PLEDGE OF ALLEGIANCE

MINUTES of the Board meeting held on June 5, 2013

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. PUBLIC HEARING – RE-ANNEXATION OF PROPERTY (Keith Cubic)
Public Hearing for the Re-Annexation of Property and “Order Incorporating Territory” to the Winston-Dillard Rural Fire District. Chief Petitioner: MACDONALD.

2. COMMUNICATIONS – AGREEMENT WITH MEDCOM (John Hanlin)
Agreement with MedCom Ambulance Authority for medical dispatching services. Cost: $17,534.21 annual for the first year and a 2-5% increase in the following years.

3. FLEET SERVICES – INTERGOVERNMENTAL AGREEMENT (Mike Blanck)
Extension of Intergovernmental Agreement with North Douglas County Fire & EMS allowing them to obtain fuel for their vehicles from County fuel facilities. Cost: Generally results in expenses with offsetting revenues.

4. FLEET SERVICES – INTERGOVERNMENTAL AGREEMENT (Mike Blanck)
Extension of Intergovernmental Agreement with Douglas ESD allowing them to obtain fuel for their vehicles from County fuel facilities. Cost: Generally results in expenses with offsetting revenues.

5. FLEET SERVICES – INTERGOVERNMENTAL AGREEMENT (Mike Blanck)
Extension of Intergovernmental Agreement with City of Drain allowing them to obtain fuel for their vehicles from County fuel facilities. Cost: Generally results in expenses with offsetting revenues.

6. JUVENILE – INTERGOVERNMENTAL AGREEMENT (Aric Fromdahl)
Amendment of the Intergovernmental Agreement between the ODOT and Douglas County to fund a juvenile litter crew to clean freeways in Douglas County by youth offenders working off their court ordered community service. COST: ODOT will pay Douglas County a reimbursement up to $50,000. This will fund a .60 FTE employee and other expenses of the program.

7. JUVENILE – AGREEMENT FOR PROFESSIONAL SERVICES (Aric Frohmdahl)
This agreement will provide a significant potential revenue source of Federal funding that is available through a Title IV-E program that Justice Benefits, Inc. (JBI) specializes in administering. The program involves using a web-based time keeping system for reimbursable activities performed by our Probation staff in conjunction with the Oregon Department of Human Services. Revenue could be as high as $425,000.00 per year.

8. PUBLIC WORKS – RESOLUTION (Robb Paul)
Resolution of the Acquisition of Real Property for the construction of Upper Smith Road, County Road No. 37.

9. MISCELLANEOUS – RESOLUTION (Tracy Loomis)
Resolution to amend the boundary of the Roberts Creek Enterprise Zone.

10. MISCELLANEOUS – INDUSTRIAL DEVELOPMENT BOARD (Alex Campbell)
Funding for a medical education facility feasibility study to be completed by the Umpqua Economic Development Partnership. County will contribute a grant of $30,000.00

The next regularly scheduled Board meeting will be held June 19, 2013 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.

RECONVENE AS THE GOVERNING BODY FOR THE DOUGLAS COUNTY 4-H, MASTER GARDENER AND EXTENSION SERVICE DISTRICT – PUBLIC HEARING FOR THE ANNUAL BUDGET (John Punches)
The District’s Budget Committee approved a draft budget on May 14, 2013. The budget details have been on file at the Douglas County Extension office and publicly noticed. The proposed budget imposes taxes at the rate of $0.060 per $1000 taxable assessed value. If the budget is approved, a resolution adopting the budget and making appropriations to the 2013-14 fiscal year budget will be signed.

 

Douglas County may audio/video record the proceedings of this meeting for future broadcast or other purposes. A copy of any audio/video recording is available upon written request made to the Information Technology department. Cost is $5 per cd/dvd copy plus $2 shipping costs.
