MINUTES of the Board meeting held on June 8, 2011

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. PUBLIC HEARING – Amendments to the Citizen Involvement Program
The program consolidation is required due to reduced levels of land use activity, budget reductions and downsizing of our local planning program. The action would allow continuation of high quality staff support to fewer PACs. In the future, the consolidation could be reversed as activity increased. The program reduction furthers our ability to fulfill the Citizen Involvement Goal, our Citizen Involvement Ordinance and will align resources with the revised program.

2. BID OPENING – Public Works
Bid opening for the Non-Profit Campus wetland grading and landscaping, Douglas County, Oregon.

3. JUVENILE – Intergovernmental Agreement (IGA) – With Coos County
The Coos County Board of Commissioners voted to close the Coos County Juvenile Detention Facility effective June 30, 2011. Coos County desires to rent 3 juvenile detention beds per day in Douglas County. Revenue: Up to $114,345 for fiscal year 2011-12.

4. HEALTH AND SOCIAL SERVICES – Lease with Sutherlin Seniors, Inc.
One (1) year lease with Sutherlin Seniors, Inc. for Senior Center space for new term beginning July 1, 2011 to June 30, 2012. Cost: $613.00 per month.

5. HEALTH AND SOCIAL SERVICES -- Lease with Umpqua Community Health Center
One (1) year lease to Umpqua Community Health Center for space in the Drain Health Center for new term beginning July 1, 2011 to June 30, 2012. Cost: $585.00 per month.

6. LAND – Notice of Timber Sale
Notice of Timber Sale for the sealed bid auction of Douglas County’s Sparrow Park Timber Sale #PK006. This sale is located north of Reedsport and contains approximately 548,000 board feet of timber. Estimated value of the timber is $109,475. Bids will be due by 3pm on July 8, 2011.

7. LAND – Quitclaim Deeds
Quitclaim Deeds to Ronald Steven Collins for two tax foreclosures located in Stanley Subdivision near Glide. Each is for a 1/40 interest in a common use area and the purchase price is $300.00 each.

8. LAND – Intergovernmental Office Space Lease Agreement
Intergovernmental Office Space Lease Amendment with State of Oregon, Department of Corrections for office space located in the Justice Building. This amendment extends the term through June 30, 2013. There is no monetary consideration for this lease.

9. PARK AND BUILDING FACILITIES – Maintenance Assistance Program
The Oregon State Marine Board provides funding through the Maintenance Assistance Program to the Park’s Division. These funds are used to help offset maintenance costs of 17 motorized boat launch facilities that Douglas County manages. The State Marine Board will provide $69,700.00 in maintenance funds for the 2011-12 fiscal year.

10. PUBLIC WORKS – Contract with Pickets Engineering, LLC
Contract with Pickets Engineering, LLC for engineering and hydro-geologic services at the Reedsport and Roseburg Landfills. Cost: Not to exceed $25,000.00 each.

11. MISCELLANEOUS – Contact Extension with CCD Business Development Corporation
Second extension of Contract #25684 with CCD Business Development Corporation to provide services related to local economic development. Cost: $3,000.00 per month for basic services (or other services as approved).

12. MISCELLANEOUS – Deliberation/Appointment to the Senior Services Advisory Committee (SSAC)
Two vacancies exist on the Senior Services Advisory Board due to term expirations. The vacancies were advertised with Douglas County media and two applications were received. The SSAC recommends the reappointment of Eunice Dutton and Bill Poulter to a new three year term that expires on June 30, 2014.

The next regularly scheduled Board meeting will be held June 22, 2011 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
