MINUTES - Approval of the Minutes of June 17, 2015.

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. PUBLIC HEARING – Request for Annexation of Property (Keith Cubic)
Hearing for Annexation of property and “Order Incorporating Territory” to Douglas County Fire District No. 2. Chief Petitioner: Haddock.

2. PUBLIC HEARING – Order Adopting Updated Special Waste Disposal Fees (Robb Paul)
Existing Special Waste Disposal Fees, last updated in 2009, require updating to be consistent with recently adopted solid waste disposal fees.

3. DOUGLAS INTERAGENCY NARCOTICS TEAM – Contract Execution (Pat Moore)
Execution of Contract with Apex Heli Oregon, Inc. for DINT Helicopter Charter Services. Contract cap of $60,000.00. RFP #070 was awarded to Apex Heli Oregon, Inc. on May 20, 2015 at the regularly scheduled Board of Commissioners meeting.

4. JUVENILE DEPARTMENT – Amendment to Intergovernmental Agreement (Aric Fromdahl)
Amendment #1 to Intergovernmental Agreement #145829 with Oregon Department of Human Services. Extends agreement to September 30, 2017; increases the amount payable to $900,000.00, and makes language changes in Exhibit A and adds to Section 4.

5. JUVENILE DEPARTMENT – Amendment to Intergovernmental Agreement (Aric Fromdahl)
Amendment #3 to Intergovernmental Agreement #9885 with State of Oregon Department of Education. Extends the duration of IGA to June 30, 2017 and provides funding in the amount of $109,610 for dates 7/1/15-6/30/17.

6. JUVENILE DEPARTMENT – Amendment to Intergovernmental Agreement (Aric Fromdahl)
Amendment #1 to Intergovernmental Agreement with Josephine County for use of Detention Beds. Extends agreement to place youth in our Detention Facility with a base cost to Josephine County of $9,528.75 per month for three (3) guaranteed beds, with a total of 1,095 detention bed days allocated to Josephine County. Douglas County will charge Josephine County $115.00 per bed day it uses in excess of the 1,095 bed days. Also includes an option to provide transport services when needed.

7. JUVENILE DEPARTMENT – Amendment to Intergovernmental Agreement (Aric Fromdahl)
Amendment to Intergovernmental Agreement with State of Oregon Office of Child Welfare. Amends language in “Attachment 1 – Scope of Access, Description of Access Needed”.

8. JUVENILE DEPARTMENT – Intergovernmental Agreement (Aric Fromdahl)
Intergovernmental Agreement with Oregon Youth Authority for Shelter Care Beds. Provides reimbursement to Douglas County in an amount not to exceed $931,919.14 from July 1, 2015 to June 30, 2017, for placement of youth in our Shelter Care Facility to receive Behavioral Rehabilitation Services at a rate of $145.58 per youth per day for Level three (3) Services and $167.24 for Level four (4) Services per youth per day.

9. JUVENILE DEPARTMENT – Contract (Aric Fromdahl)
Contract for services from Community Health Alliance for services of a Mental Health Therapist to perform screenings, assessments, and individual counseling sessions in Detention, as well as provide treatment to our Adolescent Sex Offender caseload clients. Expenditure: $1,896/month. Term Dates: July 1, 2015 – June 30, 2016.

10. PUBLIC HEALTH DEPARTMENT – Contract (Dawnelle Marshall)
2015-17 Local Public Health Contract for the operations of the Local Public Health Authority.

11. PUBLIC HEALTH DEPARTMENT – Memorandum of Understanding (Dawnelle Marshall)
This MOU between Battered Persons’ Advocacy and the Public Health Department. It provides for the commitment for the agencies to work together in support of the Safer Futures Grant to improve the systems or coordination and care for intimate partner violence.

12. PUBLIC WORKS DEPARTMENT – Order Authorizing Purchase (Robb Paul)
Order authorizing procurement of traffic line paint for public works from the Oregon Cooperative Purchasing Program State Price Agreement #1513. Total cost: $267,960.00.

13. PUBLIC WORKS DEPARTMENT – Order Granting Vacation of Property (Robb Paul)
Order granting Vacation of a portion of McGinty Drive, County Road No. 35B upon Performance or Fulfillment of Conditions. Petitioner – Espinosa.

14. PUBLIC WORKS DEPARTMENT – Contract Extension (Robb Paul)
Fifth Extension of Contract #26313 with Green Sanitary District and the City of Winston for leachate treatment.

15. PUBLIC WORKS DEPARTMENT – Contract Extension (Robb Paul)
Third Extension of Contract #27906 with Green Sanitary District for the conveyance of the leachate to the Winston-Green Wastewater Treatment Plant for treatment.

16. PUBLIC WORKS DEPARTMENT – Contract Extension (Robb Paul)
Ninth Extension of Contract #22293 with Umpqua Research Company for Personal Services.

17. PUBLIC WORKS DEPARTMENT – Contract Extension (Robb Paul)
Ninth Extension of Contract #22578 with C.F. Malm Engineers, LLC. This contract covers extended warranty for the supervisory control and data acquisition system (SCADA) installed at the Galesville Dam.

18. PUBLIC WORKS DEPARTMENT – Contract Extension (Robb Paul)
Second Extension of Contract #28130 with C.F. Malm Engineers, LLC. This contract covers consulting services for the Galesville Dam.

19. SHERIFF’S DEPARTMENT – Intergovernmental Agreement (John Hanlin)
Intergovernmental Agreement with Oregon Department of Corrections for housing of local offenders that are sanctioned to local jail. Agreement to keep 45 beds per day for housing of local offenders at $89.41 per bed/per day regardless if beds are fully occupied. Agreement maximum of $2,793,114.45 paid to Douglas County.

21. MISCELLANEOUS – Special Transportation Advisory Recommendations (Commissioner Morgan)
Recommendation to the Board of Commissioners to Reappoint Kirk Sanfilippo to the Special Transportation Advisory Committee. Recommendation to Appoint Roy Spurgeon, William Schmidt and John Campbell to fill three vacancies on the Special Transportation Advisory Committee.

The next regularly scheduled Board meeting will be held July 1, 2015 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
