MINUTES of the Board Meetings for June 27, 2007
BID OPENING
1. Pubic Works: Rehabilitation of Newton Creek Road Milepost 0.02 to 1.22 County Road #84, Douglas County, Oregon.
PROCLAMATION
The Board of Commissioners proclaims July 13 and 14, 2007 as Relay for Life of Douglas County Weekend. The American Cancer Society’s Relay for Life represents the hope that those lost to cancer will never be forgotten, that those who face cancer will be supported, and that one day, cancer will be eliminated forever.

CITIZEN PARTICIPATION
CLERK
1. Hearing: This is the first reading of an ordinance amending Section 3.12 of the Douglas County Code concerning increase of fees not reflected in the State statute for services provided by the County Clerk. The second reading is scheduled for July 18, 2007.
COMMUNICATIONS
1. Agreement for communications services for the Winston Police Department. Winston Police Department will pay the County $60,611.56.
2. Agreement for communications services for Douglas County Fire District #2. Douglas County Fire District #2 will pay the County $25,676.47.
3. Agreement for communications services for Glendale Ambulance. Glendale Ambulance will pay the County $2,558.66.
MUSEUM
1. Lease of easement, property owner (John R. Kooken) would like to terminate access easement to Museum billboard off 1-5 North, South of Roseburg.
PLANNING
1. Hearing for adoption of amendments to the City of Roseburg Plan and Zoning Maps for the purpose of expanding the urban growth boundary (California Cedar Products and Rich Schiller.) Ordinance No. 2007-06-02.
2. Hearing for annexation of property and order incorporating territory to the Douglas County Fire District #2. Chief Petitioner: William Miller. There are no known objectors at this time. This will be the final hearing for annexation of this property. No other hearings are necessary.
3. Hearing for annexation of property and order incorporating territory to the Douglas County Fire District #2. Chief Petitioner: Elin Miller. There are no known objectors at this time. This will be the final hearing for annexation of this property. No other hearings are necessary.
4. Hearing for annexation of property and order incorporating territory to the Douglas County Fire District #2. Chief Petitioner: Robert Hall. There are no known objectors at this time.
5. Hearing for annexation of property and order incorporating territory to the Douglas County Fire District #2. Chief Petitioner: Eleanor Hall. There are no known objectors at this time. This will be the final hearing for annexation of this property. No other hearings are necessary.
PUBLIC WORKS
1. Hearing and order approving modification of rates for solid waste and recycling collection service provided by North Douglas Sanitary Service.
2. Order denying vacation of property for failure to fulfill conditions for a portion of Myrtle Creek Highway, county Road No. 386 (N. Mail Street). Petitioner: Northwest Loan Servicing, Inc.
3. Orders vacating a portion of Water and Third Streets in Dillard’s Station Sub-division. Petitioners: Clyde Andrew, Nick and Leslie Laurance, and Michael and Pamela Freed.
4. Order accepting easement from Scott and Janet McAdoo for connection to the Glide-Idleyld Park sewer system.
5. Contract Change Order No. 2 with Holm II, Inc. for a decrease in the amount of $15,865.00 for replacement of Riddle Bridge at Cow Creek.
6. Contract change order No. 3 with Holm II, Inc. for a decrease in the amount of $27,605.00 for replacement of Riddle Bridge at Cow Creek.
7. Intergovernmental agreement with City of Roseburg for Stewart Park Drive improvements.
SHERIFF
1. Award of RFP #939 for Contract with Consolidated Food Mgmt, Inc. for food services for Corrections / Juvenile Detention.
2. Award of RFP #939 for Contract with Keefe Commissary Network for commissary services for Corrections / Juvenile Detention.
SURVEYOR
1. Hearing of Public Land Corner Preservation Fund fee increase on deed recordings from $5 per document to $10 per document; and adoption of the order at the conclusion of the hearing.
MISCELLANEOUS
1. Order reappointing the following members to the Douglas County Regional Workforce Investment Board: Bob Craft, Doug Monie, Jennifer Reasoner, and Ed Wood. Terms to expire June 30, 2009.
2. Adapt 2145 Contract. For early intervention, prevention, and treatment services for alcohol and drug abuse. $160,000.
3. Draft Hotel RFP Discussion.
