MINUTES of the Board meeting held on May 28, 2014.

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. BID OPENING – Livestock Handling Equipment Panels/Gates (Harold Phillips)

2. PUBLIC HEARING – Annexation of Property (Keith Cubic)
Annexation of Property and “Order Incorporating Territory” to Douglas County Fire District No. 2. Chief Petitioner: WORSLEY

3. PUBLIC HEARING – Annexation of Property (Keith Cubic)
Annexation of Property and “Order Incorporating Territory” to the Myrtle Creek Rural Fire District. Chief Petitioner: MCFARLAND

4. ASSESSOR – PROPERTY TAX REFUND (Ali Vincent-lough)
Refund of Property Taxes to Aspen Properties LLC ($15,573.12); Evergreen Property Investments LLC ($5,613.69) and Mercy Medical Center ($6,920.15).

5. COMMISSION ON CHILDREN & FAMILIES – Contract Amendment (Peggy Madison)
Amendment #2 to the Oregon Department of Education Contract. Increases the Service Continuity funding stream to $20,000.00. Revenue: Increase of $400.00

6. COUNTY COUNSEL – Contract Extension (Paul Meyer)
Fifth Contract Extension with CCD Business Development Corporation for services to the Douglas County Industrial Development Board.

7. FAIRGROUNDS – Order Awarding Contract (Harold Phillips)
Order awarding Contract to Victory Builders Inc. for the Pavilion Artwork Project. Cost: $199,192.00 ($50,000.00 of this amount covers artwork, remaining $149,192 is to reconstruct the Pavilion wall).

8. FAIRGROUNDS – Contract (Harold Phillips)
Contract with Victory Builders Inc. for the Pavilion Artwork Project. Cost: $199,192.00 ($50,000.00 of this amount covers artwork, remaining $149,192.00 is to reconstruct the Pavilion wall).

9. SHERIFF – IGA Extension (John Hanlin)
Eighth IGA Extension with the City of Drain for law enforcement services. Revenue: $120,993.00.

10. SHERIFF – Contract Extension (John Hanlin)
Eighth Contract Extension with the City of Canyonville for law enforcement services. Revenue: $169,579.51.

11. MISCELLANEOUS – Appointment (Peggy Madison)
Two vacancies exist on the Special Transportation Advisory Committee. The positions were advertised with Douglas County and one application was received. The acting members of the committee reviewed the applications and recommend Bob Jacobson to position #8 representing disabilities with a term ending June 30, 2016.

12. MISCELLANOUS – Correction to Order (Peggy Madison)
The Order for Special Transportation Advisory Committee that was approved on May 28, 2014 reflected a wrong name in position #2. The correct Appointment is William (Bill) Schmidt to Position #2 representing Seniors with a term ending June 30, 2016.

The next regularly scheduled Board meeting will be held June 11, 2014 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
