4. BID OPENING – Fleet Services (Robb Paul)
Bid opening for: One (1) new full size ½ ton, four wheel drive extended cab pickup with a standard wide box.

5. PUBLIC HEARING – Annexation of Property and “Order Incorporating Territory” (Keith Cubic)
Public Hearing for annexation in to Fire District 2. Chief Petitioner: SINGLETON

6. FLEET SERVICES – Extension of Intergovernmental Agreement (Robb Paul)
Extension to an IGA with the City of Drain allowing them to obtain fuel for City of Drain vehicles from County fuel facilities.

7. FLEET SERVICES – Extension of Intergovernmental Agreement (Robb Paul)
Extension to an IGA with North Douglas County Fire & EMS allowing them to obtain fuel for North Douglas County Fire & EMS vehicles from County fuel facilities.

8. FLEET SERVICES – Bid Award (Robb Paul)
Bid Award for: One (1) new full size ¾ ton, four wheel drive crew cab pickup with a short wide box.

9. JUVENILE – Intergovernmental Agreement (Aric Fromdahl)
Intergovernmental Agreement with Roseburg School District #4 to provide meal service to all of the Juvenile Department facilities. Roseburg School District is familiar with all applicable federal and state school food program regulations. The duration of the IGA is through June 30, 2017.

10. JUVENILE – Amendment of Intergovernmental Agreement (Aric Fromdahl)
The amendment extends the agreement with Josephine County to place youth in our Detention Facility through June 30, 2017. This agreement is a guarantee of 3 beds for their use and a minimum payment of $114,345.00 (for 1,095 beds) for Fiscal Year 2017. If Josephine County exceeds the 1,095 bed days, it is agreed they will pay $115.00 per youth per day. We also included an option to provide round trip transportation.

11. JUVENILE – Contract Extension (Aric Fromdahl)
Contract Extension with Options Counseling of Oregon for “Intensive Home-Based individual and Family Therapy” services provided in conjunction with a grant funded by the State of Oregon Department of Education. This extends the Contract to June 30, 2017 with funding amounts totaling: $54,805.00 ($49,325.00 to Options Counseling of Oregon and $5,480.00 for the Juvenile Department for administrative costs).

12. LAND DEPARTMENT – Quitclaim Deed (Kevin Potter)
Douglas County is selling a small strip of land of 1.2 +/- acres on Course Gold Road to Ron Thomas for a boundary line adjustment for access to a landlocked parcel. The $500 has been paid in full. This sale is pursuant to ORS 275.225(1), has a real market value of less than $15,000.00 and is unsuited for construction or placement of a dwelling under applicable zoning ordinances and building codes.

13. MANAGEMENT & FINANCE – Agreement (Jessica Hansen)
Agreement with Greater Oregon Behavioral Health (GOBHI) and the District Attorney’s office to provide Mental Health Court between July 1, 2015 and June 30, 2016. GOBHI funding services in the amount of $8,333.34 per month to the District Attorney’s office.

14. MANAGEMENT & FINANCE – Contract Extension (Jessica Hansen)
Fourth Contract Extension with Kenneth Kuhns & Co. for Municipal Audit. Extends contract for Fiscal Years 2015-16, 2016-17, and 2017-18 with option to renew through 2019-20. The rate for 2015-16 is the same as the previous year, with a 3% escalator the following years, plus out-of-pocket expenses.

15. PARKS – Contract Agreement (Rocky Houston)
Contract for Amacher Park Boat Launch Repair to Jeremy Hunt Building Co., LLC. Jeremy Hunt Building Co., LLC submitted a low bid for the project of $42,813.00. The Oregon State Marine Board Engineer’s estimate is $46,000.00.

16. PUBLIC HEALTH – Medicaid Administrative Claiming (Dr. Dannenhoffer)
Billing allows Douglas County to claim $6,847.57 for services provided for Medicaid Administrative services in accordance with Intergovernmental Agreement between the Oregon Health Authority and Douglas County Health and Social Services.


17. PUBLIC WORKS – Contract Award (Robb Paul)
Contract award to LTM, Inc. dba Knife River Materials for the paving of Melrose Road – Conn Ford Bridge to Melrose School project. Contract amount: $310,310.00. Project includes grinding and paving the travel lanes for 1.8 miles of Melrose Road from immediately west of Conn Ford Bridge to immediately west of Melrose School.

18. SHERIFF – Lease Renewal (Wayne Stinson)
Renewal of the Lane Mt. Radio site Lease with BLM for Amateur Radio Emergency Communications (ARES).

21. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held July 13, 2016 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR. The meeting is available via Video Conferencing to Reedsport citizens at the Reedsport Annex, 680 Fir Street, Reedsport, OR.

 

Douglas County may audio/video record the proceedings of this meeting for future broadcast or other purposes. A copy of any audio/video recording is available upon written request made to the Information Technology department. Cost is $5 per cd/dvd copy plus $2 shipping costs.
