MINUTES of the Board meeting held on May 30, 2012

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. PUBLIC HEARING – Annexation to Livestock District
Hearing in the matter of a petition by Linda Brock and Marlene Davenport to annex their property into the Douglas County Livestock District. Property consists of 160 acres and is located in the Tiller area. Proper legal notice of this hearing has been given and the three adjoining property owners were sent a notice of the hearing.

2. COMMISSION ON CHILDREN AND FAMILIES – Amendment (Gillian Wesenberg)
Amendment #3 to the Oregon Commission on Children and Families 2011-13 County Intergovernmental Agreement #DOU1113 adds additional 2012-13 revenue. The additional revenue includes $8,079.00 for Riddle Community School and $143,287.00 for the Healthy Start funding stream.

3. COMMISSION ON CHILDREN AND FAMILIES – Contract (Gillian Wesenberg)
This contract between Douglas County and the Family Development Center is for the continuing operation of the Relief Nursery. The contract has a maximum amount payable of $224,728.00 and a contract period from July 1, 2012 to June 30, 2013. Funds for this contract are state general funds presently administered by the Oregon Commission on Children and Families.

4. COMMISSION ON CHILDREN AND FAMILIES – Contract (Gillian Wesenberg)
This contract between Douglas County and the Family Development Center is for the continuing operation of Healthy Start Intensive Services. The contract has a maximum amount payable of $136,855.00 and a contract period from July 1, 2012 to June 30, 2013. Funds for this contract are state general funds administered by the Oregon Commission on Children and Families.

5. LAND DEPARTMENT – Right-of-Way Easement (Gary Groth)
Pacific Power is requesting an underground right-of-way easement through county owned property. The easement will carry electric distribution and communication lines along the southern edge of the courthouse property and will terminate in an underground vault at the southwest corner of the courthouse parcel.

6. MANAGEMENT & FINANCE – Supplemental Budget Request (Richard Arrow)
Transferring appropriations from personal services and related accounts to materials, services, and capital outlay providing for county fair fund budgetary requirements. Also, transferring funds from contingencies to materials and services of the Dog Control Fund providing for requirements.

7. PUBLIC WORKS – Contract (Robb Paul) STRICKEN
Contract with Valley Slurry Seal Company in the amount of $72,397.60 for slurry seal of Green District streets, Douglas County, Oregon.

8. PUBLIC WORKS – Contract Modification (Robb Paul)
Modification of contract with JNB Transport, Inc. to increase contract amount from $25,000.00 to $50,000.00. Contract is for glass haul from Douglas County landfill to recycling center in Portland.

9. PUBLIC WORKS – Contract Extension (Robb Paul)
Extension of leachate treatment agreement with Green Sanitary District and the City of Winston to allow Douglas County to dispose of leachate at a cost of 4.5 cents per gallon.

10. PUBLIC WORKS – Order Authorizing Purchase of Traffic Line Paint (Robb Paul)
Order authorizing purchase for annual procurement of traffic line paint from Ennis Paint, Inc. (15,250 gallons each of white & yellow). Purchase is made utilizing Oregon State Price Agreement #1513. Douglas County is authorized to purchase from the Oregon Cooperative Purchasing Program (ORCPP) and purchase is exempt from competitive procurement per LCRB rule 4.24. Cost is $257,420.00.

13. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held June 13, 2012 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
