MINUTES of the Board meeting held on June 12, 2013

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. PUBLIC HEARING – FISCAL YEAR 2013-14 BUDGET (Jessica Pence)
Public Hearing to discuss the 2013-2014 Budget as approved by the Budget Committee on May 14, 2013.

2. COMMISSION ON CHILDREN AND FAMILIES – INTERGOVERNMENTAL AGREEMENT (Gillian Wesenberg)
Intergovernmental Agreement with Douglas Education Service District (ESD). The County agrees to provide a sum not to exceed $62,723.00, in-kind contributions to provide assistance to the ESD in preparing the Regional Early Learning Hub application to the State Early Learning Council.

3. HEALTH AND SOCIAL SERVICES – COMPLIANCE PROGRAM ORDER (Peggy Madison)
Order appoints the named individuals, recommended to the Board by the Department Administrator, to serve as Health and Social Services Department Compliance Officer and Compliance Committee Members to oversee the Department’s Compliance Program; designates Commissioner Susan Morgan as Board liaison.

4. HEALTH AND SOCIAL SERVICES – CONTRACT MODIFICATION (Peggy Madison)
First Contract Modification with V. Consulting and Associates, Inc. for personal services work on Community Health Assessment Project, Staff Training, and Leadership Coaching and Consulting. Cost: Maximum payable: $50,000.00.

5. JUVENILE – INTERGOVERNMENTAL AGREEMENT (Aric Fromdahl)
Intergovernmental Agreement between the State of Oregon by and through its Oregon Youth Authority (OYA) which provides reimbursement to Douglas County in an amount not to exceed $142,284.30 from July 1, 2013 through June 30, 2014, for placement of youth in our Shelter Facility to receive behavioral rehabilitation services. Revenue: $129.94 per youth per day.

6. JUVENILE – INTERGOVERNMENTAL AGREEMENT (Aric Fromdahl)
Intergovernmental Agreement between the State of Oregon by and through its Oregon Youth Authority (OYA) which provides reimbursement to Douglas County in an amount not to exceed $210,860 from July 1, 2013 – June 30, 2015, for placement of youth committed to OYA in the Douglas County Juvenile Detention Center’s 30-90 day Youth Care Center Program at a rate of Revenue: $94.00 per youth per day.

7. PLANNING – RESOLUTION ADOPTING 2013 COMMUNITY WILDFIRE PROTECTION PLAN (Keith Cubic)
Resolution approving and adopting the 2013 Douglas County Community Wildfire Protection Plan.

8. PUBLIC WORKS – CONTRACT EXTENSION (Robb Paul)
First Extension of the Contract between Douglas County and Green Sanitary District to allow Douglas County to dispose of leachate. Cost: $00.65 cents per gallon.

9. PUBLIC WORKS – CONTRACT EXTENSION (Robb Paul)
Third Extension of the Contract with Green Sanitary District and the City of Winston to allow Douglas County to dispose of leachate. Cost: 4.5 cents per gallon.

10. PUBLIC WORKS – PERMIT OF ENTRY (Robb Paul)
Permit of Entry from Lone Rock Timber for land slide repair on Eagle Valley Road, County Road No. 389.

11. PUBLIC WORKS – PERMIT OF ENTRY (Robb Paul)
Permit of Entry from Charles B. Jones for all activities required to repair the landslide at milepost 2.85 on Upper Smith River Road, County Road No. 37.

12. MISCELLANEOUS – APPOINTMENTS TO SPECIAL TRANSPORTATION ADVISORY COMMITTEE (Peggy Madison)
Four vacancies exist on the Special Transportation Advisory Committee due to expired terms. The vacancies were advertised with Douglas County media and three applications were received. The Committee recommends the appointment of Leif Johnson (Position #5 representing providers), Kirk Sanfilippo (Position #6 representing providers) and the reappointment of Becky Coffman (Position #9 representing disabilities) to terms that would end June 30, 2015.

13. MISCELLANEOUS – APPOINTMENT TO THE SENIOR SERVICES ADVISORY COUNCIL (Peggy Madison)
Vacancies exist on the Senior Services Advisory Council due to expired terms and resignations. The vacancies were advertised with Douglas County media and one application was received. The Advisory Council recommends the appointment of Bill Schmidt (Representing Central County) with a term ending June 30, 2016.

ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held June 26, 2013 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
