4. BOARD OF COMMISSIONERS – Sale of Health Department Building (Commissioner Morgan)
Purchase and Sale Agreement with Adapt, Inc., for sale of the Health Department building for $1,500,000. The Board is also executing a Bargain and Sale Deed and Board Order authorizing the closing of the sale.

5. DOUGLAS INTERAGENCY NARCOTICS TEAM – Letter of Understanding (Patrick Moore)
The Oregon State Sheriff’s Association (OSSA) has adopted from Oregon’s Department of Justice (DOJ) the administration of reimbursements via the Domestic Cannabis Eradication and Suppression Program. Requesting Board approval of the Letter of Understanding. The OSAA shall pay to the County an amount not to exceed $20,000 for the period October 1, 2015 to September 2016.

6. HUMAN RESOURCES – Personnel Rule Update (Michael Kurtz)
The Human Resources Department is recommending changes to Douglas County Personnel Rule 9 which governs employee leave of absences to ensure compliance with Oregon’s Sick Leave Law for part-time, on-call and temporary employees. The recommended changes modifies the temporary rule effective July 1, 2016.

7. JUSTICE COURTS – Pro Tem Order for Canyonville Justice of the Peace (Commissioner Freeman)
Order appointing Machelle Mayfield as Justice of the Peace Pro Tempore for Carol Roberts, to serve in her temporary absence or other incapacity from July 1, 2016 through December 31, 2016.

8. PARKS – Order Rejecting All Bids (Gary Groth)
Order to Reject All Bids – Bid #092, Amacher Park Boat Launch Replacement. Pursuant to ORS 279C.395, the Board has determined it is in the best interest of the public to reject all bids for repairs to Boat Ramp at Amacher Park.

9. PARKS – Maintenance Assistance Program Agreement (Gary Groth)
Agreement with the Oregon State Marine Board to provide funding through the Maintenance Assistance Program to the Parks Department. Funds are used to offset maintenance cost of 17 motorized boat launch facilities the County manages. The Oregon State Marine Board will provide $40,117.50 in maintenance funds for budget year 2016-2017.

10. PUBLIC HEALTH – Contract Modification (Paul Meyer)
Third Modification of Contract No. 29674 between Douglas County and Douglas Public Health Network. Modification increases funding in the amount of $9,050 received from the Local Public Health Authority to Program Element 41 for Reproductive Health Services.

13. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held June 22, 2016 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR. The meeting is available via Video Conferencing to Reedsport citizens at the Reedsport Annex, 680 Fir Street, Reedsport, OR.

 

Douglas County may audio/video record the proceedings of this meeting for future broadcast or other purposes. A copy of any audio/video recording is available upon written request made to the Information Technology department. Cost is $5 per cd/dvd copy plus $2 shipping costs.
