4. BOARD OF COMMISSIONERS – Grant Agreement Modification (Commissioner Boice)
Modification of the Grant Agreement between Douglas County and Umpqua Economic Development Partnership, Inc. to contribute a one-time additional sum of $50,000 to the Grantee. Funds not to be dispersed until after July 1, 2016.

5. BOARD OF COMMISSIONERS – United States Department of Agriculture Work and Financial Plan (Commissioner Freeman)
United States Department of Agriculture, Animal and Plant Health Inspection Service (APHIS) perform Predator Control in Douglas County and provide educational information regarding safe control tools and techniques. Cost: $172,654.00 Contract Dates: July 1, 2016 through June 30, 2017.

6. BOARD OF COMMISSIONERS – Grant Contract (Commissioner Freeman)
Grant Contract with ADAPT for early intervention, prevention, and treatment services for alcohol and drug abuse. Funded by House Bill 2145.

7. BOARD OF COMMISSIONERS – Modification of Intergovernmental Agreement (Commissioner Freeman)
Modification of Intergovernmental Agreement between Douglas County and the Oregon Judicial Department for Mediation Services. Effective Date: July 1, 2016.

8. BOARD OF COMMISSIONERS – Intergovernmental Agreement (Commissioner Freeman)
Intergovernmental Agreement with ADAPT for mediation services related to drug and alcohol intervention treatment services.

9. COUNTY COUNSEL – Contract Extension (Paul Meyer)
Seventh Extension to the Douglas County Industrial Development Board Contract. Extends the Contract to June 30, 2017.

10. JUVENILE – Amendment to Intergovernmental Agreement (Aric Fromdahl)
Amendment to Intergovernmental Agreement (IGA) with Department of Human Services. The amendment extends the duration of the IGA to June 30, 2017 and the “not to exceed” amount by $1,067,244.49. There are also changes to Exhibit A, Part 1, “Statement of Work,” that pertain to procedures for youth in placement as well as an additional statement regarding “Payment and Financial Reporting.”

11. LAND DEPARTMENT – Lease Amendment (Gary Groth)
Lease Amendment between Douglas County, Lessor and State of Oregon, acting by and through its Department of Corrections, Lessee. Lessor and Lessee are parties to a Lease dated May 16, 2016 and are being amended to add additional improvement work for ceiling replacement which cost exceeds the initial improvement work estimates.

12. MANAGEMENT & FINANCE – Order (Jessica Hansen)
Order to Adopt Budget, make Appropriations, Levy and Categorize Taxes for Fiscal Year 2016-17.

13. PUBLIC WORKS – Contract Extension (Robb Paul)
Sixth Contract Extension with Winston-Green Wastewater Treatment Facility for the treatment of Roseburg Landfill leachate.

14. PUBLIC WORKS – Contract Extension (Robb Paul)
Fourth Contract Extension with Green Sanitary District for conveyance of Roseburg Landfill leachate from Ingram Road to the Winston-Green Wastewater Treatment Facility.

15. SHERIFF – Contract Amendment (John Hanlin)
Fourth Contract Amendment with Consolidated Food Management for food services for the jail. Cost increase: Approximately 2.5% for Fiscal Year 16-17.

16. SHERIFF – Intergovernmental Agreement Extension (John Hanlin)
Tenth Extension of IGA for law enforcement services with the City of Yoncalla. Revenue: 1.2% increase for Fiscal Year 16-17, with a new amount of $17,181.57.

17. SHERIFF – Intergovernmental Agreement Extension (John Hanlin)
Tenth Extension of IGA for law enforcement services with the City of Canyonville. Revenue: 1.2% increase for Fiscal Year 16-17, with a new amount of $175,819.02.

18. SHERIFF – Intergovernmental Agreement Extension (John Hanlin)
Tenth Extension of IGA for law enforcement services with the City of Riddle. Revenue: 1.2% increase for Fiscal Year 16-17, with a new amount of $141,843.42.

19. SHERIFF – Intergovernmental Agreement Extension (John Hanlin)
Tenth Extension of IGA for law enforcement services with the City of Glendale. Revenue: 1.2% increase for Fiscal Year 16-17, with a new amount of $49,626.33.

20. SHERIFF – Contract Modification (John Hanlin)
Ninth Contract Modification with the United States Forest Service (USFS) Patrol for the hydroelectric area. Revenue: 1.3% increase for Fiscal Year 16-17, with a new amount of $10,714.00.

23. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held July 6, 2016 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR. The meeting is available via Video Conferencing to Reedsport citizens at the Reedsport Annex, 680 Fir Street, Reedsport, OR.

Convene as the Governing Body for the Douglas County 4-H, Master Gardener and Extension Service District.

1. Resolution to Adopt the 2016-17 Budget for the Douglas County 4-H, Master Gardener and Extension Service District and to Impose Associated Taxes (John Punches)
This Resolution adopts, and makes appropriations for Fiscal Year 2016-17 budget for the Douglas County 4-H, Master Gardener and Extension Service District, imposes taxes at the rate of $0.060 per $1000 taxable assessed value within the District’s boundaries, and categorizes these taxes as General Government.
