CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY
1. BID OPENING
For the overlay of Old Pacific Highway, County Road No. 386 at mile post 0.90 to mile post 3.43, Douglas County, Oregon.
2. BID OPENING
For construction of Pedestrian Walkway Tiller Trail Highway, County Road No. 1 at mile post 2.7 to mile post 2.8, Douglas County, Oregon.
3. HEARING For Discussion of the 2009-10 Budget
Hearing on the 2009-10 budget that was approved by the budget committee on May 12, 2009.
4. FLEET SERVICES Extension of Intergovernmental Agreement
Extension of Intergovernmental Agreement (IGA) for the sale of fuel with the City of Drain. This allows the City of Drain to obtain fuel for their vehicles from County fuel facilities.
5. FLEET SERVICES Extension of Intergovernmental Agreement
Extension of Intergovernmental Agreement for the sale of fuel with North Douglas Fire and EMS allowing them to obtain fuel for their vehicles from County fuel facilities.
6. FLEET SERVICES Extension of Intergovernmental Agreement
Extension of Intergovernmental Agreement for the sale of fuel with the Douglas Education Service District (ESD) for their vehicles from County fuel facilities.
7. HEALTH AND SOCIAL SERVICES Delegation of Authority
The Delegation of Authority will authorize Peggy Kennerly to enter into the 2009-2011 Intergovernmental Agreement for financing of Community Mental Health, Developmental Disability, and Addiction Services No. 127296.
8. HEALTH AND SOCIAL SERVICES Intergovernmental Agreement
IGA with the City of Roseburg wherein the City agrees to contribute funds of $75,000 for the Fiscal Year 2008-09 for operation of the Umpqua Transit transportation system. These funds will be passed through to Umpqua Transit contracted operator UCAN.
9. HEALTH AND SOCIAL SERVICES Lease Agreement
Lease agreement with the City of Riddle for Senior Center space for the 2009-10 fiscal year running July 1, 2009 through June 30, 2009.
10. HEALTH AND SOCIAL SERVICES Distribution of ODOT Special Transportation Funds (STF) Formula Funds
Approval of the Special Transportation Advisory Committees (STAC) recommendation for the distribution of 2009-11 formula funds as follows: Seniors Escorting Seniors, $11,540.00; Umpqua Valley disabilities Network, $38,460.00; City of Reedsport (Dial-A-Ride), $24,447.00; City of Sutherlin (Dial-A-Ride), $32,166.00; City of Winston (Dial-A-RIDE , $10,435.00; Mercy Express, $67,792.00; Senior Companion Program, $21,547.00; Douglas Residential Training Facility, $41,470.00; Umpqua Homes for the Handicapped, $24,902.00; Sunrise Enterprises, $40,000.00; Douglas County Administrative Allotment, $4,000.00; and Remaining Funds of $67,921.00. Total allocation is $384,680.00.
11. HEALTH AND SOCIAL SERVICES Intergovernmental Agreement
IGA with Oregon Department of Human Services for financing Environmental Public Health Services Safe Drinking Water Program 2009-2011. The financial assistance maximum is $84,694.00.
12. HEALTH AND SOCIAL SERVICES Intergovernmental Agreement
IGA with Oregon Department of Financing of Area Agency on Aging (AAA), for older people and people with disabilities.
13. HUMAN RESOURCES Contract Extension
One year contract extension for legal services provided by Cummins, Goodman, Fish, Denley & Vickers, P.C. with possibility for two one-year extensions. Cummins, Goodman provides legal defense and advice in the areas of Workers Compensation, and upon request, Federal/State protected medical leave laws and employment law. Hourly rates remain unchanged since the contract was implemented in January, 2007.
14. HUMAN RESOURCES City County Insurance Services (CIS) Participation Agreement
Douglas County became a member of the CIS in September, 2006 by adoption of a Resolution by the Board of Commissioners. CIS is a trust established to administer pooled funds to protect members against property or casualty losses. CIS also provides its members with other risk management services including claims management and loss control services. CIS recently amended their by-laws and is requiring an acknowledgement from each Trust Member that they are aware of the accessibility to the revised CIS Trust Agreement, Bylaws and applicable Rules.
