MINUTES - Approval of the Minutes of June 24, 2015.

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. PUBLIC HEARING – Request for Annexation of Property (Keith Cubic)
Hearing for Annexation of property and “Order Incorporating Territory” to the Tenmile Rural Fire District. Chief Petitioner: Keeton.

2. CLERK’S DEPARTMENT – Order Adopting Fees (Patty Hitt)--STRICKEN
Order adopting Clerk’s Fees. Effective date: July 1, 2015.

3. FLEET DEPARTMENT – Intergovernmental Agreement (Robb Paul)
Intergovernmental Agreement #30608 with the State of Oregon for emergency fueling. Provides for the State’s purchase of Agency owned gasoline and diesel for emergency services, as defined in ORS 401.025. Payment for services shall not exceed a maximum amount of $100,000.00 in State funds during the term of this Agreement.

4. HUMAN RESOURCES DEPARTMENT – Contract (Michael Kurtz)
Contract for third-party workers’ compensation claim administration services with CorVel Corporation and accompanying license agreement for CareMC phone app. Contract amount: $29,700.00.

5. JUVENILE DEPARTMENT – Intergovernmental Agreement (Aric Fromdahl)
Intergovernmental Agreement #13202 with Oregon Youth Authority which provides reimbursement to Douglas County for “Individualized Services” in an amount not to exceed $15,985.00 from July 1, 2015 to June 30, 2017, for expenses related to youth and “flex fund” spending. Funds are included in the Juvenile FY2015-16 budget.

6. JUVENILE DEPARTMENT –Intergovernmental Agreement (Aric Fromdahl)
Intergovernmental Agreement #13289 with Oregon Youth Authority for Youth Care Center (YCC) Beds. Provides reimbursement to Douglas County in an amount not to exceed $220,747.30 ($215,747.30/bed rental and $5,000.00 medical and dental costs) from July 1, 2015 to June 30, 2017, for placement of youth committed to OYA into the Douglas County Juvenile Detention Center’s 30-90 day YCC program at a rate of $96.10 per youth per day.

7. JUVENILE DEPARTMENT – Contract (Aric Fromdahl)
Contract for services from Community Health Alliance for services of a Mental Health Therapist to perform screenings, assessments, and individual counseling sessions in Detention, paid at $1,896.00/month, as well as provide treatment to Adolescent Sex Offender caseload clients paid at $1,667.00/month. Term Dates: July 1, 2015 – June 30, 2016.

8. LAND DEPARTMENT – Extension of Memorandum of Understanding (Gary Groth)
Extension of the 2011 Memorandum of Understanding between Douglas County and the Oregon Department of Forestry concerning the County’s Woodland Assistance Program. Extends annual agreement for one year beginning July 1, 2015 and expiring June 30, 2016.

9. LAND DEPARTMENT – Contract (Gary Groth)
Aerial Spray Contract with Western Helicopter Services, Inc. to provide for herbicide application on County lands. This is for fall site preparation and spring release treatments on approximately 148 +/- acres of County forest land. Term is September 15, 2015 to July 31, 2016 at the bid award cost of $43.55 per acre.

10. PARKS DEPARTMENT – Purchase and Sale Agreement (Gary Groth)
Purchase and Sale Agreement with Western Rivers Conservancy. Douglas County agrees to sell 211.24 acres +/- near Idleyld Park to Western Rivers Conservancy. The property is currently designated as Swiftwater County Park. Purchase price is $1,422,000.00.

11. PARKS DEPARTMENT – Contract Change Order (Gary Groth)
Amends Contract #28965 with LTM, Inc. dba Knife River Materials to include the entrance road improvements to the new Whistler’s Bend campground. Increases contract amount by $42,527.00.

12. PLANNING DEPARTMENT – Southern Oregon Regional Pilot Program Update (Keith Cubic)
Sixteenth update on the SORPP. Information covers activity from February, 2015-June, 2015 related to the project.

13. PUBLIC HEALTH DEPARTMENT – Transfer of Surplus Property (Tim Freeman)
Bill of sale and receipt for surplus property. Douglas County transfers designated property items to Umpqua Community Health Center, Inc. for use exclusively in its Prenatal Program.

14. PUBLIC WORKS DEPARTMENT – Contract Extension (Robb Paul)
Ninth Extension of Contract #22293 with Umpqua Research Company for water quality testing services at Roseburg and Reedsport Landfill. Extends agreement to June 30, 2016.

15. PUBLIC WORKS DEPARTMENT – Contract (Robb Paul)
Contract with St. Vincent de Paul Society of Lane County, Inc. in the amount of $7.00 per mattress or box spring, $10.00 per mattress or box spring if wet/moldy and $100.00 fee for transportation of each mattress-filled van trailer to contractor site. Contract Term: March 1, 2015 to February 29, 2016.

16. SHERIFF’S DEPARTMENT – Contract (John Hanlin)
Contract between the Douglas County Sheriff’s Office and Douglas Timber Operators for patrol services.

17. SHERIFF’S DEPARTMENT – Contract (John Hanlin)
Contract between the Douglas County Sheriff’s Office and All Hands Consulting for Emergency Operations evaluation Phase 2 training. This training is to evaluate how the Emergency Operations Center functions and develop job aids in the event of an emergency in Douglas County. Increases reimbursable monies from $25,000.00 to $35,000.00.

18. SURVEYOR’S DEPARTMENT – Order Adopting Fee Changes (Kris DeGroot)
Order adopting fee changes based upon 2015-16 Surveyors’ budget.

19. MISCELLANEOUS – Reappointment to Library Board (Harold Hayes)
Reappointment of Nancy Erickson to Library Board. Term dates: 7/1/2015 to 6/30/2019.

The next regularly scheduled Board meeting will be held July 8, 2015 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
