SPECIAL PRESENTATION – Umpqua Community College Viticulture Update

APPROVAL OF MINUTES: June 9, 2010

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. PUBLIC HEARING – Annexation of Property and Order Incorporating Territory
The “Notice of a Public Hearing” and “Order Setting a Hearing Date” was signed on May 12, 2010, for the petition of annexation by Chief Petitioner: SULLIVAN, to have property annexed into Douglas County Fire District No. 2. The petition has qualified under ORS 198.855(3), annexation petition is signed by all of the owners of all land in the territory proposed to be annexed. The signatures of the property owners of the proposed annexation have been verified. There are no known objectors at this time.

2. BID OPENING -- #991 for Public Works Solid Waste (POSTPONED TO JUNE 23, 2010)
Bid opening #991 for one (1) new or refurbished Knuckleboom Packer Unit.

3. PARKS AND FACILITIES – Contract Extension and Modification
Contract extension and modification with Kunert Electric, LLC to provide electrical services for Douglas County as needed. This extends the contract to August 31, 2011 and increases the cap to not to exceed $50,000. This is the first extension to the contract.

4. PARKS AND FACILITIES – Contract Extension and Modification
Contract extension and modification with Tree Magic Tree Service to provide various tree services for Douglas County as needed. This extends the contract to August 31, 2011 and increases the cap to not to exceed $50,000. This is the second extension to the contract.

5. PLANNING – Accepting Coastal Grant CZM-11-013
As part of the acknowledgment of our Coastal Resources Plan, the County is receiving implementation Grant funds to partially reimburse coastal related planning activities. By this agreement, Douglas County accepts the terms of the grant for the period of July 1, 2010 through June 30, 2011. The grant amount for this period is $10,000 with full matching required.

6. PLANNING – Final Order Approving Formation of the Elkton Estates Phase II Special Road District
The election was held May 18, 2010, to present to the voters of the district the question of formation of the district and approval of the permanent tax rate. Voters approved the formation by election. Public hearings for the petition for the formation of the Elkton Estates Phase II Special Road District by Chief Petitioners: LEDBETTER, TOMASELLI and ELLIS, were held by the Board of Commissioners on December 16, 2009, and February 10, 2010. The petition has been verified by the Douglas County Clerk. There are 611.56 acres in the subject territory and 10% of that acreage would be 61.16 acres. Signatures were verified for 15 property owners totaling 548.42 acres which is a greater number than the 153.42 remaining acres.

The next regularly scheduled Board of Commissioners meeting will be held June 23, 2010 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
