4. BID OPENING – Senior Services (Jeanne Wright)
Bid Opening of Request for Proposal (RFP #118 – Older Adult Nutrition Services. Proposals for providing meals to the seven Senior Services Dining Sites for congregate dining and home delivered meals.

5. BID OPENING – Senior Services (Jeanne Wright)
Bid Opening of Request for Proposal (RFP #117 – Older Adult Legal Assistance. Proposals for providing legal assistance to clients referred by Senior Services.

6. ASSESSOR – Tax Refund (Roger Hartman)
Owner qualified for exemption for the 2016-17 Tax Year per letter received by BIA dated 6/22/2016.

7. CLERK – Contract Amendment (Patty Hitt)
First Amendment to Contract No. 29092 with Bend Mailing Services, LLC for ballot printing services.

8. COMMISSIONERS – Library Agreement (Commissioner Leif)
Agreement between Douglas County and Friends of the Myrtle Creek Library to operate their library under the Reading Room with Check-Out Model.

9. COMMISSIONERS – Library Agreement (Commissioner Leif)
Intergovernmental Agreement between Douglas County and City of Reedsport under the Reading Room with Check-Out Model.

10. COMMISSIONERS – Order Adopting Fee Schedule (Commissioner Boice)
Order Adopting Fee Schedule for the 2017-2018 Predator Damage Control District. The Douglas County Predator Damage Control Advisory Board met on June 2, 2017 and voted to recommend to County Commissioners the fee schedule presented during the petition process be adopted.

11. HUMAN RESOURCES DEPARTMENT– Collective Bargaining Agreement (Michael Kurtz)
Human Resources recommends approval of a three-year collective bargaining agreement with AFSCME Local 3742-4 (Deputy District Attorneys) with an effective date of July 1, 2017 and expiring on June 30, 2020.

12. JUVENILE DEPARTMENT – Amendment to Intergovernmental Agreement (Aric Fromdahl)
This is the fifth (5th) Amendment to Agreement No. 146069 between the State of Oregon, Department of Human Services (DHS) and Douglas County Juvenile Detention and Shelter Facility. Extends duration to 12/31/17 with an increase in the “not to exceed” amount by $1,160,513.01. This funding supports services for 32 DHS clients into Basic Residential Beds (BRS) located in Juvenile youth care facilities.

13. JUVENILE DEPARTMENT – Amendment to Intergovernmental Agreement (Aric Fromdahl)
This is the third (3rd) Amendment to Agreement No. 13286 between Douglas County and Oregon Youth Authority (OYA). Extends duration to 12/31/17 and increases the “not to exceed” amount by $497,960.16. This funding supports services for 16 OYA clients into Basic Residential Beds (BRS) located in Juvenile youth care facilities.

14. JUVENILE DEPARTMENT – Intergovernmental Agreement (Aric Fromdahl)
Intergovernmental Agreement No. 13750 between Douglas County and Oregon Youth Authority (OYA) for “Individualized Services.” Provides reimbursement to Douglas County in an amount not to exceed $16,576.00 from July 1, 2017 – June 30, 2019, for expenses related to youth and “flex fund” spending to keep Douglas County youth offenders out of OYA custody.

15. PLANNING DEPARTMENT – Order Affirming Decision (Keith Cubic)
On May 18, 2017 the Planning Commission approved a Plan Amendment & Zone Change from Rural Residential to Rural Community Industrial on 1.60 acres in the Dixonville Rural Community for Stratton Brothers Inc. Final Board action is required to affirm the decision.

16. PLANNING DEPARTMENT – Order Affirming Decision (Keith Cubic)
On May 18, 2017 the Planning Commission approved a Plan Amendment & Zone Change from Rural Residential to Rural Commercial on 4.02 acres south of Yoncalla for Mark Eason. Final Board action is required to affirm the decision.

17. PUBLIC WORKS NATURAL RESOURCES – Contract Modification (Tom Manton)
Second modification of Contract No. 29028 between Douglas County and Sandra Jackson dba Sandra Jackson Consulting. Extends contract term to December 31, 2018. Total payments to contractor cannot exceed $50,000.

18. SOLID WASTE DEPARTMENT – Contract Extension (David Bebak)
Sixth Extension of Consultant Services Contract No. 26896 between Douglas County and Pickets Engineering, LLC. The engineering consultant is being retained until August 31, 2017 to ensure completion and closeout of two capital projects in the Solid Waste Department.

19. TREASURER’S DEPARTMENT – Tax Refund (Dick Filley)
Tax refund HCP SH ELPS Properties, LLC, Property R61288 in the amount of $10,380.23.

22. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held June 21, 2017 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR. The meeting is available via Video Conferencing to Reedsport citizens at the Reedsport Annex, 680 Fir Street, Reedsport, OR.

 

Douglas County may audio/video record the proceedings of this meeting for future broadcast or other purposes. A copy of any audio/video recording is available upon written request made to the Information Technology department. Cost is $5 per cd/dvd copy plus $2 shipping costs.
