MINUTES of the Board meeting held on June 20, 2012

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY


1. BID OPENING – PUBLIC WORKS (Robb Paul)
Bid opening for the overlay of the Riddle By-Pass Road, Douglas County, Oregon

2. ASSESSOR & TAX – Tax Refunds (Susan Acree)
Value reduction Orders by the Board of Property Tax Appeals resulting in tax reductions of $5,000 or more for the following: Kevin and Bobbi Howard ($14,886.06); City of Roseburg & Tom Thumb Mini-Storage LLC. ($5,138.94); Invest West Alpha & Pacifica Property Management Company ($5,317.16); Roseburg M6 LLC. ($11,617.39); Kyall & Aleta McGee ($6,254.40); Donald & Donna Woolley ($15,265.76).

3. HUMAN RESOURCES – Delegation of Authority (Jim Bruce)
Order delegating authority to Michael R. Kurtz to enter into specified contracts on behalf of Douglas County and engage in other specified activity as the Douglas County Human Resources Director, effective July 1, 2012.

4. INFORMATION TECHNOLOGY – Lease Agreement (Kevin Potter)
Lease agreement with Silke Communications for radio frequency licensing for frequencies used by the Douglas County emergency services radio system. Annual renewal at the rate of $1,500 with a 3% annual escalator.

5. INFORMATION TECHNOLOGY – Bid Acceptance (Kevin Potter)
On December 12th, 2011, Douglas County opened a Request for Proposal (RFP) responses from ten vendors for an integrated Criminal Justice software system. Systems requested included the 911 Computer Aided Dispatch (CAD) system, Sheriff Records Management (RMS) system, Jail system, and District Attorney system. After evaluation, the Information & Technology and Sheriff Departments recommend acceptance of the bid supplied by Executive Information Systems (EIS), for the CAD, RMS and Jail portions of the RFP. Total software cost is $450,000.00 with $400,000.00 of the system paid through grant funding.

6. INFORMATION TECHNOLOGY – Bid Acceptance (Kevin Potter)
On December 12th, 2011, Douglas County opened a Request for Proposal (RFP) responses from ten vendors for an integrated Criminal Justice software system. Of the ten respondents, 3 responded with District Attorney systems. After evaluation, the Information & Technology and District Attorney Departments recommend acceptance of the bid supplied by Karpel, Inc., for the DA portion of the RFP Total software cost: $92,620.00


7. MANAGEMENT & FINANCE – Order Adjusting Appropriations for Fiscal Year 2011-12 (Rich Arrow)
Appropriation adjustments for fiscal year ending June 30, 2012 in the General Fund, Water Resources Development Fund; Capital Projects Fund; and the Employee Benefit Trust Fund.

8. MANAGEMENT & FINANCE – Public Works Fund Budget Adjustment (Rich Arrow)
The Douglas County Budget Committee previously approved the Fiscal Year 2012-13 Public Works Fund Budget on May 7, 2012. The beginning balance was re-estimated to be $1,000,000.00 less than approved by the Budget Committee due to revised revenue projections.

9. MANAGEMENT & FINANCE – Order Adopting the Budget for Fiscal Year 2012-13 (Rich Arrow)
Order adopting the budget and authorizing appropriations for the fiscal year 2012-13, levying and categorizing taxes for the fiscal year beginning July 1, 2012.

10. PUBLIC WORKS – Agreement (Robb Paul)
Agreement with Roseburg Refrigeration, Inc. for removal of chlorofluorocarbons from refrigerated units at Roseburg and Reedsport transfer sites in the amount of $45.80 per man hour.

11. PUBLIC WORKS – Order Accepting Completion of Contract (Robb Paul)
Order accepting completion of contract for the non-profit campus wetland grading and landscaping. The contract has been completed and all requirements have been met. LTM, Inc. in the amount of $48,439.00.

12. PUBLIC WORKS – Order Accepting Completion of Contract (Robb Paul)
Order accepting completion of contract for the hauling and stockpiling chip seal aggregate in the Roseburg District. The contract has been completed and all requirements have been met. Beckley Excavation & Utility, Inc. in the amount of $43,154.56.

13. PUBLIC WORKS – Order Accepting Completion of Contract (Robb Paul)
Order accepting completion of contract for the hauling and stockpiling chip seal aggregate in the Myrtle Creek District. The contract has been completed and all requirements have been met. Beckley Excavation & Utility, Inc. in the amount of $43,175.64.

14. PUBLIC WORKS – Order Accepting Completion of Contract (Robb Paul)
Order accepting completion of contract for the hauling and stockpiling chip seal aggregate in the Sutherlin District. The contract has been completed and all requirements have been met. Beckley Excavation & Utility, Inc. in the amount of $44,717.27.

15. SHERIFF – Intergovernmental Cooperative Agreement (John Hanlin)
Intergovernmental Cooperative Agreement between Douglas County and the Oregon State Marine Board for patrol of Douglas County waterways. Amount not to exceed $265,136.00 paid to Douglas County.

16. SHERIFF – Cooperative Service Agreement with USDA Wildlife Services (John Hanlin)
Cooperative Service Agreement between Douglas County and USDA Wildlife Services for Fiscal Year 2012-13 to provide three Wildlife Specialists to respond to damage situations in Douglas County involving predatory animals that threaten human health and safety, livestock, and other property. Cost of services is $172,654.00.

17. MISCELLANEOUS – Extension of Memorandum of Understanding (Commissioner Laurance)
Extension of Memorandum of Understanding (MOU) for the Southern Oregon Clean Energy Alliance (SOCEA). The purpose of the MOU is to continue development of the governance framework for the signatory agencies to collaborate on renewable energy and efficiency projects for the purpose of economic development. The counties participating are Coos, Curry, Douglas, Jackson, Josephine, Klamath, Lake and Lane. The MOU extension is for period of July 1, 2012 and expires on June 30, 2017.

18. MISCELLANEOUS – Appointments to the Library Board (Max Leek)
Two vacancies exist on the Library Board due to the expired term of Jennifer Coalwell and the resignation of Lois Soulia. The vacancies were advertised with Douglas County media and three applications were received. The Library Board recommends the reappointment of Jennifer Coalwell and the appointment of Joe Coyne both with terms ending June 30, 2016.

19. MISCELLANEOUS – Appointment to Senior Services Advisory Council (Peggy Madison)
Vacancies for the Senior Services Advisory Council were advertised with Douglas County media and applications continue to be received. The Council met on May 8, 2012 and recommends the appointment of Jack Chostner to Position #2 representing North Central County to a term that will expire June 30, 2015.

20. MISCELLANEOUS -- Appointments to the Special Transportation Advisory Committee (Peggy Madison)
Five vacancies exist on the Special Transportation Advisory Committee. The vacancies were advertised with Douglas County media and four applications were received. The Committee recommends the reappointment of Vic Falgout to Position #1 representing seniors; the appointment of Thomas Guevara to Position #4 representing providers; Judene Weymouth to Position #7 representing disabilities; and Bob Jacobson to Position #8 representing disabilities. The four appointments have terms ending June 30, 3014.

The next regularly scheduled Board meeting will be held July 11, 2012 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR. *NOTE: There will be no meeting on Wednesday, July 4, 2012.
