PLEDGE OF ALLEGIANCE

MINUTES - Approval of the Minutes of June 10, 2015.

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. BID OPENING - PUBLIC WORKS DEPARTMENT (Robb Paul)
Removal of waste tires from Douglas County Landfill.

2. COUNTY FISCAL PRESENTATION (Commissioners Morgan, Freeman & Boice)

3. PUBLIC WORKS DEPARTMENT – Public Hearing (Robb Paul)
Public Hearing – Order adopting solid waste disposal fees.

4. BUILDING FACILITIES DEPARTMENT – Contract Modification (Kevin Potter)
Contract Modification with Umpqua Valley Fire Services, Inc. to increase the cap amount from $25,000 to $30,000. All other terms of the contract remains unchanged.

5. FLEET SERVICES – Contract Extension (Robb Paul)
Extension of Intergovernmental Agreement between Douglas County and the City of Drain, which allows them to obtain fuel for vehicles from Douglas County fuel facilities. Extends term to June 30, 2016.

6. FLEET SERVICES – Contract Extension (Robb Paul)
Extension of Intergovernmental agreement between Douglas County and North Douglas County Fire & EMS, which allows them to obtain fuel for vehicles from Douglas County fuel facilities. Extends term to June 30, 2016.

7. FLEET SERVICES – Intergovernmental Agreement (Robb Paul)
Intergovernmental agreement between Douglas County and Oregon State Police, which allows them to obtain fuel for vehicles from Douglas County fuel facilities. County will charge State Police at the rate paid by County for the fuel plus any taxes for which the County is charged, plus five cents ($0.05) per gallon.

8. FLEET SERVICES – Order Authorizing Purchase (Robb Paul)
Order Authorizing Purchase of one (1) new Ύ ton 4WD crew cab pick-up for the Information Technology Radio Department to travel to/from County radio sites. There were five quotes collected for consideration.

9. INFORMATION TECHNOLOGY – Lease Agreement (Kevin Potter)
Non-Exclusive Lease Agreement between Douglas County (Lessor) and the Oregon Department of Transportation (ODOT) for use of the Cinnamon Butte Wireless Communications site and three data lines: (1) Cinnamon Butte – Scott Mountain; (2) Red Butte – Scott Mountain; (3) Elkton – Yoncalla-Scott Mountain. Annual revenue: First year $3,962.60 with increases of 3% annually.

10. MANAGEMENT & FINANCE – Public Hearing (Jessica Pence)
Hearing to discuss the 2014-15 Supplemental Budget. Summary of proposed budget changes for funds adjusted by more than 10 percent was published on June 10, 2015.

11. MANAGEMENT & FINANCE – FY15 Supplemental Budget Adjustments (Jessica Pence)
There is a need to increase revenues and expenditures as well as a need to make adjustments in certain appropriations within General Fund, Law Library Fund, County Schools Fund, Health & Social Services Fund, Industrial Development Fund, County Forest Management Fund, Public Safety Fund and Water Resource Development Fund.

12. MANAGEMENT & FINANCE – Order (Jessica Pence)
Order to reject Compensation Committee Recommendation and fix compensation.

13. MANAGEMENT & FINANCE – Order Adjusting the FY 2015-16 Budget (Jessica Pence)
Board Order Adjusting the 2015-16 Approved budget for the General Fund.

14. MANAGEMENT & FINANCE – Adoption Order for FY 2015-16 (Jessica Pence)
Order to Adopt Budget; make Appropriations, Levy and Categorize Taxes for Fiscal Year 2015-16.

15. MANAGEMENT & FINANCE – Oregon Health Authority Developmental Disabilities Close-Out Invoice (Jessica Pence)
Accounts receivable invoice in the amount of $1,313,228.86, to close out and return Developmental Disabilities program funding, Contract #142127 settlement period 2013-15.

16. PLANNING DEPARTMENT – Intergovernmental Agreement (Keith Cubic)
Intergovernmental Agreement with Oregon Health Authority for Environmental Health service administration. Term Dates: July 1, 2015 through June 30, 2017.

17. PUBLIC HEALTH DEPARTMENT – Contract (Dawnelle Marshall)
Contract for laboratory services for pap smears for the health clinic patients.
Contract amount: $30,000.00. Term Dates: July 1, 2015 through June 30, 2016.

18. PUBLIC WORKS DEPARTMENT – Public Hearing (Robb Paul)
Public Hearing for the proposed vacation of property acquired through tax foreclosure.

19. PUBLIC WORKS DEPARTMENT – Agreement (Robb Paul)
Contract with Roseburg Refrigeration Mechanical Contractors, Inc. for removal of chlorofluorocarbons from refrigerated units at Roseburg and Reedsport Transfer Sites. Expenditure: $46.95 per man hour.

20. PUBLIC WORKS DEPARTMENT – Contract Extension (Robb Paul)
Fourth Extension of Contract #26896 for Consultant services between Douglas County and Pickets Engineering, L.L.C. Extends agreement to June 30, 2016.

21. SHERIFF’S DEPARTMENT – Contract Extension (John Hanlin)
Fourteenth contract extension between Douglas County and Rex Morningstar for the lease of Glendale office space. Cost: $365.00/year. Contract dates: July 1, 2015 through June 30, 2016.

22. MISCELLANEOUS – Public Health Update (Commissioner Freeman)

23. MISCELLANEOUS – USDA APHIS Work/Financial Plan (Commissioner Morgan)
United States Department of Agriculture, Animal and Plant Health Inspection Service (APHIS) perform Predator Control in Douglas County and provides educational information regarding safe control tools and techniques. Cost: $172,654. Contract Dates: July 1, 2015 through June 30, 2016.

The next regularly scheduled Board meeting will be held June 24, 2015 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
