MINUTES of the Board meeting held on June 15, 2011

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. BID OPENING – Public Works
Bid opening for the overlay of Tiller Trail Highway, County Road No. 1, mile post 26.56 to mile post 34.96, Douglas County, Oregon.

2. PUBLIC HEARING – Public Works
Public Hearing and Order approving application from High Lakes Sanitation, Inc. for transfer station franchise at Slide Creek Transfer Station.

3. PUBLIC HEARING – Management & Finance
Public Hearing on the budget approved by the budget committee on May 10, 2011.

4. PUBLIC HEARING – Public Works
Public Hearing and Order approving modification of rates for solid waste collection by Sutherlin Sanitary Service, LLC.

5. PUBLIC HEARING – Public Works
Public Hearing and Order approving modification of rates for solid waste collection service provided by High Lakes Sanitation, Inc.

6. JUVENILE – Juvenile Accountability Block Grant (JABG)
Grant award for the JABG. The funds are granted by the Federal Government and will be passed through the state in the amount of $10,000.00 for fiscal year 2011-2012. This grant has been received for the previous 12 fiscal years and has paid a portion of the salary for a deputy district attorney to prosecute juvenile delinquency cases. This grant requires a match of $76,460.00 which is in the District Attorney’s current budget and has been included in the budget for fiscal year 2011-2012.

7. LAND – Intergovernmental Office Space Lease Amendment
Intergovernmental Office Space Lease Amendment with State of Oregon, Department of Corrections for office space located in the Reedsport Annex. This amendment extends the term through June 30, 2013. There is no monetary consideration for this lease.

8. PLANNING – Consideration of an Order to decline review in the matter of an appeal of the Planning Commission Decision approving a Temporary Use Permit for an Outdoor Gathering. PD File No. 11-001
The Planning Commission Decision approved a Temporary Use Permit for an Outdoor Gathering to allow a music concert event to be held September 17, 2011 on property located on North Bank County Road No. 200, Northwest of the Glide Urban Unincorporated Area for William & Debra Friebel and William Hemphill; Planning Department File No. 11-001. This agenda item is for consideration of an Order to decline review of an Appeal of the Planning Commission Decision.

9. PUBLIC WORKS – Contract Extension with Green Sanitary District
First Contract Extension with Green Sanitary District and the City of Winston to dispose of leachate at a cost of 4.5 cents per gallon. New term ends June 30, 2012.

10. PUBLIC WORKS – Contract with Biomass One, L.P.
Contract with biomass One L.P. for the sale of recycled material from the Douglas County Landfill. Biomass One L.P. agrees to pay Douglas County $4.00 per green ton.

11. MISCELLANEOUS – Appointment to the Commission on Children & Families
A position exists on the Commission on Children & Families due to the expired term of Steve Schenewerk. The position was advertised with Douglas County media and two applications were received. The Commission reviewed the applications on June 14 and recommends the reappointment of Steve Schenewerk to a new term ending June 30, 2015.

14. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held June 29, 2011 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
