CONVENE AS THE GOVERNING BODY OF THE DISTRICT HEARING, 4-H, MASTER GARDENER & EXTENSION DISTRICT

1. BUDGET HEARING – for the Douglas County 4-H Master Gardener and Extension Service District
The District’s Budget Committee considered and approved a draft budget on May 10, 2011. Budget details have been on file at the Douglas County Extension Office. The hearing has been publically noticed and provides an opportunity for public input. The proposed budget would levy a tax of $0.0600 per $1000 assessed value on property within the District’s boundaries, raising an estimated $430,276.00 to fund operating expenses of the District. These are dedicated revenues within the District’s voter-approved tax rate limit. The actions do not impact the County’s budget.

2. RESOLUTION TO ADOPT THE 2011-12 BUDGET FOR THE DOUGLAS COUNTY 4-H, MASTER GARDENER AND EXTENSION SERVICE DISTRICT AND TO IMPOSE ASSOCIATED TAXES
This resolution adopts and makes appropriations for the 2011-12 fiscal year budget for the Douglas County 4-H, Master Gardener and Extension Service District, imposes taxes at the rate of $0.060 per $1000 taxable assessed value within the District’s boundaries, and categorizes these taxes as General Government.

3. BID OPENING #10521-4 – Public Works
Bid opening for the sale of recycled material consisting of ground yard waste and ground wood waste from the Douglas County Landfill.

4. COMMISSION ON CHILDREN & FAMILIES – Contract Amendment
Second amendment to Contract #25785 between Douglas County and Family Development Center for Healthy Start Intensive Services. This increases the current contract by $4,911.00. The total amount payable for the period of July 1, 2010 to June 30, 2011 is $175,627.00. Funds for this contract are State and Federal funds administered by the Oregon Commission on Children and Families.

5. COMMISSION ON CHILDREN & FAMILIES -- Contract Amendment
Second amendment to Contract #26345 between Douglas County and Options Counseling by $5,562.00 and extends the contract to September 30, 2011. These are Federal funds that will revert back to the state if not obligated by June 30, 2011. The total amount payable for the period of July 1, 2010 to September 30, 2011 is $83,098.00. Funds for this contract are State and Federal funds administered by the Oregon Commission on Children and Families.

6. COMMISSION ON CHILDREN & FAMILIES – Revised Budget Distribution for the 2009-2011 Biennium
Each biennium, a budget distribution document is required by the Oregon Commission on Children and Families to release funds to Douglas County pursuant to ORS 417.775(5)(7)(14) and OAR 423-010-0027. The Initial Budget Distribution for 2009-11 was approved by the Board of Commissioners on September 30, 2009. The revisions to the budget distribution were approved by the Douglas County Commission on Children and Families on May 17, 2011. The latest revisions to the budget distribution are based on the State budget cuts.

7. MISCELLANEOUS – Resolutions in the Matter of Safety Net Payments
Resolutions in the matter of the Federal Fiscal Year (FFY) 2011 Elections for National Forest Related Safety Net Payments, and for the FFY 2011 Elections for O&C Land Related Safety Net Payments. Three elections are outlined in the Resolutions: 1) election to receive the guaranteed minimum full County payment amount; 2) allocation of 15% of the County’s payment amount for expenditure on projects under Title II and Title III; and 3) of the percent allocated to Title II and Title III projects, Douglas County further allocates 8% to Title II projects and 7% to Title III projects. The resolutions also outline percentage of funds to be allocated to the various Resource Advisory Committees.

8. MISCELLANEOUS – Renewal of Memorandum of Understanding
Renewal of Memorandum of Understanding between Coos, Curry, Douglas, Josephine, and Lane, Oregon and Southern Oregon Clean Energy Alliance (SOCEA). Renews MOU to June 30, 2012.

The next regularly scheduled Board meeting will be held June 15, 2011 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
