MINUTES of the Board meeting held on June 18, 2014.

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. HEALTH & SOCIAL SERVICES – Transfer Agreement (Peggy Madison)
Records Transfer Agreement with Community Living Case Management for transferring program records for the Developmental Disabilities Program.

2. HEALTH & SOCIAL SERVICES – Appointment of HIPAA Compliance Officer (Peggy Madison)
Board Order appointing Michael Kurtz, Human Resources Director, as HIPAA Privacy and Compliance Officer effective July 1, 2014.

3. HUMAN RESOURCES – Amendment of Personnel Rule 9.3.4 and 9.3.5 (Michael Kurtz)
Due to changes in the law made this year to amending the Oregon Family Leave Act, the Human Resources Department is recommending the amendment to its Personnel Rules to be consistent with the new law and to provide clarity to employees on how the new law impacts the County’s current Bereavement Leave policy. The proposed changes clarify when OFLA Bereavement Leave and the County Bereavement Leave may be used and clarifies the definition of “family member” for the purpose of taking Bereavement Leave.

4. HUMAN RESOURCES – Collective Bargaining Agreement (Michael Kurtz)
The Human Resources Director recommends that the Board of Commissioners enter into a one-year Collective Bargaining Agreement (Effective July 1, 2014 and expiring on June 30, 2015) with AFSCME Council 75 of the Douglas County Juvenile Department. The terms and conditions have been negotiated in good faith between both parties and the agreed upon terms and conditions have been ratified by the AFSCME Council Membership on June 11, 2014.

5. MANAGEMENT & FINANCE – Supplemental Budget Adjustments for FY 2013-14 (Jessica Pence)
There is a need to increase revenues and expenditures as well as a need to make adjustments in certain appropriations with General Fund, Public Works Fund, Law Library Fund, County Fair Board Fund, Health & Social Services Fund, County Forest Management Fund, Capital Projects Fund, Title III Fund, Public Safety Fund and Fleet Management Fund.

6. MANAGEMENT & FINANCE – Board Order Adjusting the 2014-15 Approved Budget (Jessica Pence)
Board Order adjusting the 2014-15 Approved Budget for the General Fund and Health & Social Services Fund.

7. MANAGEMENT & FINANCE – Order to Adopt Budget, Make Appropriations, Levy and Categorize Taxes for Fiscal Year 2014-15 (Jessica Pence)
Budget Adoption for Fiscal Year 2014-15.

8. LAND – Rental Agreement (Gary Groth)

Rental Agreement with Community Living Case Management, Inc. (CLCM) for office space located at 205 SE Jackson Street, Roseburg, OR also known as the Creekside building and DC Annex No. 2. Agreement commences July 1, 2014 and continues until termination. Monthly rent in the amount of $4,439.10 (includes cameras & landlines) is due July 1, 2014.

9. LAND – Rental Agreement (Gary Groth)

Rental Agreement with Community Health Alliance (CHA) for office space located at 621 W. Madrone, Roseburg, OR also known as the Douglas County Health Department building. Agreement commences on July 1, 2014 and continues through September 30, 2014. Monthly rent in the amount of $14,535.20 (includes landlines, cell phones, and air/wireless cards) is due July 1, 2014.

10. LAND – Lease (Gary Groth)
Lease with Community Health Alliance (CHA) for office space located at 337 Fowler Street, Roseburg, OR. Lease commences July 1, 2014 and continues through June 30, 2024. Monthly rent in the amount of $5,172.88 (includes cameras & landlines) is due July 1, 2014 and has a 3% yearly increase as shown on the Lease Agreement.

11. LIBRARY – Contract (Harold Hayes)
Contract with Innovative Interfaces, Inc. The company supplies catalog records for our library database for titles we check out to the public. There are only two companies which supply this service. OCLC the other company was used until it became too expensive. Innovative Interfaces, Inc. will save the library an estimated $6,000.00 per year. Terms of contract are July 1, 2014 through December 31, 2017. By committing to a three year term the Library realizes significant savings and receives 18 months for the price of 12 for the third year of the agreement.

12. PARKS – Contract (Gary Groth)
Contract with Pacific Power for new power pole placement at Whistler’s Park RV & Restroom areas. The new power pole is part of the upgrade to Whistler’s Bend Park. Cost $23,998.00.

13. PUBLIC WORKS – Intergovernmental Agreement (Robb Paul)
IGA with Oregon Department of Transportation for Right of Way Services for Lookingglass Creek Road: Lookingglass Creek Bridge Replacement – Bridge no. 19C198.

14. PUBLIC WORKS – Engineering Services Agreement (Robb Paul)
Engineering Services Assignment No. 4 under contract no. 28130 with C.F. Malm Engineers to replace turbines at Galseville Dam in the amount of $59,833.00.

15. PUBLIC WORKS – Contract Extension (Robb Paul)
Contract Extension for engineering services with C.F. Malm Engineers, LLC, for engineering and consulting services for Galesville Dam.

16. PUBLIC WORKS – Contract Extension (Robb Paul)
Eighth Contract extension of extended warranty agreement no. 22578 with C.F. Malm, LLC, for SCADA system at Galesville Dam.

17. PUBLIC WORKS – Order Accepting Warranty Deed (Robb Paul)
Order Accepting Warranty Deed of a certain parcel of land as a local access road naming it Myers Lane.

18. PUBLIC WORKS – Order of Dedication (Robb Paul)
Order of Dedication of a certain parcel of land as a local access road naming it Myers Lane.

21. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held July 2, 2014 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
