MINUTES of the Board meeting held on June 6, 2012

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY


1. BID OPENING – Fleet Services
Bid #024, one (1) new 20’ Multi Purpose Aluminum, Inboard, River Sled Boat w/trailer.

2. COMMISSION ON CHILDREN AND FAMILIES – Contract (Gillian Wesenberg)
This contract between Douglas County and Mercy Medical Center is for the continuing operation of Welcome Baby. The contract is in the amount of $18,000 for July 1, 2012 to June 30, 2013. Funds for this contract are state general funds and federal funds presently administered by the Oregon Commission on Children and Families.

3. JUVENILE – Agreement (Aric Fromdahl)
The Coos County Board of Commissioner voted to close the Coos County Juvenile Detention Facility effective June 30, 2012. Coos County desires to continue to rent juvenile detention beds in Douglas County and has provided an Intergovernmental Agreement to serve as our guarantee of bed space for Coos County youth in Fiscal Year 2012-2013. Revenue generated will be $114,345 in FY 2012-13 guaranteeing Coos County rental of 3 detention beds per day.

4. PLANNING – Agreement with Office of Emergency Management (Keith Cubic)
In 2011, the OEM updated their “Data Development and Maintenance Funding Policy” to require counties that are receiving funding under this GIS and MSAG Data Development Funding Policy to sign the OEM data sharing agreement with the State Emergency Coordination Center by June 30, 2012. The County has developed three layers: house points, driveways, and common places. This agreement assures the continuation of reimbursement for services rendered to OEM at a level not to exceed $18,000 per year and has no matching requirement.

5. PUBLIC WORKS – Contract (Robb Paul)
Contract with Valley Slurry Seal Company in the amount of $72,397.60 for Slurry Seal of Green District Streets, Douglas County, Oregon.

The next regularly scheduled Board meeting will be held June 20, 2012 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.



HEARING – Douglas County 4-H Master Gardener and Extension Service District.

The Commissioners are reconvening as the Governing Body for the Douglas County 4-H Master Gardener and Extension Service District to conduct its annual Budget Hearing. The District’s Budget Committee considered and approved a draft budget on May 8, 2012. Budget details have been on



file at the Douglas County Extension Office. The proposed budget imposes taxes at the rate of $0.060 per $1,000 taxable assessed value within the district’s boundaries, and categorizes these taxes as General Government. This hearing has been publicly noticed and provides an opportunity for public input.

If the budget is approved, a resolution adopting the budget and making appropriations to the 2012-13 fiscal year budget will be signed.