15. INFORMATION TECHNOLOGY Contract Extension
On June 21, 2005, Douglas County entered into a contract with Pacific Northwest Computer Services for non-warranty repair of computer equipment. This contract has been extended three times per the original terms of the contract. This is the fourth extension of this contract. All terms remain the same. Cost is $60.00 per hour plus parts.
16. LAND Lease
Lease with the City of Roseburg for space in the Justice Building for the Roseburg Municipal Court. Term begins July 1, 2009 and continues on a month to month basis. This is the renewal of the existing lease and the only major change is the increase in rent from $350 per month to $500 per month.
17. LIBRARY Memorandum of Understanding (MOU)
The MOU is intended to be an agreement between the Douglas County Library System (DCLS), Douglas County (DC) and Elkton Community Education Center, Inc. (ECEC) concerning the circulation of library materials owned by DCLS, including transportation to and from DCLS Headquarters library in Roseburg and the Elkton Community Library. This is intended to provide the framework of cooperation which will result in significant benefits to the citizens in the Elkton area.
18. MANAGEMENT & FINANCE Order Adopting the Budget, Making Appropriations, Levying Taxes, and Categorizing Taxes for the Fiscal Year 2009-10
19. PLANNING Agreement
As part of the acknowledgment of our Coastal Resources Plan, the County is receiving Implementation Grant funds to partially reimburse Coastal related planning activities. By this agreement, Douglas County accepts the terms of the grant for the period of July 1, 2009 through June 30, 2010. The grant amount is $10,000 with full matching funds required.
20. PUBLIC WORKS Contract
Contract with Cradar Enterprises, Inc., in the amount of $78,000 for Olalla Creek (Jennings) Bridge #19C245 for installation of Rock Anchors Road #38 at mile post 2.85.
21. PUBLIC WORKS Agreement
Agreement with Roseburg Refrigeration in the amount of $45.80 per employee hour for removal of chlorofluorocarbons from refrigerated units at the Roseburg and Reedsport Transfer sites.
22. PUBLIC WORKS Agreement
Agreement with Waste Recovery West, Inc. in the amount of $890.00 per trailer load or $.08 per pound for removal of waste tires from the Douglas County Landfill.
23. PUBLIC WORKS Contract Extension
Contract extension with Jack Mathis Construction, LLC., for crane service as needed. (Not to exceed $50,000).
24. PUBLIC WORKS Contract Extension
Contract extension with Sunrise Enterprises of Roseburg for collection of recycled materials from the Douglas County Transfer Sites.
25. PUBLIC WORKS Amendment to Contract
Amendment to the Joint Funding Agreement, contract No. 24177 with the U.S. Department of the Interior, U.S. Geological Survey in an additional amount of $10,000 for water resources investigations.
26. PUBLIC WORKS -- Local Agency Agreement
Local Agency Agreement with the Oregon Department of Transportation in the amount of $1,989,000 for replacement of Curtis Creek Bridge located on Cox Road, County Road #196.
27. PUBLIC WORKS Intergovernmental Agreement
IGA with the City of Glendale for help with the clean up of property located on Pacific Avenue in Glendale.
28. PUBLIC WORKS Order Granting Vacation
Order granting vacation of a portion of Tiller-Trail County Road #1 upon performance or fulfillment of conditions. Petitioners: Bruce and Catherine Cunliff and Roseburg Resources Company.
29. PUBLIC WORKS Order Accepting Completion of Contract
Order accepting completion of contract for construction of South Calapooia Street (Sutherlin) at milepost 4.32 to 4.90 (2008) County Road #388, Douglas County, Oregon. The contract has been completed and all requirements have been met. Kerr Contractors, Inc. in the amount of $1,846,355.82.
30. SHERIFF Contract
Contract with City of Drain to continue police services in the amount of $116,188.00 paid to the County.
