contracts (John Hanlin)
Contracts with local timber companies for patrol of their land for the following: Plum Creek Timberlands L.P. ($6,219.00); Menesha Log Company, LLC ($1,662.00); ACF ($148.00); Rome Creek ($9,114.00); MSHC ($1,437.00); Oxbow ($10,444.00); Roseburg Resources ($19,791.00); Giustina Resources ($682.00); Lone Rock ($7,710.00); Giustina Land & Timber Co. ($732.00); Seneca Jones Timber ($16,261.00); Oregon Department of Forestry ($4,449.00); Confederate Tribes of Siletz Indians ($827.00); Silver Butte Timber Co. ($2,767.00); Swanson Group ($190.00); Moore Mill ($786.00); Rosboro Lumber ($565.00); Nickel Mountain LLC. ($160.00)

19. SHERIFF – Intergovernmental Agreement (John Hanlin)
Intergovernmental Agreement with the Department of Corrections for housing of state inmates. Douglas County has 41.5 beds per day available for Oregon Department of Corrections inmates. Cost is $73.20 per bed per day for a total of $1,108,797.00 revenue to the County

The next regularly scheduled Board meeting will be held July 18, 2012 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
