PLEDGE OF ALLEGIANCE

MINUTES - Approval of the Minutes of July 1, 2015.

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. JUVENILE DEPARTMENT – Contract Extension (Aric Fromdahl)
Contract extension for “Intensive Home-Based Individual and Family Therapy” services provided by Options Counseling of Oregon in conjunction with a grant funded by the State of Oregon Department of Education. Extends contract to June 30, 2016 with funding amounts totaling: $54,805.00 ($49,325.00 to Options Counseling of Oregon and $5,480.00 for Juvenile Department for administrative costs).

2. PARKS DEPARTMENT – Order Awarding Contract (Gary Groth)
Douglas County Management & Finance received proposals on June 30, 2015 for boat ramp toe replacement project at Hestness Landing. The lowest responsive quote to the County for the services was submitted by Deschutes Construction, in the amount of $42,000.00.

3. PARKS DEPARTMENT – Order Awarding Contract (Gary Groth)*****STRICKEN*****
Douglas County Management & Finance received proposals for Whistler’s Bend Campground Installation of Romtec Restroom/Shower Bid #072 on June 25, 2015. The lowest responsive bid to the County for the services was submitted by Jeremy Hunt Building Co, LLC in the amount of $133,686.00.

4. PUBLIC WORKS DEPARTMENT – (Robb Paul)
Agreement #29388 for the removal of waste tires from the Roseburg Landfill with Tire Disposal and Recycling, Inc., in the amount of $915.00 per trailer load.

5. PUBLIC WORKS DEPARTMENT – Intergovernmental Agreement (Robb Paul)
Intergovernmental Agreement #30585 with Oregon Department of Transportation for installation and maintenance of signage and striping at the intersection of County and State roads. Contract period is ten (10) years following date of execution. Replaces a previous agreement that expired on May 3, 2015.

6. SENIOR SERVICES DEPARTMENT – Contract (Jeanne Wright)
Contract with Compass Group USA by and through its Bateman Community Living Division to provide meals for the seven Senior Dining Sites. Maximum expense of $407,163.00 at $5.48 per meal. Term: July 1, 2015 to June 30, 2016.

7. SENIOR SERVICES DEPARTMENT – Intergovernmental Agreement (Jeanne Wright)
Intergovernmental Agreement #148996 for 2015-2017 with DHS State Unit on Aging for funding Senior Services Programs. Term: July 1, 2015 to June 30, 2017. Revenue: $2,337,419.00.

8. SHERIFF’S DEPARTMENT – Extension of Intergovernmental Agreement (John Hanlin)
Ninth extension of Intergovernmental Agreement between the Douglas County Sheriff’s Office and City of Canyonville for Law Enforcement Services provided inside the city limits. The city agrees to pay Douglas County $173,734.21 for services. Contract Term: July 1, 2015 to June 30, 2016.

9. MISCELLANEOUS – Contract Extension (Eileen Ophus)
Sixth Extension of Contract #25684 with CCD Business Development Corporation for staffing services which include meeting organization, report preparation, basic financial services related to invoice coding and monthly review, and assistance with preparing the budget. Extends agreement to June 30, 2016.

The next regularly scheduled Board meeting will be held July 15, 2015 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
