MINUTES of the Board meeting held on June 29, 2011

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. HEALTH AND SOCIAL SERVICES – Delegation Order
Order delegating authority to Peggy Madison to act as County Financial Assistance Administrator and Direct Contract Security Officer on behalf of Douglas County.

2. HEALTH AND SOCIAL SERVICES – Contract Award
Contract award to Bateman Senior Meals, a division of Compass Group to provide elderly nutrition services. Cost: $4.257 per meal or $391,644.00 for the year.

3. HEALTH AND SOCIAL SERVICES – Contract Award
Contract award to Legal Aid Services of Oregon to provide elderly legal services. Cost: $5,039.00 per year.

4. LAND – Lease with Rex Morningstar
Lease with Rex Morningstar for the office space for the Glendale Justice Court. This is the renewal of an existing lease. New term is July 1, 2011 through June 30, 2014. Rent will be $535.00 per month, which is an increase of $5.00 per month.

5. PARKS & BUILDING FACILITIES – Order Awarding Contract
Order awarding Contract to Umpqua Sheet Metal for the HVAC Upgrades for the Justice Center. Contract amount: $103,800.00.

6. PLANNING – Resolution Adopting an Updated Land Use Fee Schedule
Douglas County’s land use program is funded from fee revenue and general fund. Declining general fund resources require an adjustment in the current fee schedule. The modified fee schedule was submitted as part of the Planning Department’s 2011/12 budget and incorporated into the approved budget. The focus of this revised fee schedule is to enhance revenue consistent with the 2011/12 approved budget and revenue projection.

7. PLANNING – Resolution Adopting an Updated On-Site Sub-Surface Sewer Fee Schedule
The Oregon Department of Environmental Quality (DEQ) has transferred the on-site sub-surface sewer treatment system inspection program management responsibilities to Douglas County. This fee modification implements the approved 2011/12 budget and maintains consistency with applicable DEQ OAR fee provisions.

8. PUBLIC WORKS – Contract with LTM, Inc. dba Knife River Materials
Contract with LTM, Inc. dba Knife River Materials in the amount of $997,799.00 for overlay of Tiller Trail Highway, County Road No. 1, mile post 26.56 to mile post 34.96, Douglas County, Oregon.

9. PUBLIC WORKS – Contract Change Order No. 1 with LTM, Inc.
Contract Change Order No. 1 with LTM, Inc. in the amount of $233,809.00 for extended work on the overlay of Tiller Trail Highway, County Road No. 1, mile post 26.56 to mile post 34.96, Douglas County, Oregon.

10. PUBLIC WORKS – Contract Modification with Pinnacle Western, Inc.
Third modification of Contract No. 26487 with Pinnacle Western, Inc. for the redesign and construction management of the Joe Hall Bridge replacement project. Estimated fee: $59,800.00.

11. SHERIFF – Contract with the Oregon State Marine Board
Contract with the Oregon State Marine Board for boating safety and law enforcement for patrol of Douglas County waterways. Revenue: approximately $215,353.00. Amount varies depending on services provided.

12. SHERIFF – Fifth Extension of Intergovernmental Agreement (IGA) with City of Canyonville
Fifth extension of IGA between Douglas County and the City of Canyonville for patrol services. The term of the IGA is June 1, 2011 to June 30, 2012. Revenue: $158,087.57.

15. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held July 13, 2011 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
