1. PLEDGE OF ALLEGIANCE

2. APPROVAL OF THE MINUTES OF June 6, 2018

4. PUBLIC HEALTH – Agreement Amendment (Dr. Dannenhoffer)
Sixth amendment to the local public health authority (LPHA) agreement # 154110 between Douglas County and the Oregon Health Authority to add $8,333.00 for the Prescription Drug Overdose Prevention program for the months of May and June 2018.

5. PLANNING – Final Order-Formation of the Lower Umpqua Library District (Josh Shaklee)
An election on the formation of the Lower Umpqua Library District and the approval of a maximum tax rate limit of $0.39 per $1000 of assessed value was held May 15, 2018, at which time affected property owners voted to approve the formation of the District and implementation of the tax rate. Public hearings for the petition for the formatin of the Lower Umpqua Library District were held by the Board of Commissioners on January 17, 2018 and February 14, 2018.

6. PLANNING – Final Order-Formation of the North Douglas Library District (Josh Shaklee)
An election on the formation of the Lower Umpqua Library District and the approval of a maximum tax rate limit of $0.44 per $1000 of assessed value was held May 15, 2018, at which time affected property owners voted to approve the formation of the District and implementation of the tax rate. Public hearings for the petition for the formatin of the Lower Umpqua Library District were held by the Board of Commissioners on January 3, 2018 and February 7, 2018.

7. PUBLIC WORKS – Contract Modification (Scott Adams)
Fifth amendment to the Transportation Purchased Services Contract #28267 between Douglas County and UCAN/U-Trans to allow Douglas County to pass state transportation grant dollars to UCAN in the amount of $108,961.00. The specified funding is to be used by UCAN as match dollars for federal vehicle purchase grant funding as per ODOT grant Agreements # 31475 & #31481.

10. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held June 20th, 2018 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.

CONVENE AS THE GOVERNING BODY FOR THE DOUGLAS COUNTY 4-H, MASTER GARDENER AND EXTENSION SERVICE DISTRICT.

1. BUDGET HEARING-For the Douglas County 4-H, Master Gardener and Extension Service District (John Punches)
The District’s Budget Committee considered and approved a draft budget on June 1, 2018. Budget details have been on file at the Douglas County Extension Office. The hearing has been publicly noticed and provides an opportunity for public input. Budget adoption is scheduled for June 27, 2018. The proposed budget would levy a tax of $0.0600 per $1000.00 assessed value on property within the District’s boundaries, raising an estimated $502,082.00 to fund operating expenses of the District. These are dedicated revenues, levied at a rate lower than the District’s voter-approved tax rate limit of $0.0650.
