CONVENE AS THE GOVERNING BODY OF THE DISTRICT HEARING, 4-H, MASTER GARDENER & EXTENSION DISTRICT

1. BUDGET HEARING -- for the Douglas County 4-H Master Gardener and Extension Service District
The District’s Budget Committee considered and approved a draft budget on May 11, 2010. Budget details have been on file at the Douglas County Extension Office. The hearing has been publicly noticed and provides an opportunity for public input. The proposed budget would levy a tax of $0.06 per $1000.00 assessed value on property within the District’s boundaries, raising an estimated $414,427.00 to fund operating expenses of the District. These are dedicated revenues with the District’s voter-approved tax rate limit. The actions do not impact the County’s budget.

2. RESOLUTION TO ADOPT THE 2010-2011 EXTENSION DISTRICT BUDGET
Resolution adopts and makes appropriations for the 2010-11 fiscal year budget for the Douglas County 4-H, Master Gardener and Extension Service District, imposes taxes at the rate of $0.06 per $1000.00 taxable assessed value within the District’s boundaries, and categorizes these taxes as General Government.

Bid opening #991 for one (1) new or refurbished knuckleboom packer unit.

4. HEARING – Discuss the 2010-11 Budget
Hearing to discuss the 2010-11 Budget as approved by the Budget Committee on May 11, 2010.

5. ASSESSOR – Order Refunding Taxes
Order refunding taxes to the following: Raymond & Deborah Wilson ($493.25); Lisa Greig Olson ($1,090.32); Northwest Natural Gas Co. ($2,280.34).

6. HEALTH AND SOCIAL SERVICES -- Ambulance Service Agreement Amendment
Amendment to Ambulance Service Franchise Agreement for Area #8 with Glendale Ambulance District. Amends insurance language to meet new limits of Oregon Tort Claims Act.

7. HEALTH AND SOCIAL SERVICES – Ambulance Service Agreement Amendment
Amendment to Ambulance Service Franchise Agreement for Area #3 with City of Sutherlin Fire Department. Amends insurance language to meet new limits of Oregon Tort Claims Act.

8. HEALTH AND SOCIAL SERVICES – Orders Authorizing Purchase of Lab Freezers/Refrigerators
Order authorizing purchase of lab freezers/refrigerators from Helmer from the H1N1 grant from the State of Oregon. Purchase is being made from a Federal Purchasing Program under Agreement #GS-07F—0084T. Purchase is exempt per LCRB 4.30. The cost is $30,492.52 fully funded from the State of Oregon – IGA 128009.

9. HEALTH AND SOCIAL SERVICES – Intergovernmental Agreement
Intergovernmental Agreement with Oregon DHS for the financing of public health services #132012. Financial Assistance of $1,218.897.00.

10. HUMAN RESOURCES – Revision of Personnel Rule 19.1
Revision of the Group Health Benefits Rule 19.1, Insurance. The revision redefines full time employment for purposes of this provision, as 30 or more hours per week. Allows for certain opt out provisions.

11. LAND – Renewal of the Memorandum of Understanding with Oregon State Department of Forestry
Letter renewing the Memorandum of Understanding with Oregon State Department of Forestry for Douglas County’s Woodlands Assistance Forester. Renews the agreement through June 30, 2011.

12. LAND – Grant Contract Agreement with the Oregon Department of Forestry
Grant Contract Agreement between Douglas County and Oregon Department of Forestry. This grant provides $55,600 of American Recovery and Reinvestment Act federal funds passed through the Oregon Department of Forestry to Douglas County. The grant will fund approximately 300 acres of fuel hazard reduction/forest stand improvement work on County owned forest land. There is no cost to Douglas County.

13. PLANNING – Resolution Approving and Adopting the Douglas County Community Wildfire Protection Plan 2010
The Douglas County Planning Department has been working on an update to the County’s Community Wildfire Protection Plan (CWPP). The CWPP 2010 update flows from the County’s CWPP adopted in 2005, which was developed in accordance with guidelines sponsored by the National Association of Counties, the National Society of State Foresters, the Society of American Foresters, and the Communities Committee.

14. PUBLIC WORKS – Contract Extension with Pickets Engineering, L.L.C.
Contract extension with Pickets Engineering, L.L.C. for engineering and hydrogeologic services at Reedsport and Roseburg Landfills. This is the fourth extension which will go to June 30, 2011.

15. PUBLIC WORKS – Agreement with the Green Sanitary District and City of Winston
Agreement with Green Sanitary District and the City of Winston to allow Douglas County to dispose of leachate at a cost of 4.5 cents per gallon.

16. PUBLIC WORKS – Contract Extension with Sunrise Enterprises
Contract extension with Sunrise Enterprises for collection of recycled materials from Douglas County Transfer Sites.

17. MISCELLANEOUS – Appointment/Reappointment of Members to the Woodlands Advisory Committee
The terms of Rick Barnes, Ken Hendrick and Tim Kosderka expire on July 1, 2010. The positions were advertised with Douglas County media and the only applications received were from the members currently in the positions. It is the recommendation of the Woodlands Advisory Committee to reappoint all three members with a term expiration of 07/01/2013.

The next regularly scheduled Board of Commissioners meeting will be held June 30, 2010 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
