MINUTES of the Board meeting held on June 13, 2012

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. BID OPENING – Public Works
Removal of Waste tires from the Douglas County Landfill.

2. BID OPENING – Public Works
Removal of Chlorofluorocarbons from refrigerated units at the Roseburg and Reedsport transfer sites.

3. BID OPENING – Public Works
Slide Repair – Rock Creek Road, County Road #78 M.P. 0.30, Douglas County, Oregon.

4. PUBLIC HEARING – MANAGEMENT & FINANCE FY 12-13 Budget Hearing (Rich Arrow)
Per statute, the proposed budget needs adoption by the agency’s governing board. The proposed budget was adopted by the Douglas County Budget Committee on May 7th and 8th, 2012.

5. BUILDING FACILITIES – Contract (Kevin Potter)
Contract with Trane Oregon for Douglas County Health Center Controls Retrofit to upgrade existing Trane system. This is a sole source procurement utilizing TCPN contract pricing structure. Contract amount: $49,100.

6. COMMISSION ON CHILDREN AND FAMILIES – Contract (Gillian Wesenberg)
This contract between Douglas County and Phoenix School at Roseburg is for the Teen Drop-In Center. The contract has a maximum amount payable of $47,108 and a contract period from July 1, 2012 to June 30, 2013. Funds for this contract are state general funds presently administered by the Department of Human Services.

7. COMMISSION ON CHILDREN AND FAMILIES – Contract (Gillian Wesenberg)
This contract between Douglas County and Options Counseling of Oregon, Inc. is for the Intensive In-Home Family Therapy program. The contract has a maximum amount payable of $69,090 and a contract period from July 1, 2012 to June 30, 2013. Funds for this contract are state general funds and federal funds presently administered by the Oregon Commission on Children and Families.

8. COMMISSION ON CHILDERN AND FAMILIES – Contract (Gillian Wesenberg)
This contract is between Douglas County and Riddle School District for Riddle Community School. The contract has a maximum amount payable of $8,079 and a contract period from July 1, 2012 to June 30, 2013. funds for this contract are state general funds presently administered by the Oregon Commission on Children and Families.

9. COUNTY COUNSEL – Order (Paul Meyer)
Order for Russell Trump and Candace Hissong to be appointed as Justice of the Peace Pro Tempore for Stephen Miller during the time period of July 1, 2012 to June 30, 2013.

10. COUNTY COUNSEL – Contract Extension (Paul Meyer)
Third extension of contract with CCD Business Development Corporation for services to be provided to DCIDB.

11. DISTRICT ATTORNEY – Juvenile Accountability Block Grant Award (JABG) (Rick Wesenberg)
The grant award for the JABG are funds granted by the Federal Government and will be passed through the state in the amount of $7,090 for fiscal year 2012-2013. The funds will pay for a portion of the salary for a deputy district attorney to prosecute juvenile delinquency cases. Grant amount: $7,090.

12. FLEET SERVICES – Bid Award (Mike Blanck)
Bid #024 was opened at a regularly scheduled Board of Commissioners meeting on June 13, 2012. There were two bids submitted for one (1) new 20 foot multi-purpose, aluminum inboard river sled boat with trailer. The lowest responsible bidder is Edge Marine of Roseburg, Oregon in the total amount of $46,892

13. INFORMATION TECHNOLOGY – Agreement (Kevin Potter)
As a public service, the County wishes to make space available in its wireless communications facility at Signal Tree (Camas Valley) communications site to Southern Oregon University (SOU).

14. INFORMATION TECHNOLOGY – Lease Agreement ( Kevin Potter) >>>> STRICKEN <<<<<
Lease agreement with Silke Communications for radio frequency licensing for frequencies used by the County Emergency Services Radio System. The annual rent renewing at the rate of $1,500 with 3% annual escalator.

15. INFORMATION TECHNOLOGY/COMMUNICATIONS – Order Authorizing Purchase of Equipment (Kevin Potter)
Bids were requested from American Communications and Aviat Networks (only two available providers) for 911 Communications tower site equipment. The lowest responsible bid was received from American Communications in the amount of $29,745.

16. PLANNING – Resolution (Keith Cubic)
Resolution adopting the updated 2012 Douglas County Community Wildfire Protection Plan.

17. PUBLIC WORKS – Agreement (Robb Paul)
Local Agency Agreement with the Oregon Department of Transportation for bike and pedestrian improvements consisting of 6 foot sidewalks and 6 foot bike lanes on both sides of Comstock Road.

18. PUBLIC WORKS – Contract Amendment (Ron Yockim)
Douglas County previously entered into a contract with Berger-ABAM to undertake preliminary engineering and economic feasibility of the wave energy project. The contract is being amended to cover additional costs by $6,900 for a total contract of $94,989. Funds have been received from OWET and the State of Oregon that covers the additional cost.

19. SHERIFF – Agreement (John Hanlin)
Intergovernmental Agreement that allows Douglas County access to the ODOT fuel sites at Steamboat and Lemolo. ODOT will charge the rack rate (their cost) of the fuel plus a $.11 administrative charge per gallon.

20. SHERIFF – Contract Modification (John Hanlin)
Modification of contract for FY 11-12 to increase the cap by an additional $430.00 incurred due to accumulated boarding fees (as allowed by contract).

21. MISCELLANEOUS – Regionally Significant Industrial Area (RSIA)
The State of Oregon has established a program by which priority industrial sites may be designated as “Regionally Significant Industrial Areas” which would allow for use of a new expedited permitting process and provide some additional prioritization in allocation of targeted state infrastructure funding. The Partnership is preparing an application to designate a Central Douglas County RSIA, which would include: The Back Nine/Del Rio Road property (former Roseburg Forest Products site immediately north of Douglas County Forest Products); the Sutherlin Industrial park (former Sutherlin airport); and the Stearns Lane/Sutherlin Knolls site. Requesting adoption of the Resolution in support of the RSIA designation.

22. MISCELLANEOUS – Appointment to the Douglas County Dog Control Board
A vacancy exists on the Douglas County Dog Control Board due to the expiring term of Samantha Lea. The vacancy was advertised with Douglas County media and one application was received. Ms. Lea would like to be reappointed to a new term with an expiration date of June 30, 2016.

23. MISCELLANEOUS – Discussion/Deliberation of Appointment to the Douglas County Budget Committee
A vacancy exists on the Douglas County Budget Committee due to the expiring term of Bill Leming. The vacancy was advertised with Douglas County media and six applications were received. The person appointed to the vacancy will serve a term that will end June 30, 2015.

The next regularly scheduled Board meeting will be held June 27, 2012 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
